Workshop Session
June 29, 2005
The Schertz City Council will convene in Special Workshop Session on Wednesday,
June 29, 2005 at 7:00 p.m. in the Municipal Complex Conference Room, 1400 Schertz
Parkway, Schertz, Texas. The following members were present: Mayor Hal Baldwin
presiding, Council Members Carl Douglas, Steve Simonson, Regina Agee, Michael
Carpenter, and Tony Wilenchik. Schertz City Manager Don Taylor and Deputy City
Secretary Mary Ybarra.
#1 HEARING OF RESIDENTS
Robert Salas:
· Stated Schertz Elementary swimming pool is becoming a water issue, and was
informed by Mayor Baldwin water supply is not an issue in Schertz.
· Informed sidewalk is broken behind Schertz Elementary.
· Announced Housing Authority would not take an application, told him "no".
Glenn Berl!Quist: 3337 Windway Creek made the following suggestion:
· BeautifYing Ashley Park, he would like to see recreational things such as possible
soccer field or tennis court.
#2 Discuss fmal reading of Ordinance extending a moratorium on property
development in a platted subdivision.
No changes reported and Council will be ready to consider the matter at next Tuesday
Night's meeting.
#3 Discuss public hearing scheduled July 5, 2005 regarding establishing
reinvestment zones for:
a. TC II Land, L.P
b. ProLogis Development Services
No changes were indicated and Council will be ready to consider the matter on July 5,
2005.
#4 Discuss fmal reading of Ordinance regarding Tax Abatement and Tax
Abatement Agreement with TC II Land, L.P.
No changes reported and Council will be ready to consider action on July 19, 2005.
#5 Discuss fmal reading of Ordinance regarding Tax Abatement and Tax
Abatement Agreement with ProLogis Development Services.

After a brief discussion, Council will be ready to take action regarding Tax Abatement
and Tax Abatement Agreement with ProLogis Development Services on July 19, 2005.

#6 Discuss variance appeal to Article VI (Density and Dimension Requirements)
of the Unified Development Code.
During a brief discussion, Mr. Larry Aiken withdrew the request to appeal to Article VI
(Density and Dimension Requirements) of the Unified Development Code, however
would be requesting a zoning change. This zoning change will have to go before the
Planning and Zoning commission.
#7 Consider and take action rejecting bids for Recreational Facility
Construction project.
After a brief discussion, it was determine that the bids would have to be officially
rej ected.
At this time, Council Member Agee moved to reject all bids for Recreational Facility
Construction project. Council Member Douglas seconded the motion, which carried the
following votes:
AYES: Council Member Douglas, Simonson, Agee, Wilenchik, Carpenter
NAYS: None
#8 Discussion and presentation regarding road expansion of FM 3009 from IH- .
35 and FM 2252 and expansion plan for FM 1604.
At this time, Texas Department of Transportation (TxDOT) and San Antonio District
(SAT) made a presentation on FM 3009 Route Study. The purpose of the study was to
evaluate viable design options that eliminate the two grade railroad crossings and
upgrading the existing two-lane facility. The study area included approximately 2 miles
ofFM 3009 between IH 35 and FM 2252 is scheduled for completion December 2005.
The following benefits were discussed which included the following:
. Improved Emergency Response
. Improved safety
. Increased Vehicle Capacity
. Restoration of Access
Also as part of the presentation was discussion on conceptual alternatives such as:
. No Build (existing plus committed 2025)
. Sub area circulation
. Conventional access
. Access understructure with half diamond

At this time a presentation on Loop 1604-Northeast was presented and the following
proposals were discussed:
· 1604 NE Existing and Future Traffic
. Project Location
. New Traffic Generators
· Purpose for developing an "Ultimate Blueprint"
· Determining the alternatives, alignment & cross-section
. City of San Antonio Major Thoroughfare Plan
Council thanked TxDOT representatives for their presentation and looks forward to
working with TxDOT to see this project through.
#9 Discuss amendment to Chapter 19, Exhibit 5, Wastewater treatment rates
and fee schedule.
Assistant City Manager Bierschwale discussed options regarding Wastewater treatment
rates and fee schedule, and recommends that the entire city pay the same across the
board.
After a brief discussion, Council agreed with his recommendation.

with items discussed.
. Mentioned he was elected and is now on the board for Dove Meadows ROA.
. Inquired about status on Animal Shelter and was informed by Michael Spain, City
Attorney that he hasn't been able to get it done.
. Asked about possible options regarding the Northcliffe area and was advised the
Northcliffe issue would possibly be on next workshop meeting
. Mentioned update on Pill traffic count; accident count 6 months prior to
completion and 6 months after completion. He would like to receive status on this
Issue.
. Reported Dove Meadows subdivision entrance is open. .

scheduled for completion in 6-9 months.

. Commented hole on Elbel Rd. has been patched.
. Thanked everyone for a great party for Norma's Retirement. It was a great
success.
. Reported meeting with TxDOT went well.
#13 EXECUTIVE SESSION: Called under Chapter 551, Texas Government Code,
Section 551.072, Deliberation regarding real property.
An Executive Session was held from 9:20 p.m. until 1 0: 10 p.m.
