SCHERTZ HISTORICAL PRESERVATION COMMITTEE MUNICIPAL COMPLEX CONFERENCE ROOM 1400 SCHERTZ PARKWAY, BUILDING #1 Schertz, Texas 78154 MINUTES THURSDAY, April 25, 2019, 6:30 p.m. Call to Order – the meeting was called to order by Chairperson Elizabeth Strong at 6:30. Members present include: Vice Chair Dean Weirtz, Pete Perez, Lou Foehrkolb, Lynn Foehrkolb, Paul Ringenbach, Letticia Sever, LaDonna Bacon, Dean Midlick and Sue Boissonneault. Brian James, Assistant City Manager, was also in attendance Discussion and/or Action Items 1. Minutes - Consideration and/or action regarding the approval of the minutes of the regular meeting of January 24, 2019. The motion to accept the Committee meeting minutes as written was made by Lynn Foehrkolb and seconded by Dean Weirtz. The motion passed unanimously. 2. Fund Expenditures – It was discussed that the Committee was considering purchasing new shirts. Brian James noted that the Committee had plenty of money in their budget. He suggested that Ms. Strong work with Jackie Gaines in the City Manager’s office to select the shirt style and color. 3. Book Sales Report – Dean Weirtz indicated that there were book sales totaling $374.07 over the last quarter which was about 20 books. No vote was needed as this was just an information item. 4. Publication of the Spring 2019 Newsletter and Remembrances Special Edition Article 2019-2. Chairperson Strong called for a motion. A motion was made by Lou Foehrkolb and seconded by Dean Weirtz to approve the publication of both the Spring Newsletter and the Remembrances Special Edition Article 2019-2. Dean Weirtz offered special thanks to Paul Ringenbach and Rosalyn Wise for their contributions to the newsletter. Paul Ringenbach commented that he liked the Remembrances Special Edition article on William Dean Fausett, written by John Baker, the artist commissioned to paint the murals depicting a portion of aviation cadet training at then Randolph Field in the administration building, known as the Taj Mahal. Dean Weirtz presented canvases of some of the artwork – the navigator and the pilot. He mentioned that at some point they would be framed and hung. Brian James offered to work on getting them framed if it would help to preserve them and also find a place to hang them for the time being. It was discussed that they could be hung along with other items referencing Randolph Air Force Base. Perhaps the Community Room in the new Fire Station #3 might be a good place. Dean Weirtz noted that some items are planned to be hung in the old Riedels Building that Guadalupe County is renovating as well as the new Staybridge hotel. Chairperson Strong called for a vote on the motion to approved publication of the Spring 2019 Newsletter and Remembrances Special Edition Article 2019-2. The motion passed unanimously. 5. Schertz Landmark Property/Heritage Neighborhood Designation Nominations – Chairperson Strong asked for a status update on the processing of the Heritage Neighborhood Designation for the Comal Settlement area. Brian James indicated that staff was waiting on the outcome of some legislation that was pending. He noted that House Bill 2496 could impact a City’s ability to designate historic landmarks. Staff is recommending waiting to see if the bill becomes law and what the final language is so as not to get hung up midstream of processing the item before moving forward with the nomination. Brian James left the meeting at this point to attend another meeting. 6. Committee Property/Resource Inventory Matters – Dean Weirtz wanted to discuss the timing of the disposition of property. The City indicated it could be stored through the end of the year, as the storage unit was already paid for, until it could be transferred to the museum association. Dean Weirtz recommended transferring ownership to the Cibolo Valley Museum Association just before the end of the fiscal year. Vice Chair Wiertz noted that the items being put up in the Riedels building and the Staybridge hotel is being done by and with materials of the Cibolo Valley Museum Association that have been stored elsewhere. No members of the Committee objected to delaying transferring ownership until just before the end of the fiscal year. 7. Subcommittee Reports – Discussion Only Historian – nothing to report Biblioboard – nothing to report Social Media – Chairperson Strong provided overview. She noted that two posts had been made - one on the volunteer fair and the other on the history event at the library. They received 35 interactions. This has been the highest level of interaction the Committee’s posts have had and high compared to other city posts. Oral History – Chairperson Strong indicated that David Lynch is trying to finish up the video editing project by May 1 and she indicated she would continue to work with Mr. Lynch to move it along. Outreach – Dean Weirtz noted how well done the Committee’s link is on the City’s website. He indicated he was contacted by a man from Boerne who was interested in talking with Dean to get information for their genealogy society and some research he is doing on Johann Schertz who moved to Boerne and who was a son of Sebastian. He indicated he anticipated being invited to speak to their group. Dean Weirtz also mentioned that Brandy Cook with Cook Realty Office contacted him about getting an auxiliary gallery put up in her office on Main Street. He indicated he had provided some photos. Some discussion occurred about the positive feedback received at the volunteer fair on the historic video: Schertz Then and Now that was done by The Crossvine. It was noted the video is available on the City’s Youtube page. Requests and Announcements 8. Request by Committee Members that items be placed on a future agenda – Dean Midlick noted interest from someone about doing a movie and possible publicity partnerships. Dean Weirtz indicated that he couldn’t provide much information at this time, but would have more by the next meeting. Vice Chair Weirtz indicated that they could put and update on the historic designation on the next agenda. Dean Weirtz also asked members to provide contacts of people who would like to put up historic photos and materials. Letticia Sever mentioned perhaps some teachers in SCUCISD might want some. Vice Chair Weirtz noted the history teacher at Clemens High School who is an auxiliary member of the Committee and that there are some items at Clemens. He noted they do have some items related to Cibolo that might be of interest at Steele High School. It was noted that Cibolo has now established a historic committee. Vice Chair Weirtz mentioned he had provided Cibolo some of the photos that he had but could not get some information on contracts related to creating a telephone company. 9. Requests by Committee Members to City Manager and Staff for information – nothing beyond what was mentioned above. Brian James returned 10. Announcements by Committee Members – Chairperson Strong mentioned the Committee was looking for a replacement for David Lynch. ADJOURNMENT There being no further business before the committee, a motion was made to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 7:10 pm.
