ccwks 09-28-2005 MINUTES Workshop Session September 28, 2005 . The Schertz City Council convened in a Workshop Session on Wednesday, September 28, 2005 at 7:00 p.m. in the Municipal Complex Conference Room, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Hal Baldwin presiding, Council Members Carl Douglas, John Trayhan, Reginna Agee, Tony Wilenchik and Michael Carpenter. Also present were Assistant City Manager John Bierschwale and City Secretary Judy Tokar. Mayor Baldwin called the meeting to order at 7:00 p.m. #1 HEARING OF RESIDENTS Robert Brockman, 1000 Elbel said he did not agree with the hardship variance request from me Bank that was heard by the Board of Adjustments. Mr. Brockman wanted to know if the water rates could be published in the newspaper as a neighboring city had done. Kevin Grant, 5809 Black Diamond, introduced himself to the Council and explained he had applied for the position on the Planning and Zoning Commission. Mr. Grant was eagerto serve on the commission. #2 Discussion on the Guadalupe Appraisal District Board of Directors nominations and vote for members to serve a two (2) year term. . Mayor Baldwin said the City had 246 votes; usually the cities in the area pool their votes for support of one or more candidates. Mayor Baldwin was not sure whom the school district was nominating. In the last election, the City cast their votes for Sylvia Schlather. Since no one had information on how the other entities were voting, it was decided to wait on the nomination for a candidate until the next regular meeting. #3 Discussion of first reading of Ordinance ofthe Code of Ordinances, revising Chapter 18 - Traffic and Motor Vehicle, Section 18-32, Stop Intersections. John Bierschwale, Assistant City Manager, said the City Attorney pulled the agenda item from the last meeting because the wording "traffic and motor vehicle" needed to be included. The context of the ordinance had not been changed. Since no discussion, it would be on the regular meeting agenda for action on October 4, 2005. #4 Discussion on possible action amending FY 2004-2005 Budget Revenues and Expenditures. Mr. Bierschwale, Assistant City Manager said Juan Santoya, Director of Finance presented proposed budget appropriations for several departments: City Council- $3,900.00; Legal Services - $115,580.00; Non-Departmental- $14,877.00; Employee Christmas - $2,852.00; Business Appreciation - $2,700.00; Emergency Services Day- $3,364.00; and Festival of Angels - $7,825.00 for a total of$145,800.00 to be transferred from Fund Balances. . The consensus of the Council thought it was unnecessary to take money from the fund balance to cover the expenditures and then at the end of the year use the excess funds to offset the withdraw. Workshop 9-28-05 #5 . , Discussion on amending Chapter 9' y.:S &' Ii Massage 'Business, Masseurs, and Health Spas of the Code of Ordinances. . Mr. Bierschwale, Assistant City Manager said after the City Attomey reviewed the ordinance it was pulled from the agenda. Since there were several new massage businesses in the City, the staff was requesting the ordinance state that the masseur be required to hold a current Texas State Massage Therapist License if working on the opposite sex. There will be further review by staff. #6 Presentation by Amy Madison, Economic Development Director on update of Comprehensive Economic Development Strategic Plan for the City of Schertz. Ms. Madison said the Council commissioned the EDC to send out Request For Proposals for the strategic plan, the bids were reviewed and TIP Strategies, an Austin Consulting firm was awarded the contract Ms. Madison explained the process used in evaluating and selection of the consulting firm. In order for the City to qualify as a CEDS (Comprehensive Economic Development Strategy) designation and eligible for grants, the executive steering committee members had to be extended to include certain representatives in specific categories such as county officials, school district superintendent, and local business professionals. TIP Strategies will be working with the community in three phases of the pian. The phases will be discovery, opportunity and implementation. The first phase consists of . learning all about the community; the second phase is how the opportunity can be applied to our community and the third phase is the specific action, and identifying the resources available. The report will be presented to Council in either February or March 2006 at the Business Appreciation Dinner. The benchmark cities used in the study were San Antonio, Round Rock, New Braunfels, San Marcos and Seguin. The statistical data used in the study were obtained from the U.S. Census Bureau. Even though there were a lot of differences between the cities they are located along the 1-35 corridor. Of all the cities compared, the City of Round Rock and Schertz are similar. #7 Items by Assistant City Manager Bierschwale and Staff General Announcements . Carpet, IT equipment and chairs being installed, and touch up painting in New Council Chambers . Work started on ballpark fields . Concrete slab being poured for Civic Center . Witnessed illegal u-turns at Schertz Parkway and Live Oak Road and Main Street Post Office . Sign Committee last meeting on Sept. 30th and then forwarding ordinance to City Attorney for review . Charter Review meeting on Thursday at 7pm . Attended Planning and Zoning meeting, they are reviewing the PUD, discussed the traffic problem at Schertz Parkway and Legacy Oaks . Inquired about the study on the cost of advertising for legal publications . Requested that Council discuss pursuing eminent domain for interconnectivity at McDonald's and Diamond Shamrock . Requested proposed traffic signal on Schertz Parkway and Legacy Oaks to be on Council agenda for consideration Council Member Carpenter Liaison TSAC . Appreciate email access via City website .
