The Transportation Safety Advisory Commission (TSAC) convened for a meeting on December 6,
2018 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

HEARING OF RESIDENTS
Cyndi Burress, 1108 Dimrock, expressed serious concern for the speeding issues throughout her
neighborhood. She states she has lived in Schertz for 30 years and she feels that the traffic on
Dimrock is awful and unsafe for everyone but especially the kids on their bikes playing. She states it
is worse between 3:OOpm and 7:OOpm daily, and believes people are traveling between 30 to 50 mph.
She has gone as far as to stand in the middle of the street in order to slow people down who she
believes are using the road as a thoroughfare and feels that she should not have to put herself at risk
just to keep the neighborhood kids safe who play in or around her yard. She wants people to be
reminded that the speed limit is 20 mph and is requesting help from the City. Staff agrees to conduct
traffic counts and look at what assistance can be offered if there is a speeding issue.
Gary Kennedy, 3404 Estate Dr., shared his concerns with the speeding and lack of visibility on
Green Valley Rd. coming out of his subdivision. He believes a study was done a few years ago but
thinks the problem has grown since then and has concerns of being hit when pulling out onto Green
Valley Rd. Mr. Kennedy is currently in discussion with Mr. Wait on possible solutions in the future.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the October 4,
2018 Meeting.
A motion was made by Commissioner Pete Ryson to approve the minutes of the October 4,
2018 Meeting. Second by Commissioner Chuck Cornelisse. Motion passed. Vote was
unanimous.

2. AAMPO Bike Lanes Presentation: Linda Alvarado -Vela gave thorough presentation,
including PowerPoint and videos, regarding bike lanes and the different types of issues and
solutions other communities have faced in order to help us better understand as we begin to
address our own concerns. Linda stated that AAMPO's overall biking goal is to support more
people to bike to destinations, especially for the shorter trips. When it comes to the concern
of parking in bike lanes some communities allow it and some do not. It really is a decision
based on each community's personal evaluations and decisions. The TSAC Commission was
unanimous in believing there should be some type of rule put into place. The Commission
and City staff will take some time to review this area and come up with a workable solution.
3. AACOG Presentation: Sean Scott, Director of Transportation — AACOG, gave an overview
of the transportation to the rural areas and stated that there has been a 30% increase per year
in usage specifically within the Schertz area and estimates that increase to jump to 55% this
next year, resulting in their significant rate increase request. The numbers show that most
rides are medical, a large number specifically for dialysis followed by those over 60+ who
need rides to get medications, routine appointments, etc. As of now, the rate is $58 per hour
per bus and states that he believes their rates are a little higher compared to others due to the
fact that they are running an older fleet. Out of a fleet of 93, 5 of those units are diesel. They
currently run 5 days a week from lam to 6pm. The annual forecast for 2019 is $86,000. Via
Metropolitan is currently paying 50% and AACOG is asking that the City pay the other
$43,000. Because of the demand & response system with a 24 -hour turnaround, along with
the nature of the user and the nature of the trips, the cost tends to be higher.
4. Staff Comments: Engineering staff gave the following updates:
• Walkable Community Open House is tentatively scheduled for Fall 2019.
• Bicycle Rodeo scheduled to be held at Sippel Elementary on 4.22.19.
• Chip seal on FM3009 to start at night as soon as January.
5. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Sullivan thanked the City for the striping on Belmont and on Fairlawn. It
seems to be working and feels as if everyone has slowed down.
• Commissioner Outlaw requested staff to give update or presentation on flashing speed
signs throughout the City. Please include the cost, our current budget, the location, and
locations.
• Chairman Ragsdale thanked everyone for all of the help with the signage and striping
throughout Riata.
• Commissioner Cornelisse thanked Robert Martinez for the tree handling in Crest Oak and
asked for an update on FM3009 & I35 bridge signage.
6. Adjournment: Motion made by Commissioner Roy Ragsdale to adjourn the meeting. Second
by Commissioner Ferrando Heyward. Motion passed. Vote was unanimous. Meeting
adjourned at 6:52 PM.
