04-02-2019 MinutesMINUTES REGULAR MEETING April 2, 2019, A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 2, 2019, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit- Mayor Michael Carpenter Councilmember Mark Davis Councilmember Scott Larson Councilmember David Scagliola Staff Present: Assistant City Manager Brian James City Secretary Brenda Dennis Call to Order — City Council Regular Session Mayor Pro -Tem Allison Heyward Councilmember Ralph Gutierrez Councilmember Cedric Edwards Councilmember Tim Brown City Manager Dr. Mark Browne City Attorney Daniel Santee Assistant to the City Manager Sarah Gonzalez Mayor Carpenter called the regular meeting to order at 6:01 p.m. Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Councilmember Gutierrez) Councilmember Gutierrez provided the opening prayer followed by the Pledges of Allegiance to the Flags of the United States and State of Texas. Presentation • Proclamation recognizing Child Abuse Prevention & Awareness Month • Proclamation recognizing National Crime Victims' Rights Week • Proclamation recognizing National Sexual Assault Awareness and Prevention Month • Proclamation recognizing April as the Month of the Military Child and Purple Up for Military Kids Day Mayor Carpenter read and presented the above proclamations. Individuals from the various organizations thanked the city for their continued support. New Employee Recognition Police: Michael Barlow, Scott Carlson, Police Cadets; Melissa Fleck, Records Specialist; Gary Medina, Communications Officer; Marc Yamazi, Code Enforcement Officer; Nicole Hansen, Animal Services Officer; Noelle Monserrate and Ashley 4 -2 -2019 Minutes Page - 1 - Draughon, Kennel Techs EMS: Matthew Short, Adam Rohach, Christopher Wienke, Amy Anderson — EMS Paramedics; Toby Green, EMT: Erica Abellas, EMS Administrative Assistant Public Works: Christopher Griffey, Drainage Worker 1 The various city department supervisors provided a brief bio on each of their new staff members and introduced them to Council. Mayor /Council welcomed all the new employees to the City of Schertz team. New employees that wished to speak did so in thanking the city for the opportunity. ^ rr 0 Announcements of upcoming City Events (B. James /S. Gonzalez) Ms. Gonzalez provided the following announcements: Wednesday, April 3, 2019 Services for Former City Manager Visitation will be held at 11:30 a.m. followed by funeral services at 12:30 p.m. at the Schertz Funeral Home Friday, April 5 City Council Pre - Budget Retreat 8 :30 am Schertz - Cibolo- Universal City (SCUC) ISD Board Room 1030 Elbel Road, Schertz Sunday ^April 7 Movin On Main Noon to 4:00 pm Schertz Main Street Fitness demos, exercise stations, cycle route, live music, health and wellness vendors, food and refreshments, and much more! Tuesday, April 9 City Council Meeting 6:00 pm Council Chambers 0 Announcements and recognitions by the City Manager (M. Browne) City Manager Dr. Browne stated he wanted to give some kudos to EMS Staff, especially their training coordinators Bud Hirshberg and David Retano, IT and Public Affairs staff for helping with an online registration portal for our 37t' EMT class. It was their first class that they took registration from our website.. The registration was opened at 0745 and by -0805 the class was full (30 students). Historically they would have had a line of folks outside the door waiting to register. Schertz has the highest EMT National Registry pass rates in the region at 90 %. 4 -2 -2019 Minutes Page - 2 - Dr. Brown stated that our colleague and friend, Linda Babineau passed away last week. Linda is part of our 311 Team that makes up the voice of the city will be deeply missed. She has been a member of the Schertz family for almost 20 years. She started her journey back in October of 2000 as a Utility Collection Clerk. Throughout her career with the City she worked in several different positions to include: Deputy Court Clerk, Meter Technician, Receptionist, and then of course a Customer Relations Representative. She loved the City of Schertz very much and had a very special place in her heart for our four - legged friends. You could often fmd Linda volunteering, sponsoring or donating to help to provide for the pets in need at our animal shelter. This is truly a great loss to our organization and to our community as a whole. Linda will be profoundly missed by everyone's lives she touched, nevertheless let us remember Linda as the bright and cheerful and smiling face that welcomed everyone to become part of our Schertz family. We wanted to recognize her this evening. ® Announcements and recognitions by the Mayor (M. Carpenter) Mayor Carpenter stated that we have lost two of our own this past week of Linda and Mark and he asked as the days pass that we keep their families in our prayers. Minutes — Consideration and/or action regarding the approval of the minutes of the regular meeting of March 26, 2019. (B. Dennis /G. Resolution loo. 19 -R -33 Consideration and/or action approving a Resolution authorizing EMS debt revenue adjustment, Utility Billing debt revenue adjustments and Schertz Magazine debt revenue adjustments for certain inactive outstanding receivables. Resolution No. 19 -R -44 - Consideration and/or action approving a resolution accepting the appraised value offer of the Texas Department of Transportation (TxDOT) to acquire a parcel of land needed for the FM 1518 expansion project, and other matters in connection therewith. Resolution No. 19 -R -45 — Consideration and/or action approving a resolution authorizing expenditure with Metro Fire totaling no more than $72,000.00 for Firefighting Supplies and Equipment during the 2018 -2019 Fiscal Year and other matters in connection therewith. The vote was unanimous with Mayor Pro -Tent Heyward, Councilmembers Davis, Gutierrez, Larson, Edwards, Scagtiola and Drown voting yes and no one voting no. Motion passed. Discussion and Action Items 5. Resolution No. 19 -R -46 — Consideration and/or action approving a resolution authorizing a program and expenditures of funds for the Economic Development Performance Agreement between the City of Schertz Economic Development Corporation and Schertz 312, LLC. (M. Browne/K. Kinateder) 4 -2 -2019 Minutes Page - 4 - The following was read into record: Mayor Carpenter recognized Economic Development Director Kyle Kinateder who introduced this item providing information to council regarding this project. As there were no questions from Council Mayor Carpenter called for a motion. Mayor Carpenter recognized Councilmember Edwards who moved seconded by Councilmember Davis to approve Resolution No. 19 -R -46. The vote was unanimous with Mayor Pro -Tem Heyward, Councilmembers Davis, Gutierrez, Larson, Edwards, Scagliola and Brown voting yes and no one voting no. Motion passed. Mayor Carpenter stated before we have the roll call vote confirmation in honor of our employee and former employee who we lost this past week he would ask everyone on the dais and in the Chambers to join him in standing for just a moment and will end our observance with three fells of the gavel. Roll Call Vote Confirmation Mayor Carpenter recognized City Secretary Brenda Dennis who provided the roll call votes for items 1 -5. Closed Session Mayor Carpenter recessed into closed session at 6:45 p.m. and read the following: 7. City Council will meet in closed session under Section 551.087 of the Texas Government Code, Deliberation Regarding Economic Development Negotiations; Closed Meeting. Tasted beer made from treated wastewater. Councilmember Gutierrez announced he attended and will be the following events: Also attended the Nationwide Water Now Alliance in Austin. He also tasted the beer. Grand opening of Schlotzsky's Austin Eatery on Monday. Councilmember Edwards announced he had coffee every day since last Tuesday. Councilmember Brown stated he also attended the Grand Opening of Schlotzsky's Austin Eatery on Monday and Schlotzsky's mini tacos are really popular. 4 -2 -2019 Minutes Page - 6 - 6.
