REGULAR MEETING OF THE CITY COUNCIL
JUNE 2,1998
The Schertz City Council convened in Regular Session on Tuesday, June 2, 1998
at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz
Parkway, Schertz, Texas. The following members were present: Mayor Hal
Baldwin, presiding; Councilmembers Pia Jarman; Joe Potempa; Norman Agee,
Sr.; Timothy Swinney and Ken Greenwald. Staff present were City Manager Kerry
Sweatt and City Secretary Norma Althouse.
Mayor Baldwin asked everyone to rise and join him in the Pledge of Allegiance to
the flag.
#1 APPROVAL OF MINUTES:
Special Session 1-14-98
Regular Session 3-03-98
Special Session 3-11-98
Regular Session 3-17-98
Mr. Greenwald moved to approve the minutes for the Special Session of 1-14-98,
the Regular Session of 3-3-98, the Special Session of 3-11-98 and the Regular
Session of 3-17-98. Mr. Swinney seconded the motion, which carried with the
following votes:
AYES: Councilmembers Potempa, Agee, Swinney and Greenwald.
NAYS: None.
ABSTENTIONS: Council member Jarman for all the Sessions listed above
because she was not a member of Council yet at the time of those meetings,
Council member Agee for the Regular Session of 3-17-98 and Councilmember
Swinney for the Regular Session of 3-3-98.
#2 HEARING OF RESIDENTS: Those citizens wishing to speak on agenda
items (other than public hearing items) or items not on the agenda, will be heard at
this time.
Clifford Johnson had signed up to speak, but after being questioned by Mayor
Baldwin, it was determined he was present for the public hearing on his request
and he opted to wait to make his comments until ITEM #4 on the agenda was
discussed.

#5 ORDINANCE: Consider and take action on first reading of Ordinance
rezoning 31.03 acres out of Bexar County from RIA to MH.
Mayor Baldwin introduced an ordinance and read the caption as follows:
AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AMENDING THE
UNIFIED DEVELOPMENT CODE (UDC) ORDINANCE NO. 96-5-28 BY
REZONING APPROXIMATELY 31.03 ACRES OF LAND OUT OF BEXAR
COUNTY AND REFLECTING SUCH CHANGES ON CERTAIN ZONING MAPS
IN ACCORDANCE WITH THE SCHERTZ UDC ORDINANCE.
Mr. Potempa moved to approve the first reading of an Ordinance rezoning 31.03
acres out of Bexar County from RIA to MH. Mr. Greenwald seconded the motion.
Before the vote, Mr. Agee asked if the deal for the land closed. Mr. Johnson
replied that he and Mr. Calhoun are in agreement with the next payment for
closure.
At this time the vote was taken and the motion carried as follows:
AYES: Councilmembers Jarman, Potempa, Agee, Swinney and Greenwald.
NAYS: None.
#6 CITY MANAGER'S REPORT
· Mentioned that he had asked Council to consider changes to water restrictions
and distributed the new booklet for them to review. Stated if Council has no
objection, this item will be on the workshop agenda next week for emergency
action. Council did not object. There was a brief discussion about the new
levels set by the Edwards, about the filling of swimming pools and about
wasting water. It was pointed out that the Edwards has left the implementation
of specific conservation measures to each city. Schertz tries to keep with the
San Antonio regulations for conformity so when citizens hear on television that
we've gone into another stage of conservation, they know that also applies to
Schertz.
. Reminded everyone of the Fireman's Supper this coming Saturday and also
invited Council for fajitas at the pavilion on Friday evening.

#7 ITEMS BY COUNCIL
Mrs. Jarman:
. Announced she will be unable to attend next week's workshop due to a
previous commitment.
Mr. Aoee:
. Indicated he was supposed to give a "thank you" to Council for the flowers they
sent for his sister.
. Apologized for not attending Mr. McDonald's farewell dinner.
Mr. Swinney:
. Remarked the City picnic at the park was great and worked well for family
participation. Mayor Baldwin asked if the employees had been pooled about
their preference between an annual picnic or the Christmas awards dinner. Mr.
Sweatt replied they had not, but it is his feeling that most prefer the picnic.
· Urged everyone to have the City Manager's evaluation forms in the hands of
Mayor Baldwin by next Wednesday night.
Mr. Potempa:
. Indicated he is all for the picnic, but feels they ought to do something at
Christmas too. He's recommending they have chef hats and aprons and that
Council do the serving again. Mr. Swinney noted the picnic means one less
party during the Christmas season which is great because there are always so
many. Mr. Potempa was still in favor of having some kind of celebration
during the holidays.
Mr. Greenwald:
. Commented the way the aquifer is dropping, we'll be in Stage II in the next
7-10 days. It has dropped 35 points in the last 60 days.
#8 ITEMS BY MAYOR
. Expressed how much he enjoyed the picnic and mentioned that Coralee
Fenner, who used to be a bag lady at the Christmas parties, was a clown at this
event.
. Stated the walk for A-Tis this Saturday morning at Cypress Bend Park in New
Braunfels.
