COUNCIL - WORKSHOP SESSION WEDNESDA Y, JULY 27, 2005 The Schertz City Council convened in workshop session on Wednesday, July 27, 2005 at 7:00 pm in the Municipal Complex Conference Room, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Hal Baldwin presiding, Council Members Carl Douglas, Reginna Agee, Tony Wilenchik and Michael Carpenter. Council Member Steve Simonson was absent. City Manager Don E. Taylor and Deputy City Secretary Mary Ybarra. Mayor Baldwin called the meeting to order at 7:00 pm. Michael Carpenter introduced his mother Karen Carpenter and her partner Mary Lou Alincia visiting from Denver Colorado. #1 HEARING OF RESIDENTS Robert Brockman: 1000 Elbel Road made suggestions to place the following on future Council agendas: . Compensation · School Crossing Guards at Randolph A venue and Aero Road. #2 Consider and take action on accepting resignation of Council Seat Place 2, Council Member Steve Simonson. Council Member Douglas moved to approve accepting resignation of Council Seat Place 2, Council Member Steve Simonson. Council Member Agee seconded the motion, which carried with the following votes: AYES: Council Members Douglas, Agee, Wilenchik, and Carpenter NAYS: None #3 Discussion and possible action to fill vacant seat Place 2 (City Charter- Section 4.06-Filling of Vacancies). Mayor Baldwin stated he received a letter of recommendation from Steve Simonson recommending friend and neighbor Mr. Leon Jones. Mr. Jones has served the City as Vice-Chairman to the Comprehensive Land Plan Committee and was part of the review committee considering applicants for new City Manager. Mayor Baldwin stated that by City Charter the City has two options: fill the position in 30 days or call for an election. Re was advised an election would cost approx. $2,100.00 (if opposed). 337 Council Member Wilenchik expresses that to hold an election to fill 8-months of an un- expired term, ending May 2006 would be quite expensive for an individual seeking to ruo for re-election in May of 2006. Mayor Baldwin stated the interview process would be a less expensive route. . City Manager Taylor stated that he recalls similar situations regarding less than a year left on un-expired terms and holding elections, and believes back-to-back elections are very difficult. Without further discussion, Council Member Douglas moved to approve to hold an election to fill vacant seat Place 2 (City Charter-Section 4.06-Filling of Vacancies). Council Member Wilenchik second the motion, which carried with the following votes: AYES: Council Members Douglas and Wilenchik NAYS: Council Members Carpenter, Agee, and Mayor Baldwin Council Member Wilenchik moved to approve applications for Place 2 (City Charter- Section 4.06-Filling of Vacancies). Council Member Agee second the motion, which carried with the following votes: AYES: Council Members, Agee, Wilenchik, and Mayor Baldwin NAYS: Council Members Carpenter and Douglas Mayor Baldwin declared to publish opening for New Council Member in newspaper. . #4 Discussion appointing City of Schertz Charter Review Commission. Council Member Wilenchik suggested, since Michael Spain advised Council in approving a Charter Review Commission, we should take action. Mayor Baldwin informed next Tuesday night's meeting, action on appointing City of Schertz Charter Review Commission would take an effect. #5 Items by City Manager Taylor General Amrouncements · Stated evaluations on Budget packets need to be turned in Aug 2nd and be brought to meeting on Aug 10th. · Informed that last night at P & Z meeting went well and they are making progress. #6 Items by Council General Announcements . 33g . Council Member Douglas Liaison-EDC Liaison-Schertz Library Board · Mentioned 3 possible ways to amend the Charter, 1) Election 2) Evaluation 3) Ordinance. · After a brief discussion on City Secretary pay scale, Wilenchik advised to have City Secretary pay scale as an agenda item for next Tuesday night's meeting. · Informed he had a discussion with Michael Spain over the personal handbook and also talked to Nancy Mc Beth (Planning Director) on the topic delivered development code. She gave him some more drawings. · Asked if ribbon cutting is tomorrow and was informed a week from tomorrow. · Inquired if this Friday Universal City had invited Council to public works building. Was informed yes. Council Member Simonson Liaison-BVY A · Absent (Retired as of today) . Mayor Pro- Tem Agee Liaison Schertz Housing Authority Liaison Guadalupe County Children's Advocacy Center · Inquired we should put Judge as an agenda item. Mayor stated we should talk more about the Judge in future w:orkshop meeting before becoming an agenda item. · Asked when Borgfled Road is going to be open. Was informed in a month. Council Member Wilenchik Liaison-Schertz Rumane Society Liaison-ROA Coalition Liaison-P &Z COnmllssion Investment Advisor · Mentioned he will miss workshop meeting on Aug 10th. · Stated he will miss P&Z meeting on the Aug 9th and asked if Council Member Carpenter could sit for him again. · Asked Council Member Michael Carpenter how the P&Z meeting went. Council Member Carpenter Liaison- TSAC . · Informed Council Member Wilenchik P&Z alternative issue took up more time at the meeting, and are having great caution before adopting and s~tting up for Council. 331 . Informed Wilenchik he will cover P&Z meeting Aug 9th. . Requested to review the rules and procedure of Ordinances and maybe update or . amend each Ordinance in a future workshop meeting. #7 Items by Mayor Baldwin General Announcements Liaison-SSLGC . Mentioned he signed a request for Edwards Aquifer. . Inquired if everyone received an invitation for Ground Breaking Ceremony celebrating construction of the new Leroy Schneider Police Department Aug 4th at 5:30p.m. Council Member Agee reminded everyone about the Edmund Kuempel Roast-fundraiser for the Children's Advocacy Center on September 1, 2005. Council Member Wilenchik informed that he went on record with Congressman Cuellar to support the redistricting by a citizen committee instead of a political committee. #8 ADJOURNMENT There being no further business to discuss the meeting was adjourned by Mayor Baldwin at 8:04 pm. .
