CITY COUNCIL
SPECIAL SESSION
September 5, 2006
The Schertz City Council convened in Special Session on Tuesday, September 5,
2006 in the Municipal Complex Council Chambers at 7:00 p.m., 1400 Schertz
Parkway Building #4, Schertz, Texas. The following members were present: Mayor
Hal Baldwin presiding, Councilmembers Jim Fowler, David L. Scagliola, Reginna
Agee, Tony Wilenchik and Michael Carpenter. Also present were City Manager
Don Taylor, Assistant City Manager John Bierschwale, and Deputy City Secretary
Mary Ybarra.
#1 CALL TO ORDER
Mayor Baldwin called the meeting to order at 7:00 p. m.
#2 PUBLIC HEARING: To receive citizen comments on proposed ad valorem tax
rate.
City Manager Taylor explained that the published tax rate for fiscal year 2006/2007 was
$.4517, and by law should be the tax rate discussed this evening, however after several
workshop sessions and Council recommendation to decrease the tax rate by 2%, staff has
revisited, made adjustments to the budget, and have come up with a reduced the tax rate
of$.4317.
At this time, City Manager Taylor went over the list of purchases, certain repairs and
personnel that the tax rate would allow the City to do.
Mayor Baldwin advised that another public hearing on the proposed tax rate is scheduled
on September 12, 2006.
No citizen comments were heard and Mayor Baldwin closed the public hearing.
