ccreg 12-19-00 REGULAR SESSION OF THE SCHERTZ CITY COUNCIL DECEMBER 19, 2000 The Schertz City Council convened in Regular Session on Tuesday, December 19,2000 at 7:00 p.rn. in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Schertz, Texas. Those present were as follows: Mayor Hal Baldwin, presiding; Councilmembers Norma Head; Reginna Agee; Glyn D. Williams and Ken Greenwald. Absent: Councilmember Joe Potempa. Staff present were Interim City Manager Steve Simonson and City Secretary Norma Althouse. Mayor Bladwin welcomed everyone and asked them to rise and join him in the Pledge of Allegiance to the Flag. #1 Presentation of awards for Christmas Lighting Contest. Mr. Simonson and Mayor Baldwin presented the awards, which were plaques and gift certificates from local businesses. The winners were as follows: LIGHTING 1. Greenshire 46 STREET/CUL-DE-SAC Cotton King - Roy Mendoza of2705 Cotton King (representative) JUDGES AWARD The Deermans - 2489 Sombre Hill Mayor Baldwin congratulated everyone and thanked them for their participation. #2 HEARING OF RESIDENTS No one had signed up to speak. #3 ORDINANCE: Consider and take action on final reading of Ordinance regarding Emergency Plan. Mayor Baldwin introduced an Ordinance and read the caption as follows: ORDINANCE NO. OO-M-36 AN ORDINANCE ESTABLISHING A PROGRAM OF COMPREHENSIVE EMERGENCY MANAGEMENT; ACKNOWLEDGING THE OFFICE OF EMERGENCY MANAGEMENT DIRECTOR; AUTHORIZING THE APPOINTMENT OF AN EMERGENCY MANAGEMENT COORDINATOR; PROVIDING FOR THE DUTIES AND RESPONSmILlTIES OF mOSE POSmONS; IDE~lln'ING AN OPERATIONAL ORGANIZATION; GRANTING NECESSARY POWERS TO COPE WITH ALL PHASES OF EMERGENCY MANAGEMENT WHICH THREATEN LIFE AND PROPERTY IN THE CITY OF SCHERTZ; AND AUTHORIZING COOPERATIVE AND MUTUAL AID AGREEMENTS FOR RELIEF WORK BETWEEN THIS AND OTHER LllU..S OR COUNTIES AND FOR RELATED PURPOSES. Mr. Williams moved to approve the final reading of an Ordinance regarding Emergency Plan. Mrs. Agee seconded the motion, which carried with the following votes: AYES: Councilmembers Head, Agee, Williams and Greenwald. NAYS: None. #4 ORDINANCE: Consider and take action on first reading of an Ordinance regarding Stop Intersections. Mayor Baldwin introduced an Ordinance and read the caption as follows: 47 AN ORDINANCE BY mE CITY COUNCIL OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING CHAPTER 18-32, STOP INTERSECTIONS; AND PROVIDING A REPEALING CLAUSE. Mr. Greenwald moved to approve the first reading of an Ordinance regarding Stop Intersections. Mr. Williams seconded the motion, which carried with the following votes: AYES: Councilmembers Head, Agee, Williams and Greenwald. NAYS: None. #5 CONTRACT: Consider and take action regarding proposed contract between the City of Schertz and Bexar County for fire protection services to unincorporated areas for 2001. Mrs. Agee moved to approve the contract between the City of Schertz and Bexar County for fire protection services to unincorporated areas for 2001. Mrs. Head seconded the motion, which carried with the following votes: AYES: Councilmemebers Head, Agee, Williams and Greenwald. NAYS: None. #6 BID AWARD: Consider and take action awarding bid on trucks for Public Works Department. Mrs. Head moved to award the bid for two trucks for the Public Works Department to Smith Chevrolet in the amount of $37,930. Mrs. Agee seconded the motion, which carried with the following votes: AYES: Councilmembers Head, Agee, Williams and Greenwald. NAYS: None. #7 CONTRACT: Consider and take action regarding Interim Municipal Solid Waste Collection and Disposal and Recycling Program Contract. Mr. Simonson advised this could be approved for 90 days or until the Franchise Ordinance goes into effect. 48 Mr. Greenwald moved to approve the Interim Municipal Solid Waste Collection and Disposal and Recycling Contract until such time as the Franchise Ordinance for same goes into effect. Mrs. Agee seconded the motion, which carried with the following votes: AYES: Councilmembers Head, Agee, Williams and Greenwald. NAYS: None. #8 CITY MANAGER'S REPORT . Reported that Sunday night an ambulance was hit by a vehicle coming out of the cinema at Live Oak. They are currently assessing the damage. . Reminded Council they are invited for chili and tamales at the Fire Department after the meeting. . Noted he will be taking a day of vacation this coming Friday. #9 ITEMS BY COUNCIL Mr. Williams: . Wished everyone a Merry Christmas and a Happy New Year. . Reminded everyone they normally cancel the workshop meeting that would be scheduled for December 27, 2000. What are Council's feelings?
