November 29, 2018 MinutesMINUTES ANIMAL CARE ADVISORY COMMITTEE MEETING NOVEMBER 29, 2018 The Animal Care Advisory Committee of the City of Schertz, Texas held a Regular Meeting on November 28, 2018, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers Conference Room, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members were present: Dudley Wait, Executive Director Marc Bane, Assistant Police Chief, Acting Chair Brooke Knowlton, Doctor of Veterinary Medicine Lisa Connolly, Schertz Human Society Jackie Gaines, Executive Assistant Members not present: Michele Helgren, Under Savanna's Wings Dr. Angelina Kiser, City Council Liaison Staff Present: Brian James, Acting City Manager Jacki Marbach, Administrative Assistant Call to Order Assistant Chief Bane called the meeting to order at 6:00 pm Hearing of Residents No residents present Discussion and /or Action Items 1. Minutes — Consideration and/or action regarding the approval of the minutes of the regular meeting of May 29, 2018. Ms. Connolly made a motion to approve the Minutes, seconded by Dr. Knowlton. Motion passed unanimously. 2. Discussion on the role and structure of the Animal Care Advisory Committee. Assistant Chief Bane announced that there would be changes to by -laws. A copy of the by -laws were presented to each member. First thing to be addressed is proposing to go to seven members which will be appointed by council and will consist of one licensed veterinarian, one city official, full time 11/28/19 Minutes, Schertz Animal Care Advisory Committee employee of the shelter, representative from an animal welfare organization and all other members shall be residents of the City of Schertz, at least 18 years of age. Mr. Wait asked if there was a specific seat other than just additional community members. At this time there will be no specific title for other members of the committee as we do not want to restrict the position. Mr. Wait talked about going to council with the changed ordinance and go ahead and get the by -laws approved and at the same time having council appoint members. We need to tackle getting a mission and vision board up on the website as we do not have this at this time. 3. Update of Animal Care Advisory Committee Ordinance. Copy of ordinance was provided and went over the committee size and duties as a committee. No discussion took place 4. Discussion on Animal Care Matrix Incoming Animal Care Matrix provided to members, what it comes down to is whether an animal is adoptable, not adoptable, bite history, bite cases and health history (illness). We have started working on a matrix to help us decide what we are going to do. Rough draft of where we are going. Time line of how long we are going to keep animals that maybe aggressive to other animals or other humans. We have to keep in mind the safety of the community. Lisa, Brooke and Asst. Chief Bane talked about what kind of timeline to keep dangerous animals, so we do our due diligence to the animals and the community. Also in regards to sick animals to keep from spreading and contaminating not only other animals but workers, volunteers and citizens as well. *See attached Incoming Animal Matrix. 5. Discussion and update regarding Schertz Animal Services Asst. Chief Bane with 60 day update on shelter. Discussed shelter progress, new vehicle and building maintenance. *See attached power point presentation. 6. Discussion on the Animal Services Fee Schedule Asst. Chief Bane went over current fees and proposed fees. *Fees are attached to attached power point. 11/28/19 Minutes, Schertz Animal Care Advisory Committee 7. Present the 2019 Schedule of the Animal Care Advisory Committee meeting dates and times Meetings are set for the first Wednesday of the quarter as follows, February 6, 2019 May 1, 2019 August 7, 2019 November 6, 2019 Requests and Announcements 8. Announcements by the Executive Director None 9. Announcements by Animal Services Manager None 10. Announcements by Committee Members Ms. Connolly spoke in regards to the shelter manager position opening up. Mr. Want stated that the position would be posted more than likely the following week, December 3, 2018, 11.
