A Special Town Hall Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
April 16, 2019, at 6:00 p.m., at the Scenic Hills Community Center, 4820 Scenic Drive, Schertz,

Call to Order — Ciy, Council SI)ecial Town Hall Meeting
Scenic Hills HOA President Norman Shaheen welcomed the City of Schertz representatives and
residents and thanked the city of Schertz for hosting the Special Council meeting at Scenic Hills.
Mayor Carpenter called the meeting to order at 6:32 p.m. and provided the pledge of allegiance to
the United States flag.

Welcome
Mayor Carpenter took the opportunity to introduce all the Councilmembers who were present.
Mayor Carpenter welcomed everyone and introduced City Manager Dr. Mark Browne.
City Manager Dr. Mark Brown expressed his gratitude for the community attending the Special
Council on the Go meeting and introduced the State of City video.
Presentations re garding the specific tonics:
• The State of the City Video
The State of the City Video was played for the enjoyment and information for our guests.
• FM 1103 and IH 35 Construction update
City Engineer Kathy Woodlee provided a Power Point and gave an update on our TxDot
projects.
• Area Drainage project update
Public Works Manager Doug Letbetter provided a Power Point and gave an update on our
area drainage projects.
• Street Preservation and Maintenance (SPAM) update
City Engineer Kathy Woodlee provided a Power Point and gave an update on our Street
Preservation and Maintenance projects.
• Parks projects overview
Parks & Recreation Director Lauren Shrum provided a Power Point and gave an update on
Parks projects.
• Water Meter Replacement Program
Utility Billing Asst. Manager Rodolfo Rosales provided a Power Point and gave an update on
the Water Meter Replacement Program.
• Questions /Comments.
City Manager Dr. Mark Browne directed the appropriate department heads to address
