ccwks 08-23-06 MINUTES WORKSHOP SESSION August 23, 2006 The Schertz City Council was called back from a recess for a Workshop Session on Wednesday August 23, 2006 in the Municipal Complex Council Chambers at 7:00 p.m., 1400 Schertz Parkway Building #4, Schertz, Texas. The following members were present: Mayor Hal Baldwin presiding, Councilmember's Jim Fowler, Regina Agee, and Tony Wilenchik. Also present were City Manager Don Taylor, Assistant City Manager John Bierschwale, and City Secretary Judy Tokar. Councilmember David L. Scagliola arrived at 7:25 p.m. Councilmember Michael Carpenter was absent. Mayor Baldwin reconvened the workshop session at 7:04 p.m. City Manager, Don Taylor, reported on a letter that a citizen had written to Representative Henry Cuellar, concerning the flood plain and the railroad bridge across Cibolo Creek. The Army Corp of Engineers explained that they had been to see the bridge and did not see that a change was needed, that the bridge did not cause and impediment the water flow. Mr. Taylor has talked to the attorney for the railroad and the railroad has been authorized to do a study and have an engineer look at the situation. The concern is how the railroad will respond ifthe Army Corp of Engineers states that there is not a problem with the bridge. #17 BUDGET WORKSHOP: Mr. Bierschwale reviewed budget for the following departments: Parks and Recreation - the City utilized a private contractor for the management of the pools and was not found successful and is going back to the self management. A slide will also be added to the Northcliffe pool. Library - additional revenue because of more available funding from the City of Cibolo and Guadalupe County. Animal Control - an increase in medical expenses due to increase costs by the local veterinarian. The city will go out for bids on veterinarian services. Microchip services are a new program that has been started but this should be a self-funding program. Major operating expenses are for a lifting table, kennels improvements, crematorium, walk-in freezer and replacement truck. The question was asked about contracting out the crematory services. Brenda McGlothlin, Animal Control Supervisor, explained that Bluebonnet Crematorium would do the cremations for $7.00 per head. The crematory cost approximately $61,000.00, walk-in freezer $4,618.00, and truck $23,000.00. Budget Workshop 8-23-06 283 Capital Recovery - Aviation Heights and Schaefer Road line upgrades and funds for engineering services if needed for a special sewer design projects. Schertz EMS - an increase in personnel cost and increase revenue. Capital items are 2 new ambulances, road safety driving computers, new staffvehic1e, LifePak 12 and golf cart ambulance. Council agreed to pass on rate increase to the neighboring cities for EMS services. #18 Items by City Manager and Staff - no comments. #19 Items by Council and general announcements Councilmember Fowler . Asked for discussion on future agenda on Parkland fees. Councilmember Scagliola . TSAC meeting discussed Windbrook traffic issues. Councilmember Wilenchik . No comments. Councilmember Agee . No comments. #20 Items by Mayor . Reported on Schertz Seguin Local Government Corporation. In conjunction with the Mayor of Seguin to consider future expansion and search for water.
