August 2, 2018 MinutesT Transportation Safety Advisory Commission Minutes Thursday, August 2, 2018 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on August 2, 2018 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen Bowers, Bill Cornelisse, Chuck Dziewit, Richard Outlaw, Glen Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division Brian James, Executive Director Cecilia Palomo, Engineering Department Brian Timmons, Streets Department CALL TO ORDER AT 5:30pm by Chairman Stephen Bish ROLL CALL HEARING OF RESIDENTS No residents were present to speak during this meeting. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the August 2, 2018 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the August 2, 2018 Meeting. Second by Commissioner Paul Ryson. Motion passed. Vote was unanimous. 2. Mailbox Parking: Staff opened up with information regarding recent complaint from a resident to a City Council member regarding parking in front of mailboxes. Discussion followed asking Commissioners if they had heard of other complaints with similar concerns. Post Office currently leaves a postcard on the windshield of cars that block mailboxes. Commissioner Outlaw asked if this was a high -level concern for the Post Office. Staff will reach out to the main hub and inquire. Staff will also speak with City Council member who originally received the complaint to see if it was an isolated issue or more widespread than originally thought. 3. School Zones: Discussion was held regarding new school zones located at Danville Middle School, opens at Hubertus Rd and FM482 on August 28t", and Rose Garden Elementary School opening on FM1518 on August 20th. There is a gap in timing between the Rose Garden Elementary and Corbett Junior High school zones, both located on FM1518, which is of concern. Commissioner Outlaw suggests a continuous school zone nan at the same time 8 -2 -2018 Minutes between the two schools for less confusion. Commission agrees and recommends moving forward as planned with the suggestion of one school zone in the future if possible. Due to FM1518 being a TxDOT road, staff will reach out to TxDOT to see. 4. Staff Comments: Engineering staff gave the following updates: • Lone Oak speed limit signs have been installed. Officer Arriaga stated that he and his staff have been patrolling the area more heavily off and on since February, including one month with the speed spy trailer, and has only given out one ticket to date which was yesterday for a 30mph in a 20mph zone. • Officer Arriaga gave update on Ashley Oak Drive from January to now. No complaints have been reported or called in. No tickets have been issued. 5. Future Agenda Items Requests and /or Comments by Commissioners: • Commissioner Cornelisse requesting to understand the 3rd lane signage issue on FM3009, westbound towards I1-135, as you approach the bridge on the side of HEB. • Commissioner Sullivan brought up continued concerns with Wiederstein. Staff informed the Commission that there is currently a Traffic Impact Analysis taking place. 6. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting.
