SPECIAL WORKSHOP SESSION OF THE SCHERTZ CITY COUNCIL
DECEMBER 13, 2000
The Schertz City Council convened in Special Workshop Session on Wednesday,
December 13, 2000 at 7:00 p.rn. in the Municipal Complex Conference Room, 1400
Schertz Parkway, Schertz, Texas. Those present were as follows: Mayor Hal Baldwin,
presiding; Councilmembers Norma Head; Reginna Agee and Ken Greenwald. Absent:
Councilmembers Joe Potempa and Glyn D. Williams. Staff present were Interim City
Manager Steve Simonson and City Secretary Norma Althouse.
#1 HEARING OF RESIDENTS
No one had signed up to speak.
At this time, Mayor Baldwin moved Item # I 0 up for discussion.
#10 Discuss City Manager Contract.
Mayor Baldwin indicated they have to have this contract ready for Saturday and it's a
shame Mr. Potempa and Mr. Williams are not here.
Mrs. Agee asked if they are making a decision Saturday and Mayor Baldwin replied
Johnson and Johnson think so. Norma Head felt that both Mr. Potempa and Mr. Williams
would forward any comments they may have regarding the contract.
Michael Spain, City Attorney, thought Council should have a fair idea of what they want
by Saturday and if the candidate is not happy, then they can discuss it.
Council then reviewed the City Manager's Contract. They covered items they would like
to see in the contract and among those items were no consultation work for pay without
prior approval of Council, no business that requires frequent absences from the City
(regardless of who pays), replacing of the word "conviction" with the word "indictment",
and a monetary amount for moving expenses,
Mayor Baldwin then moved to Item #5.
#5 Discuss following proposals from Public Works Director John Bierschwale:
A. Water Rate Plan; and
B. Water System Improvements
Mr. Bierschwale had designed a three-step water rate increase to meet the contract
alY.........ent with the Schertz/Seguin Local Government CO~pv~";':on and proposed
Certificate of Obligation Bonds for Water System Improvements. Mark McLiney of
Southwest Securities mentioned the plans at this time are to sell the bonds in the first
week ofFehruary. Two options were offered as follows:

Mr. Bierschwale feels Option #2 is the best plan and should satisfY the Schertz/Seguin
Local Government Corporation project.
Further details for the options, meter tables and a chart of the completion schedule for the
Schertz/Seguin Local Government Corporation were included in the Council packets for
this itern. Also included, regarding the water system improvements, was a Water Plant
System Analysis fur the years 2000-2020. Said analysis contains plans for future
elevated storage and service pump capacities. City Engineer, Ed Ford, explained some of
these things in more detail.
After discussion, the consensus of Council was to go with Option #2 at this time. Mayor
Baldwin asked ifour rates would be in line with Seguin's and Mr. Bierschwale replied he
thinks they would be lower.
Mayor Baldwin then commented the City needs someone who can do the public relations
work on this rate increase. Mr. Simonson agreed we need to inform the citizens up front.
Mr. Bierschwale related that Amy Madison is ready to negotiate for the Public
Information Officer's position, as previously approved by Council.
#4 Discuss Public Safety Bond Issue Purchases as follows:
A. Police Department Issued Firearms; and
B. New Ambulance
Mr. Simonson stated they still have proceeds left on the current public safety bonds.

Chief Smith was present to answer questions. He explained the Police Department now
has six types of anununition. They are trying to get some uniformity and prepare officers
to meet any kind of problem.
Mrs. Head inquired if they need to go to bid or is there a standard price. Chief Smith
replied they can go to bid, but he knows they will get the same price from everyone.
Mrs. Agee asked if anyone has a bid they can ride and Chief Smith answered no. Mr.
Greenwald commented standardization would be nice. Mayor Baldwin indicated they
need to find out if they have to go to bid. Mr. Simonson said they do have to go to bid
because it's over $15,000.
B. New Ambulance
Mr. Simonson remarked Chief Woodward had spoken to Council previously about the
need for a new ambulance. Matt Troncoso and Lynda "Bunny" Sutherland are here
tonight to answer questions.
Mayor Baldwin asked if they change the chassis. Mrs. Sutherland answered it's usually
good for one remount.
The consensus of Council was for the Police Department and the EMS Department to go
forward with the bidding process.
#2 Discuss final reading of Ordinance regarding Emergency Plan.
Council agreed they were ready for this item to be included on next Tuesday night's
agenda.
#3 Discuss final reading of Ordinance regarding Stop intersections.
Council indicated they were prepared for this item to be included on next Tuesday night's
agenda.
#6 Discuss proposed contract between the City of Schertz and Bexar County for
fire protection services to unincorporated areas for 2001.
Mr. Simonson pointed out this is a straightforward contract. The only change is they
would be reviewing training records, which they do not do at the current time.
Council was set to act, so this item can be placed on next Tuesday night's agenda.
#7 Discuss bid award for Trucks for Public Works Department.

Mr. Bierschwale related they sent out 10 packages, but received only one bid. Mayor
Baldwin asked if the prices were comparable and Mr. Bierschwale answered yes. Mr.
Greenwald inquired if the amount of the bid is within the budget and Mr. Bierschwale
replied it is under budget.
Council agreed they were ready for this item to be placed on next Tuesday night's
agenda.
#8 Discuss RFP for Computer Network Administrator.
This item was postponed, by consensus of Council, until Mr. Williams could be present.
#9 Discuss Interim Municipal Solid Waste Collection and Disposal and Recycling
Program Contract.
Mr. Simonson emphasized it is necessary to have this Interim Contract SO the City can
begin services with Henry Gutierrez (Cibolo Waste, Inc. dba Bexar Waste, Inc.). It
contains the same conditions as the Franchise Agreement. Mr. Spain has reviewed it.
Mr. Gutierrez asked fur an initial 3 versus 2 year initial contract and it was changed
accordingly.
There was discussion about additional personnel to augment the posting of the water bills
and to keep an accounting of the roll-offs. Mayor Baldwin asked if the City is losing
money. Mr. Bierschwale replied we're losing money up front, but not in the end. He
also stated, in his opinion, the franchisee should provide a person to the City.
Mr. Marquez wondered how much this additional personnel would cost and Mr.
Simonson replied they don't really know.
Council was prepared for this item to be included on next Tuesday night's agenda.
#1 I CITY MANAGER'S REPORT
Provided an update on Chief Woodward saying things are looking better. The tube is out,
his temperature is down, he will have a bone marrow test on Friday, and he's talking
about going home.
Reminded Council this Friday the candidates for City Manager and their spouses will be
here for a tour and a luncheon and then for the reception at the Community Center at
6:30 p.rn.

Mr. Greenwald:
· Told the Council the article he distributed to them about Kendall County should be
interesting reading.
Mrs. Allee:
· Asked if someone could cut the school district some slack on trees. Mr. Simonson
answered they have been cutting them some slack.
#13 ITEMS BY MAYOR
The Mayor had nothing to report.
#14 ADJOURNMENT
There being no further business to discuss, Mayor Baldwin adjourned the meeting at
10:23 p.rn.
