The Transportation Safety Advisory Commission (TSAC) convened for a meeting on September 5, 2019 at 5:30 p.m. in the Hal Baldwin Municipal Complex Council Chambers, Building #4,1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bristow, Brandon Cornelisse, Chuck Dziewit, Richard Heasley, Tyler Heyward, Ferrando Ragsdale, Roy Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division Charles Kelm, Assistant City Manager Brian James, Assistant City Manager Kathy Woodlee, City Engineer CALL TO ORDER AT 5:30pm by Vice Chairman Richard Dziewit ROLL CALL HEARING OF RESIDENTS Mark Friesenhahn, High Creek Rd., readdressed the Commission regarding his concerns on open -pit aggregate mining from the previous month's meeting. Mr Friesenhahn focused his discussion around page 2 of his handout that he shared in August. He also shared a PowerPoint Presentation that included slides to show the growth impact of Clark Asphalt, the company across from him, from 2016 until now. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the August 1, 2019 Meeting. A motion was made by Commissioner Ferrando Heyward to approve the minutes of the August 1, 2019 Meeting. Second by Commissioner Brandon Bristow. Motion passed. Vote was unanimous. 2. FM482 Issues: Police Department gave an update to include a PowerPoint Presentation showing recent traffic numbers from July 1, 2019 through September 4, 2019. Officer Arriaga stated the principal from the school had reached out and requested that the PD patrol their direct area a little more often, if at all possible, Traffic units have been present on a more frequent basis and report 115 Calls For Service in the area. Due to Mr. Friesenhahn's delivery of concern, PD is currently working with DPS to get certified through the Commercial Vehicle Division, which would allow Schertz PD to pull over and cite 18- 9 -5 -2019 Minutes wheeler/haul truck type vehicles. This would also give Schertz PD the authority to put these types of vehicles out of service, if deemed necessary. 3. FM3009 & FM78: Staff gave update on recent site visit. Union Pacific was not able to perform work over the Labor Day weekend as previously planned due to too much train traffic on the railroad. TxDot has been working with us trying to get an answer regarding dates for work to be performed. Union Pacific has stated they are hoping to get it completed in the next couple of weeks, but vague with any type of actual dates. The work may have to be done during the night time hours or on the weekend. Once Union Pacific completes their work, TxDot will come in and complete their portion of work through that same intersection. Staff will look at the possibility of going out and putting some cold patch in holes along the railroad and roadway if needed. 4. Stop Sign Policy: Mr. Kelm gave verbal presentation regarding the upcoming stop sign policy that staff has been working to create. Suggestion made to send the information to HOA's to help distribute the information to resident's citywide once the policy is completed. We will also look at sending the information out through staff as we gear up to support National Night Out. 5. Staff Comments: Engineering staff gave the following updates: • Final revisions are currently underway on the AAMPO pedestrian route & bike lanes. • Walk -to- School Day will be on October 2, 2019 at Schertz Parkway and Curtiss Avenue. • Vision Zero for Youth Webinar Series will be October 10, 2019 from 2:00pm- 3:00pm. • TxDot Safe Routes to School funding application has officially been submitted. Award notice expected in December 2019. • Keep an eye out for the new Safe Streets Initiative pieces in the Schertz Magazine. 6. Future Agenda Items Requests and/or Comments by Commissioners: • Commissioner Bristow asked for an update on signage over the bridge at IH35 and Schertz Parkway coming towards City Hall from Enterprise. The current signage seems very confusing. Staff has addressed this before with TxDot. Staff to follow up again with concerns. • Commissioner Sullivan asked if we could present and discuss the current Bicycle Safety Ordinance and specifically riding on sidewalks rules and the 3ft — 6ft safe passing law with regards to trucks. 7. Adjournment: Motion made by Commissioner Pete Ryson to adjourn the meeting. Second by Commissioner Ferrando Heyward. Motion passed. Vote was unanimous. Meeting adjourned at 6:42 PM.
