SCHERTZ CITY COUNCIL WORKSHOP SESSION
NOVEMBER 12, 1997
The Schertz City Council convened in Special Session on Wednesday,
November 12, 1997 at 7:00 p.m. in the Conference Room of the Schertz
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following
members were present: Mayor Hal Baldwin, presiding; Councilmembers Joe
Potempa; Norman Agee, Sr.; Timothy Swinney and Ken Greenwald. Absent:
Councilmember Charles McDonald. Staff present were City Manager Kerry
Sweatt and City Secretary Norma Althouse.
HEARING OF RESIDENTS
No one had signed up to speak.
#2 PUBLIC HEARING: To receive citizen comments on the proposed
annexation of 82.22 acres of land out of Coma I County. (Alamo Waste/USA
property)
There was no one present to represent the property proposed for annexation and
Council had no comments, so Mayor Baldwin closed the public hearing.
. #3 Discuss bond sale and related items - Schedule of Events.
Mark McLiney of Southwest Securities was present and commented the interest
rates continue to come down and they have put together a schedule. They
anticipate the opening of the bids on December 16th. There was some
discussion, because of the Thanksgiving holiday, of cancelling the workshop on
November 26th, and Mr. McLiney indicated he would be willing to attend the
workshop of December 10th. Following a brief discussion on the amount of the
bonds, Mr. Swinney observed the average is about twelve and one half years.
Mr. McLiney stated below ten would be better, but when you have that low of an
interest rate, it doesn't hurt to carry it out that far. These rates are at 5.5% and
they expect they will be lower, especially with the A rating in place. If the City
doesn't like the market conditions, they can pull them off until later.

#4 Discuss bids for emergency vehicles for EMS and Fire Department.
Mr. Sweatt reported they opened bids on November 7th and received one bid
from Classic Chevrolet out of Grapevine, Texas. A representative from Classic
Chevrolet called and said they could not fill the order on the Tahoe for the Fire
Department, so Mr. Sweatt commented they are recommending rejection of that
bid. They are, however, recommending awarding the bid from Classic Chevrolet
for the Suburban for the EMS Department in the amount of $29,665.00. After
being asked by Mayor Baldwin, Council agreed they were ready for this item to
be included on next Tuesday night's agenda.

#5 Discuss bids for automatic external defibrillator (AED) for Fire Department.
Mr. Sweatt related they opened bids on November ih and two were received -
one from Zoll and one from Heartstream. The one from Heartstream does not
meet the requirements to be adapted to the current equipment. The one from
Zoll is completely compatible and they are recommending the awarding of the bid
to Zoll in the amount of $6,141.25. Council indicated their readiness for this item
to be placed on next Tuesday night's agenda.
#6 RESOLUTION: Consider and take action on Resolution casting votes for
candidate for the Guadalupe County Appraisal District.
Mayor Baldwin introduced a Resolution and read the caption as follows:
RESOLUTION NO. 97 -R-19
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CASTING
VOTES TO ELECT DIRECTORS FOR THE GUADALUPE COUNTY
APPRAISAL DISTRICT FOR THE YEARS 1998-1999.

Mr. Potempa moved to approve the Resolution authorizing the City of Schertz to
cast votes to elect Directors for the Guadalupe County Appraisal District for the
years 1998-1999. Mr. Swinney seconded the motion which carried with the
following votes:
Ayes: Councilmembers Potempa, Agee, Swinney and Greenwald.
Nays: None.
#7 Discuss report of skateboarding activity in the park.
Mr. Sweatt reminded Council he had included a memo in their packets. The
skateboarding participants were very cooperative. He spoke with Chief Smith
about it and members of the Citizens Police Academy have volunteered to
monitor the activity, starting a week from this Friday. It will be recommended to
Council that for the next 45 days the City will not discourage the use of the
pavilion by skateboarders. However, if disturbances, destruction to City property
or other circumstances develop as a result of skateboarding activities, they will
recommend taking the necessary steps to enforce prohibition of skateboarding in
the park. If all goes well, the City may consider storing some equipment for
them.
Mr. Swinney remarked he was glad it worked out and Mayor Baldwin expressed
appreciation for the City's cooperation.

#8 Discuss further tabling of the Ordinance rezoning the Cliff Johnson property
back from Mobile Home Subdivision to Residential/Agriculture.

Mr. Sweatt advised Council this Ordinance was tabled for 90 days in March of
1997, then subsequently tabled again for 60 days and then again for 30 days. It
appears as if Mr. Johnson is trying to do something. He has put together another
package for 30 additional acres.
Mr. Potempa asked if there is water. Mr. Sweatt replied there is a 6" line there
now. They know it will take more and have the capital recovery funds that will
get some water to FM 1518. They are recommending Mr. Johnson tie on. Mr.
Sweatt went on to say there is no sewer - he suspects Mr. Johnson will have to
use a septic system.
Mr. Greenwald mentioned they could bring the Ordinance off the table and let Mr.
Johnson work on his proposal. If it doesn't work out, six months from now they
could back zone.
John Bierschwale, Public Works Director, suggested there could be a City plant
with the option for water treatment if they had the necessary people to run it. Ed
Ford, City Engineer, stated this falls in CCMA's service area. If a plant were put
in, it would open up the entire area for development.

There was further discussion about the possibility of a plant and Mayor Baldwin
commented it would probably be a good idea to get some sewer into the area.
Mr. Sweatt thought maybe they could put some information together about a
possible plant.
Mayor Baldwin questioned if there's a time limit on tabling. Mr. Sweatt suggested
they may want to deny the Ordinance and in that case it would die. Council
acknowledged they were ready for this it~m to be included on next Tuesday
night's agenda. I
#9 CITY MANAGER'S REPORT:
A. Explained that attached to the Informa ion/Activity Report in their packets,
Council will find a draft of a request for p posal relating to the compensation
study and review they have discussed seve al times.
Mr. Swinney thought that perhaps $20,00 is not enough for the cost of this
study. Mr. Sweatt commented they will go ut for bids and see.
Mayor Baldwin asked if Southwest Texas State University is still doing these
types of studies. Mr. Sweatt agreed to chec into it.
Mr. Swinney then wondered if there's a y economies of scale should the
Northeast Partnership be interested in doi g it. Mayor Baldwin promised to
check with them.

Mr. Sweatt stressed they're not relying on job descriptions, but rather internal
relationships. He would like to get movi g on it and can call the other City
Managers in the Northeast Partnership to see if they're interested.
