REGULAR MEETING
May 7, 2019
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on May 7,
2019, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present to -wit:

Mayor Michael Carpenter called the regular meeting to order at 6:02 p.m.
Opening Praver and Pledges of Allegiance to the Flags of the United States and State of
Texas. ( Councilmember Edwards)
Councilmember Edwards provided the opening prayer followed by the Pledges of Allegiance to
the Flags of the United States and State of Texas.
Presentation
Introduction of the Student Mayors and Student Councilmembers for the Day. (Mayor
Carpenter)

Mayor Carpenter recognized City Secretary Brenda Dennis who provided information
regarding the program. Ms. Dennis thanked all those involved in the success of the meeting.
Student Mayors and Student Councilmembers for the day introduced themselves and
provided information on what they observed and learned. Mayor Carpenter and City
Manager Dr. Mark Browne presented each student with a certificate and plaque.
New Employee Reco nition
• Public Works: Devon Saloka, Angel Alonzo, Jordan Villarreal — Water Service 1
Water/Wastewater Manager J. Hooks introduced Devon Saloka, Angel Alonzo, and Jordan
Villarreal Water Service 1 new employees providing a brief bio on each. Mayor and Council
welcomed them to the City.
Mayor Carpenter paused to recognized Michael Moore with Troop 398 who is working on a
Citizenship in the Community merit badge.
• Proclamation recognizing Economic Development Week (Mayor/K. Kinateder)
Mayor Carpenter read and presented the proclamation.
Executive Director of Economic Development Kyle Kinateder along with Business
Retention Manager Jennifer Kolbe and Executive Assistant Patty Horan accepted the
proclamation and Kyle Kinateder remarked on Economic Development in Schertz.
City Manager Dr. Browne remarked on the dedicated and innovative Economic
Development team in the City of Schertz.
• Proclamation recognizing Municipal Clerks Week (Mayor /B. Dennis /G. Wilkinson)
Mayor Carpenter read and presented the proclamation.
City Secretary Brenda Dennis and Deputy City Secretary Gayle Wilkinson accepted the
proclamation. City Secretary Brenda Dennis remarked on her journey as City Secretary with
the City of Schertz and thanked the City Council, staff her and the citizens for the opportunity
to serve.
City Manager Dr. Browne recognized the City Secretary's office.
• Proclamation recognizing Community Action Month (Mayor /B. Deike)
Mayor Carpenter read and presented the proclamation.
A representative with Community Council of South Texas Debra Martinez accepted the
proclamation and remarked on their program.

South Texas Radiology Imaging Centers will have its open house and ribbon cutting for
their new MRI unit. There will be hor d'oeuvres, drinks, and door prizes. Music by Jeff
Wood.

City Manager Dr. Browne announced the Animal Care Facility is now open. He
recognized Assistant City Manager Bryan James, Assistant Police Chief Marc Bane,
Facilities Manager Todd Buckingham, Animal Services Manager Ginger Dispain and the
IT Department for their great work and efforts.

Ms. Titterington thanked Mr. James, Councilmembers Allison Heyward and Ralph
Gutierrez, Planning and Community Development Director Lesa Wood and other staff
members from Planning and Development for joining her and Mark Roberts to continue to
work with Mr. Roberts with his plans which also help her in understanding the process.
Mayor Carpenter moved to the consent agenda items.

1. Minutes — Consideration and/or action regarding the approval of the minutes of the

2. Resolution No. 19 -R -57 - Consideration and/or action approving a Resolution
authorizing the City Manager to enter into an agreement for custodial cleaning service
contracts with Vanguard Cleaning Systems and UBM Enterprise, Inc. for the remainder
of the 2018 -2019 Fiscal Year. (B. James /J. Harshman/T. Buckingham)

VANGUARD CLEANING SYSTEMS AND UBM ENTERPRISE, INC. AND
OTHER MATTERS IN CONNECTION THEREWITH
3. Resolution No. 19 -R -58 - Consideration and/or action approving a Resolution
appointing Dudley Wait to the Board of Directors Place D -2 of the Schertz Seguin Local

The following was read into record:

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS APPROVING A POLICY RELATING TO THE FINANCIAL AUDIT,
AND OTHER MATTERS IN CONNECTION THEREWITH
Mayor Carpenter recognized Councilmember Scagliola who requested that Item 4 be
pulled for separate action.
Mayor Carpenter called a vote for consent agenda items 1 through 3.
Mayor Michael Carpenter recognized Councilmember Edwards who moved seconded by
Councilmember Gutierrez to approve the consent agenda items 1 through 3. The vote was
unanimous with Mayor Pro -Tem Heyward, Councilmembers Davis, Gutierrez,
Larson, Edwards, Scagliola and Brown voting yes and no one voting no. Motion
passed.
Workshops
• Unified Development Code (UDC) update. (B. James /L. Wood)
Assistant City Manager B. James, Director of Planning & Community Development Lesa
Wood, Senior Planner Bryce Cox, and Planner 1 Emily Delgado presented a Power Point
updating Council on the Unified Development Code (UDC) and answered questions from
Council. Staff went over the project that they are currently working on, answering questions
from Council.
Council concluded they want to set priorities and gave staff direction for marching forward.
The order of priority from Staff is:

• Unified Development Code (UDC)

Finance Director J. Walters addressed questions from Councilmember Scagliola.
Mayor Michael Carpenter recognized Councilmember Scagliola who moved seconded by
Councilmember Edwards to approve the consent agenda item 4. The vote was unanimous
with Mayor Pro -Tem Heyward, Councilmembers Davis, Gutierrez, Larson,
Edwards, Scagliola and Brown voting yes and no one voting no. Motion passed.
Resolution No. 19 -R -59 - Consideration and/or action approving a Resolution
authorizing for certain infrastructure improvements along Main Street by the City of
Schertz Economic Development Corporation ( "SEDC "); and other matters in connection
therewith (M. Browne/K. Kinateder)
The following was read into record:

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
AUTHORIZING A PROGRAM AND EXPENDITURES FOR CERTAIN
INFRASTRUCTURE IMPROVEMENTS ALONG MAIN STREET BY THE CITY
OF SCHERTZ ECONOMIC DEVELOPMENT CORPORATION (11SEDC "); AND
OTHER MATTERS IN CONNECTION THEREWITH
Mayor Michael Carpenter recognized Executive Director Kyle Kinateder who provided
information and Power Point on this item answering questions from Council.
Mayor Michael Carpenter made the motion from the Chair seconded by Councilmember
Edwards to approve Resolution No. 19 -R -59. The vote was unanimous with Mayor Pro -
Tem Heyward, Councilmembers Davis, Gutierrez, Larson, Edwards, Scagliola and
Brown voting yes and no one voting no. Motion passed.

Mayor Carpenter recognized Deputy City Secretary Gayle Wilkinson who provided the roll call
votes for items 1 -5.
