COUNCIL - REGULAR SESSION Tuesday, June 7, 2005 The Schertz City Council convened in regular session on Tuesday, June 7, 2005 at 7:00 pm in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Hal Baldwin presiding, Couneil Members Carl Douglas, Steve Simonson, Reginna Agce, Tony Wilenchik, and Michael Carpenter. Schertz City Manager Don Taylor and Deputy City Secretary Mary Ybarra. Mayor Baldwin welcomed everyone and called the meeting to order at 7:00 pm, and asked everyone to rise and join him in the Pledge of Allegiance to the Flag. Mayor Baldwin introduced Jay Feibelman, Mayor of Garden Ridge, who will be acknowledged by Humane Society. #1 PRESENTATION: HUMANE SOCIETY At this time, Council Member Wilenchik stated the Doggy Dash was a great success and recognized Lisa Connally, President of HU1l1ane Society, who introduced members of the Humane Society: Violet, Dewey, Val, and Council Member Wilenchik. Council Member Wilenchik thanked all members of the Humane Society, Sponsors, Volunteers and Artists for their assistance in making this year's Doggy Dash Run a success. City Manager Don Taylor and Mayor Baldwin accepted award given to City of Schertz for support and participation. Marion Phillip, designer (Doggy Dash Run shirts), received a Certificate of Appreciation and recognition for outstanding work. Stated the phone service at Public Works has been out of service since 3:00p.m. Was advised it had been corrected. . Commented elected officials are not receiving enough compensation. Council Member Carpenter thanked Robert Brockman for the concem. #3 APPROVAL OF MINUTES: Regular Session, May 3, 2005 Council mernber Wilenchik moved to approve the minutes of Regular Session, May 3, 2005. Council member Simonson seconded the motion, which carried with the following votes: . AYES: Council members Douglas, Simonson, Agee, WlIenchik and Carpenter NAYS: None #4 PUBLIC HEARING: on rezone of 26.385:1: acres from Apartment/Multi- Family Dwelling District-4 (R-4) to General Business (GB). Mayor Baldwin explained the procedures to be followed at Public Hearings. At this time, David Richmond, Chaim1an of Planning and Zoning Commission voiced concerns with zoning request, and added the City has been down this road many times. The request to rezone is coming from the Plall1ing and Zoning Commission, and points out that all other property is currently zoned General Business and believes Multi-Family Dwelling District-4 (R-4) is not appropriate for the area. Other areas of concerns were discussed, such as: drainage ditch, curb cuts and railroad tracks, as were different options relative to rezone and best use. Ms. Madison mentioned that property is under contract and scheduled to close July 26, 2005. There being no further comments, Mayor Baldwin closed the Public Hearing. . d..h . #5 ORDINANCE: Consider and take action on first reading of Ordinance rezoning of 26.385:t acres from Apartment/Multi-Family DweDing District-4 (R-4) to General Business (GB). During a brief discussion, it was mentioned that possibly it's premature to change the zoning without hearing from the developer. Council member Douglas commented he supports the change. Council member Carpenter stated he believes the Plam1ing and Zoning Commission's action is appropriate. Without further discussion, Council member Douglas moved to approve first reading of Ordinance rezoning 26.385:t acres from ApartmentlMulti-Family Dwelling District-4 (R- 4) to General Business (GB). After a brief discussion, it was Council consensus that the bid amount of $233,672.90 from A. J. Commercial, Inc. dba ASC Paving is an excellent bid. Council member Agee moved to approve awarding bid in the amount of $233,672.90 to A. 1. Commercial, Inc. dba ASC Paving for Aviation Heights Drainage Improvements. Debbie Gildea, PIO provided Council with infomlation packet detailing the current method of publishing City newsletter by Clear Visions Inc. and cost associated with publication, which is cost prohibitive. Her recommendation is to contract newsletter with the company "Neighborhood News". The contract includes free monthly or bimonthly newsletter, postage not included. Product advertising enables the company to provide a . free newsletter. "Neighborhood News" would enhance method by introducing Schertz businesses through an advertising outlet and commercial enterprise product. J.j~ . After a brief discussion, Council member Douglas moved to approve to publish newsletter via commercial enterprise. A presentation by Debbie Gildea, PIO was made on cor Communications Inc. relative to marketing proposal to provide a streaming video and website branding street banner program. cor offers an online strean1ing video of a participating City and original-design city banners, directing Internet users to the city website. New City banners would be provided each year for three years. CGI recovers its investment by means of local business sponsorship on street banners. At this time, a strean1ing video was presented to Council on the City of Arlington. In a brief discussion, Council voiced concern with street banner placement, length of tinle banners were up (365 days), limit on banners and violation of sign ordinance. Council believes the concept is a great idea, however needs further discussion possibly at future workshop session. . Council member Agee moved to table request on CGI Communications Inc. marketing proposal and asked that it be placed on a future workshop session. Anoounced he will miss workshop meeting on Wednesday. · Reported attending HOA meeting of Savall1ah and Woodridge. Both meetings . voiced concerns with curb cuts at McDonalds and Diamond Shamrock. . Borgfeld Road is scheduled to have road base placement tomorrow. Dove Meadows entrance will be open by the end of this month. · Reported that the City again is not mentioned in the 2005 addition of TML relative to Water and Wastewater Survey. It's imperative to have these surveys completed, let's get them to the rigilt department. . Asked that Northcliffe traffic issue be placed on workshop session. The report is that TXDOT is not going to budge from decision. Council Member Carpenter Liaison- TSAC .
