The Transportation Safety Advisory Commission (TSAC) convened for a meeting on June 7, 2018 at
5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz,
Texas 78154.

HEARING OF RESIDENTS
No residents were present to speak during this meeting.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the May 3,
2018 Meeting.
A motion was made by Commissioner Bill Bowers to approve the minutes of the May 3,
2018 Meeting. Second by Commissioner John Sullivan. Motion passed. Vote was unanimous.
2. Street Striping: Discussion held on which streets call for street striping, new or existing, and
which streets do not. Staff informed Commission that if the street is new, and a collector
class or above, then the City would require the streets to be striped by the developer. Once a
newly completed street has been approved by the City, the City then handles maintenance.
There are some streets that should have been striped but were not, such as Belmont and
Fairlawn. Staff is now trying to budget in the cost for those that were missed in the past. The
bike lane project will help take care of some of these. Commissioner Outlaw stated he felt
that his original question had been answered. Commissioner Sullivan asked if the streets in
question had been on the previous thoroughfare plan. Staff to follow up.
3. Belmont Parkway: Commissioner Sullivan brought up the concern of a crosswalk located
on Belmont Parkway, stating that cars tend to go around each other if stopped at the
crosswalk and wonders if this is because the crosswalk is not located at an actual intersection.
Commissioner Sullivan wants to know if there is some way for staff to possibly help with
further identifying this area and getting residents to understand this is an actual crosswalk
where cars should be stopping appropriately for crossing pedestrians. Sullivan was not sure if
requesting a crossing guard was warranted but still feels this is an area of concern.
4. Staff Comments: Engineering staff gave the following updates:
• Pedestrian routes and bike lane projects are 60% complete as of this time.
• City Council passed Ordinance to formally set speed limits on I1135 /I1110 Frontage Roads.
• The No Parking Ordinance has been rewritten to include all of FM1518 /Main St from Oak
to First.
• Next TSAC Meeting will be in August due to July holiday.
5. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Bowers expressed concerns regarding the road condition on TxDot Road
FM78, both east and westbound.
• As a precautionary measure, Commissioner Outlaw reminded the Commission to be
careful regarding the use of email and the possibilities of an open discussion taking place.
6. Adjournment: Motion made by Commissioner John Sullivan to adjourn the meeting. Second
by Commissioner Mark Moody. Motion passed. Vote was unanimous. Meeting adjourned
at 6:04 PM.
