EMERGENCY MEETING
December 19, 2 -018
A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
December 19, 2018, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400
Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit:
Mayor Michael Carpenter
Councilmember Mark Davis
Councilmember Cedric Edwards
Councilmember Tim Brown
Councilmember Larson was absent
Staff Present:

Call to Order — City Council Emergency Session
Mayor Pro -Tem David Scagliola
Councilmember Ralph Gutierrez
Councilmember Allison Heyward
Acting City Manager Brian James
City Attorney Daniel Santee
Deputy City Secretary Gayle Wilkinson
Mayor Carpenter called the emergency meeting to order at 6:00 p.m.
Mayor read: This Emergency meeting of the City Council is being held pursuant to government
code section 551.045 upon a minimum two hour notice due to the urgent public necessity of a
reasonably unforeseeable situation that necessitates city council to authorize legal action to protect
certain rights of the city.
Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of
Texas. (Councilmember Brown)
Councilmember Brown provided the opening prayer followed by the Pledges of Allegiance to the
Flags of the United States and State of Texas.
Dearing of Residents
No one spoke.
Closed Session
Mayor Carpenter recessed into closed session at 6:03 p.m. and read the following:

Reconvene into Emergency Session
Mayor Carpenter reconvened into Emergency session at 6:26 p.m.
Ia. Take any action based on discussions held in closes session under Agenda Item 1.
Motion was made by the Chair seconded by Councilmember Edwards to Authorize or
counsel — Take any and all action necessary to seek injunctive relief in Re: A GVSUD
application or seeking of or action to obtain any USDA loan, inclusive of any actions
necessary to support the seeking of such relief. The vote was unanimous with Mayor
Pro -Tem Scagliola, Councilmembers Davis, Gutierrez, Edwards, Heyward and
Brown voting for and no one voting no. Councilmember Larson was absent. Motion
Passed
Adiournment
As there was no further business, Mayor Carpenter adjourned the meeting at 6:27 p.m.
