CITY COUNCL
REGULAR SESSION
AUGUST 16, 2006
The Schertz City Council was called back from recess for the Regular Session on
Wednesday, August 16, 2006 in the Municipal Complex Council Chambers at 7:00
p.m., 1400 Schertz Parkway Building #4, Schertz, Texas. The following members
were present: Mayor Hal Baldwin presiding, Council Members Jim Fowler, David
L. Scagliola, Reginna Agee, Tony Wilenchik. Absent Mayor Pro Tem Michael
Carpenter. Also present were City Manager Don Taylor, Assistant City Manager
John Bierschwale, City Attorney Michael Spain, and City Secretary Judy Tokar
#1 CALL TO ORDER
Mayor Baldwin reconvened the meeting at 7:02 p.m. then went into executive session.
#15 EXECUTIVE SESSION: Called under Chapter 551 of the Texas Government
Code, Sub-Section 551.072, Deliberations regarding the purchase, exchange, or
value of real property, and Sub-Section 551.074 - Personnel Matters.

#16 Mayor Baldwin reconvened the regular meeting at 8:02 p.m. No action was
necessary on the executive session.
#17 Budget Workshop
The following department budgets was reviewed and discussed:
Plannin~ and Zoning Department-
Increase personnel for full-time new Health and Assistant Code Enforcement Officer and
Planning Consultant
Two vehicles for Inspection Department
Facility Maintenance Department -
Adding two full time custodians
Removeable dance floor for Civic Center
Three vehicles (8 passenger golf cart for Administration use and 2 vehicles)
Purchasing Department separate budget
Non-Departmental Department-
Increase to postage for Schertz Tales
Citv Secretary Department -
Capital Outlay - Agenda Management software

Municipal Court -
Three police officers (court bailiffs) 6% wage increase
New court assistant

New Computer for court assistant and laptop for bailiff vehicle and Incode maintenance
agreements

Public Information -
New Administrative Assistant position
Vehicle allowance reimbursement - new line item
Additional advertising for Time Warner Cable TV to advertise special events
Records Management -
New department
Computer and office furniture for assistant
Engineer Department -
New staff engineer supervised by new Asst. City Manager
Police Department -
6% salary increase
Additional three police officers
Promotion of Asst. Police Chief and 2 corporal positions
Capital Outlay - paddy wagon and 3 police vehicles (funded by 4B)
Fire Department -
6% salary increase
Over-time increase for additional training time
Capital Outlay - 6 specialized engineers on each fire truck, 2 on each shift

Inspection Department -
Additional support clerk
Mr. Bierschwale said that all employees, if approved by Council, would receive a 2%
cost-of-living increase, except Police and Fire Department receiving 6% increase. Based
on an employees performance evaluation, merit increases are possible. Staff is requesting
the retirement contribution to be increased from 5% to 6%, costing approximately
$150,000.00.
Street Department -
Electricity Utility Services increased due to cost of electricity for new lights in the north
and central area of the city
Parks and Recreation -
New position - Parks Supervisor and Events Coordinator for Civic Center
Capital Outlay - mowers, truck, gator and computer for Events Coordinator

Mr. Taylor said that Mayor Pro Tem Carpenter's mother was in the hospital and they do
not know her condition.

Councilmember Fowler:
. Advised one of his church members died
Councilmember Scagliola -
. Schertz Humane Society was planning a golf tournament, he would keep
us informed.
. Schertz Animal Control helped a lady who found three abandoned kittens
. National Night Out falls on our regular meeting night and hope we can
cancel our meeting for Council to participate
. Visited HEB Gas Station regarding E85 ethanol presentation
Councilmember Agee
. School started yesterday and Steele High School traffic was backed up on
Borgfeld Road in front of Dobie Middle School
Councilmember Wilenchik
. No Comment
#20 Items by Mayor
. Met with City of Garden Ridge City Administrator they want to buy water
and interested in ETJ swap with the City.
. Arranged meeting with Mayor of Seguin and her staff for briefing on
availability of water for the future and how SSGLC was going to obtain it.
. Letter from Guadalupe Appraisal District announced building tour of the
new facility office August 23rd, August 24th or August 30th at 6:00 p.m.
