COUNCIL WORKSHOP
MARCH 14, 2006
The Schertz City Council convened in a Workshop on Tuesday, March 14, 2006 in the
Council Chamber at 7:00 pm, 1400 Schertz Parkway, Building #4 Schertz, Texas. The
following members were present: Mayor Hal Baldwin presiding, Council Members Carl
Douglas, John Trayhan, Reginna Agee, Tony Wilenchik. Absent Council Member
Michael Carpenter. Also present were City Manager Don Taylor, Asst. City Manager
John Bierschwale and City Secretary Judy Tokar.
#1 CALL TO ORDER:
Mayor Baldwin called the meeting to order at 7:00 p.m.
#2 HEARING OF RESIDENTS:
Robert Brockman, 100 I Elbel Road, said the Randolph AFB was prohibiting drivers to
use cell phones while on base. He thought that was a good idea.
Mayor Baldwin moved up agenda item #8.
#8 Discussion and presentation on the preliminary draft of the Financial Audit
FY 2004-2005.
Fred Timmons, auditor with Thompson, Williams, Biediger, Kastor and Young, L.C.
reported the City had a strong financial statement this fiscal year and the auditor gave the
City a clean opinion. Mr. Timmons reviewed the converted GASB financial statements
reporting the General Fund had a $6.7 million total assets of which $140,000.00 in cash
and cash equivalents, and $4.3 million in investments, $1.8 million in liabilities. The
capital projects fund of $5 million balance for future improvements, and designated
$986,000.00 in special revenue funds. The General Fund revenue and expense net change
of $490,000.00 in excess this year. The other proprietary funds such as the sewer and
water was in good shape, EMS had no any cash reserves and was being supported by
other funds, but still needs improvement.
Mr. Timmons said the City staff addressed all issues in the management letter.
The final draft ofthe Financial Audit FY 2004-2005 will be on the March 28th agenda for
acti on.
OLD BUSINESS:

#3 ORDINANCE: Discussion on fmal reading on an ordinance establishing a
curfew for juveniles under seventeen years of age to prohibit being in any
public place during the curfew period set forth herein, providing an
enforcement procedure; establishing criminal penalties for juveniles, parent
of juveniles and owners/operators or persons in control of establishments;
and adopting certain exceptions.
Since there was no change to the ordinance it will be on the March 21 sl consent agenda
for action.
#4 ORDINANCE: Discussion on fmal reading on an ordinance providing that
Chapter 18 of the Code of Ordinances of the City of Schertz be amended to
authorize the installation of speed humps on streets in the City of Schertz.
Mr. Taylor said there was no change to the ordinance and will be on March 21 sl consent
agenda for action.
NEW BUSINESS:
#5 ORDINANCE: Discussion on first reading on an ordinance providing that the
Code of Ordinances, City of Schertz, Texas be amended by revising Section 18-
76, maximum limits on specific street, Schertz Parkway and Lower Seguin Road.
There is no change to the ordinance and action will be taken at the March 21 st meeting.
#6 Discussion on a donation to the Cibolo Creek FFA Booster Club for
fundraiser.
The item was pulled because the fee is waived for the club and does not require Council
action.
#7 ORDINANCE: Discussion on first reading on an ordinance adopting and
enacting a new code for the City of Schertz providing for the repeal of
certain ordinances not included therein; providing penalty for the violation
thereof; providing for the manner of amending such code; and providing
when such code and this ordinance shall become effective.
There is no change to the ordinance and action will be taken on March 21 sl .
#9 Discussion on the Intergovernmental Agreement with Comal County
regarding the On-Site Facilities.
Mr. Taylor said the County does the inspection on septic tanks within the City and the
agreement is normal procedure. Action to be taken on March 21 st meeting.

Mr. Taylor reminded Council that on Monday, March 13th at noon is Employee
Remembrance Day at the Public Works Building. City Hall will be closed during the
ceremony.

Mayor Baldwin asked Mr. Wait, EMS Director to report on the fatal accident at Monotech
Industries. He recommended the Fire Department 50th anniversary celebration recognize the
original members of the fire department by placing a plaque listing those members. Mayor
Baldwin asked if the ball field could have a plaque recognizing the original organizers of BVY A.
Kathy Harms, daughter of Tom Harms volunteered to purchase a plaque and collect the names of
the original organizers.
Mr. Taylor reminded the Council about the joint meeting with Planning and Zoning on March 8th
at the Community Center and the Bond Election Committee meeting on March 23rd.
