10-22-2018 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING: October 22, 2018 Minutes LOCATION: 1400 Schertz Parkway, Schertz, Texas Bob Andrews Conference Room in City Hall Board Members present: Johnie McDow, Chairman, John Sullivan, Vice - Chairman, Reginna Agee, William Bosch, Sally Macias, Floy Simmons and Carol Yauger. Staff present: Brian James, Acting City Manager, Lauren Shrum, Director Parks, Recreation and Community Services and Sandy Bryant, Sr. Administrative Assistant. Others present: Mr. F. Branch Archer and Mr. Joel Tanner. Call to order. Meeting was called to order by Mr. Johnie McDow, Chairman at 5:35 p.m. Hearing of residents: There were no residents to be heard. Regular Agenda: Agenda Item No. 1. Minutes. Consideration and/or action regarding the approval of the minutes from the September 24, 2018 regular meeting as amended. Motion was made to approve the minutes from the September 24, 2018 Schertz Parks and Recreation Advisory Board regular meeting as amended: Motion: William Bosch Second: Sally Macias Ayes: William Bosch, Sally Macias, Johnie McDow, Chairman, John Sullivan, Vice - Chairman, Reginna Agee, Floy Simmons and Carol Yauger. Nays: None Abstains: None Approved: 7 -0 'Agenda Item No. 2. Parks Advisory Board By-Laws. The Advisory Board reviewed the updated by- laws with the changes from the September meeting and recommended approval. Motion was made to approve the new by -laws. Motion: Floy Simmons Second: William Bosch Ayes: Floy Simmons, William Bosch, Johnie McDow, Chairman, John Sullivan, Vice - Chairman, Reginna Agee, Sally Macias and Carol Yauger. Nays: None Abstains: None Approved: 7 -0 Agenda Item No. 3. Texas Recreation and Parks Society (TRAPS) Membership. Ms. Lauren Shrum briefed the Advisory Board that they are all now members of TRAPS and are eligible to attend the conferences, workshops and legislative sessions. The TRAPS Central Region Workshop and Maintenance Rodeo will be held in New Braunfels on November 7 & 8, 2018 and all members are encouraged to attend. Sandy Bryant will email the Advisory Board the information for the workshop. Information only no action was taken on this item. Ms. Reginna Agee and Mr. Brian James had to leave at 5:50pm for another meeting. Agenda Item No. 4. Parks Budget Update. Ms. Shrum updated the Advisory Board that the Parks Department had been approved for $235K for maintenance. Pool Budget is approximately $640K. Special Events Department Budget is approximately $150K. Senior Center Budget is approximately $250K plus $18K donation fund. Tree Mitigation Fund approximately $75K, Park Fund approximately $100K. General Obligation Bonds for approximately $ l OOK in capital improvements. Proposed plans for use of the $235K of maintenance funds are as follows: • Ashley Park upgrades and repairs, replace playscape, border and safety surfacing update, renovate the restroom, redo the basketball court, standardize trash cans, add GaGa ball pit, update accessibility and possibly add a picnic pavilion. Total cost $87.5K. • Thulemeyer Park, remove press boxes and score keeping stands, replace fence panels on back ballfields, paint buildings and add new roofs, add concrete pad for bleaches, pave I518 parking lot, replace bollards and paint the backstops and dugouts on front fields. • Crescent Bend Nature Park, dog waste station and two trash cans from money donated by Lost Meadows. Road asphalt repairs and thirty interpretive trail signs. Total Cost $13K. • Park at Woodland Oaks, standardize trash cans, safety surfacing and trail accessibility. Total Cost $3K. • Vet Plaza add symmetrical landscaping, paver replacement and reorganization, touch up etching on granite monuments in the comers. Total Cost $7K. • Pickrell Park engrave stone monument sign, safety surfacing, expression swings, replace rocket slide, retractable basketball goals at large pavilion, Oak Street restroom renovations, Oak Street pavilion new BBQ pit, water fountain at Poplar pavilion and Large pavilion restroom stucco and stone repair. Total Cost $32.9K. • Schertz Playscape, adding restroom, new cameras with live feed to dispatch, finish the trail to Senior Center, Teen area with picnic tables, trash can and cigarette butt can, repair stone wall and add safety surfacing. Total Cost $33.5K. • Pools, researching options, possible repurposing Wendy Swan pool with water journey. Total Cost $50K. Vice - Chairman Sullivan mention the deed restriction may require the pool remain a pool. Staff will research the deed. • Special Events, Trunk or Treat, Holidazzle (formerly known as Festival of Angels, focusing on lights, snow globe, ice rink, breakfast with Santa and lighted night parade), Daddy - Daughter Dance, Sweetheart Court, July 4' Jubilee, Wilenchek Walk for 1\Life, Hal Baldwin Scholarship and Golf Tournament. Total $156K. • Senior Center, pergola and garden area ($15K from senior fund raising donations) and parking lot renovations. Total Cost $65K. • Tree Mitigation funds for Mary Whitfield Burks and Palm Park tree pruning. Park Fund for conceptual plans for Hilltop Park and Live Oaks Hills property. Staff will be submitting a trail grant application for trails in February. Updates only no action was taken on this item. Requests and Announcements: Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be placed on a future Board agenda. The Advisory Board requested the following items be included on future agendas: 1.
