SPECIAL SESSION CITY COUNCIL
SCHERTZ HOA PRESIDENTS MEETING
March 19, 2019
A Special Session Meeting with Council and the Schertz HOA Presidents Meeting was held by the
Schertz City Council of the City of Schertz, Texas, on March 19, 2019, at 6:35 p.m. at the Schertz
Civic Center — Conference Hall, Building #5, Schertz, Texas. The following members present to-
wit:

Councilmember Ralph Gutierrez
Councilmember Cedric Edwards
Councilmember Tim Brown
Councilmember Davis was absent.

Call to Order
Mayor Carpenter called the Special meeting to order at 6:3 5 p.m.
Welcome and Introduction

Introduction of Council. (Mayor Carpenter)
• HOA Representatives
Mayor Carpenter welcomed everyone in attendance and asked those in attendance to introduce
themselves.
Presentations:
• City's communications relevant to HOA's. (S. Gonzalez/L. Klepper/M. Geedman)
Public Affairs Communications Manager Melissa Geedman gave a Power Point in
reference to the various communication services offered by the City of Schertz.
• How to work with Code Enforcement. (B. James /E. Spradling)

Police Corporal Ernest Spradling gave a Power Point in reference to common
misconceptions of our violation laws and methods to better communicate with our
residents.
Mayor Carpenter opened up the floor for questions /concerns. Topics discussed are listed
below:
• Inoperable Vehicles
• High Weeds and Grass
• Construction Site Lots — High Weeds, Grass and Trash
• Back Yards in non - compliance
• Aggressive Neighbors
• Being better Neighbors — Conflict Resolution/Conflict Management
• Contact HOA officers when contractor's will be working in HOA's
• Shed document provided by the city — mention HOA's approval is needed
• Public Works mowing properties behind HOA — Grass and Weeds pushing against fences
• Newly sealed streets being spray painted (marked) by Utility Companies for work
• Commercial property in front of residential homes not being cut or trash removed
• Lot donated to the City being neglected (grass/ shrubs overgrown and trees in power lines)
• Greenbelts being dredged /cleaned out — who is responsible?
• Tree Trimmers — Oak Wilt identified in Schertz — will there be any regulation for this?
• Streets need work in Northcliffe — When will work be done?
Mayor Carpenter requests on the next phase of work on our cities streets we provide an overall
comprehensive view of where we stand and a list of priorities in reference to work being done.
• Traffic concerns within Sedona Subdivision
• Drainage ditch not being mowed and silt fencing not being used during construction —
effecting fencing along drainage ditch in Sedona Subdivision
• Lack of lighting concerns within Sedona Subdivision
• The Police Department was commended for their exemplary work in Belmont Park HOA
• Let's do an article in the Schutz Magazine about what it means to be a "Good Neighbor"
• Can a Facebook forum be established for HOA's?
• Police Department was saluted again for their very good work and ease to work with
Adiournment
