February 7, 2019 MinutesTransportation Safety Advisory Commission Minutes Thursday, February 7, 2019 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on February 7, 2019 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen Bowers, Bill Bristow, Brandon Dziewit, Richard Heyward, Ferrando Moody, Mark Ragsdale, Roy Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division Mark Browne, City Manager Brian James, Executive Director Doug Letbetter, Public Works Supervisor Cecilia Palomo, Engineering Department CALL TO ORDER AT 5:30pm by Chairman Stephen Bish ROLL CALL HEARING OF RESIDENTS There were no residents present to speak. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the December 6, 2018 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the December 6, 2018 Meeting. Second by Commissioner John Sullivan. Motion passed. Vote was unanimous. 2. I35 Construction Zone: The construction project is set to begin in April and to be completed sometime in December. It will include new exit and entry ramps located on I35 in between FM2252 & Schwab Road. The project includes additions, reversals, and some clean up maintenance as well. The construction speed zones in question are I35 main lanes to move from 70mph to 60mph and I35 frontage roads from 50mph to 45mph. A motion was made by Commissioner John Sullivan to approve the recommendation of construction speed zones I35 main lanes to move from 70mph to 60mph and I35 frontage roads from 50mph to 45mph. Second by Commissioner Richard Dziewit. Motion passed. Vote was unanimous. 2 -7 -2019 Minutes 3. Staff Comments: Engineering staff gave the following updates: • Traffic counts on Dimrock show 85th percentile to be at 23.9. Staff identified three stop signs along the road and added two new speed limit signs at 1116 & 1156 Dimrock. • GVEC is scheduled to trim the trees on Green Valley, located at the entrance to Green Valley Estates, that are covering the lights and replace the streetlight with an LED fixture. The Drainage department trimmed all the other trees going up and down Green Valley. 4. Future Agenda Items Requests and /or Comments by Commissioners: • Commissioner Moody commented that the 4 -way stop located at Woodland Oaks and Bent Tree is still an issue with regards to cars flyting through the intersection. He appreciates the flags and other deterrents that have been put into place but states that it is still a concern. • Commissioner Hayward asked for some guidance and information regarding school zones and the signage currently in place. Staff gave some good feedback as to the rhyme and reason as to where the current signage is placed. 5. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting.
