04-05-2019 Special Pre-Budget MeetingMINUTES SPECIAL PRE- BUDGET MEETING April 5, 2019 A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 5, 2019 at 8:30 a.m., at the Schertz - Cibolo- Universal City ISD Board Room 1060 Elbel Road, Schertz, Texas. The following members present to -wit: Mayor Michael Carpenter Councilmember Mark Davis Councilmember Scott Larson Councilmember Tim Brown Councilmember Cedric Edwards was absent. Services Lauren Shrum Human Resource & Purchasing Director Jessica Kurz Guests Present: Mr. Richard Dziewit Call to Order General Comments Mayor Carpenter called the meeting to order at 8:31 a.m. Welcome /Overview Dr. Browne welcomed everyone and provided an overview of todays events. Power Point presentations focused on three areas: Parks, Streets and Facilities. In each of these areas (which were designated to received maintenance dollars in the last budget due to the tax increase) staff showed council what has been done this year in response to the extra money and what remains to be done. The focus was to get direction from council on how to proceed with the entire budget, particularly with respect to the tax rate. The ongoing in position is to "stay the course" or to keep the tax rate near the current rate due to the continued backlog of maintenance issues. 04 -05 -2019 Minutes Mayor and Councilmembers addressed questions to the various staff members who provided information on their areas of the presentations.
