SPECIAL MEETING
November 8, 2018
A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
November 8, 2018, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400
Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit:
Mayor _Michael Carpenter
Councilmember Mark Davis
Councilmember Scott Larson
Councilmember Bert Crawford
Absent: Councilmember Cedric Edwards
Staff Present:
City Secretary Brenda Dennis
Mayor Pro -Tem David Scagliola
Councilmember Ralph Gutierrez
Councilmember Angelina Kiser
City Attorney Charlie Zech
Human Recourses and Purchasing Director Jessica Kurz
Call to Order — Special Session
Mayor Carpenter called the special meeting to order at 6:01 p.m.
Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of
Texas. ( Councilmember Gutierrez)
Councilmember Gutierrez provided the opening prayer followed by the pledges of Allegiance to
the Flags of the United States and State of Texas.
Hearing of Residents
Mayor Carpenter recognized the following who spoke:
Mr. Brent Bolter, 2633 Cloverbrook, who expressed to members of Council that the two
newly elected officials be seated and be a part of and participate in the process of the hiring
of a new City Manager.
• Mr. Dana Eldridge, 2628 Gallant Fox Dr., who complimented the four (4) individuals; Bert
Crawford, Allison Heyward, Chelsea Skrobarcek and Tim Brown for running for office of
City Council places. Mr. Eldridge also agreed with Mr. Bolter that the two (2) newly
elected officials should be a part of the hiring process of the City Manager. ' He encouraged
the Council to wait for a decision tonight.
Closed Session
Mayor Carpenter convened into closed session at 6:1Op. m

1. City Council will meet in closed session under Section 551.074 of the Texas Government
Code, Personnel Matters to deliberate the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of the City Manager.
Reconvene into Regular Session
Mayor Carpenter reconvened into regular session at 9:43 p.m.
1 a. Take any action based on discussions held in closed session under Agenda Item 1.
No action taken.

No roll call vote was necessary.
Requests and Announcements
2. Requests by Mayor and Councilmembers that items be placed on a future City Council
agenda.
No items were requested.
Adiournment
