19-R-47- Supporting the US Census Bureau by Creating a Census 2020 Complete Count CommitteeWHEREAS, April 1, 2020 is Census Day for the United States of America pursuant to Article 1, Section 2 of the U.S. Constitution; and WHEREAS, complete and accurate age, population and other ethnic and demographic information gathered every ten years is vital in the correct apportionment of Federal dollars for health, education, transportation, child and elder care, emergency preparation and response, public and social support programs; and WHEREAS, census data helps determine how many seats each state will have in the U.S. House of Representatives and is necessary for an accurate and fair redistricting of state legislative seats, county and city councils and voting districts; and WHEREAS, accurate census information is critical to planning for future growth, development and social needs for the City of Schertz; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS 1—rwWw Section 1. The City of Schertz is committed to partnering with the U.S. Census Bureau and will create a citizen based "Complete Count Committee" to assist in the promotion, outreach, understanding and education regarding the 2020 Census. Section 2. The Committee members and Committee Chair shall be appointed by the Mayor and shall serve for a term through June 2020. Section 3. The Committee members will represent local business, educational institutions, religious institutions, neighborhoods, seniors and minorities. Section 4. The Committee shall be dissolved June 2020. Section 5. Staff Liaisons shall be Tony McFalls, GIS Coordinator; Devan S. Flores, Marketing & Communications Specialist; and Cassandra (Cassie) Michels, Events Specialist, Parks, Recreation & Community Services. Section 6. Activities of the Complete Count Committee shall focus on local publicity and promotional and educational activities to increase community awareness and participation in the 2020 Census and may include but are not limited to: a) Creating and distributing promotional materials such as posters, flyers, handouts and educational materials; and b) Speaking at public forums and meetings, fraternal organizations, business organizations and schools for the purpose of promoting, educating and informing residents of the census; and c) Creating census messages to be used in City publications, utility bills, social media, newsletters and more.
