SPECIAL WORKSHOP SESSION OF THE SCHERTZ CITY COUNCIL
APRIL 8, 2000
The Schertz City Council convened in Special Workshop Session on Saturday, April 8, at
8:30 a.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway,
Schertz Texas. Those present were as follows: Mayor Hal Baldwin, presiding,
Councilmembers Pia Jarman and Reginna Agee. Absent: Councilmembers Joe Potempa
and Ken Greenwald. Councilmember Glyn D. Williams (who recently had back surgery)
participated from his home through a speaker phone/conference call set up. Staff present
were City Manager Kerry Sweatt and City Secretary Norma Althouse.
#1 Call to Order
The meeting was called to order at 8:30 a.m. by Mayor Hal Baldwin.
#2 Discuss and take action regarding development of Rules of Conduct for City
Council
.
Mrs. Jarman read a prologue she had written for the Code of Conduct and those present
agreed with its contents. Council then reviewed a sample copy of the Rules of Conduct
worked up by Mr. Williams from copies of similar documents from other cities. Mr.
Williams had provided a disk with the Rules of Conduct on it and Mrs. Agee brought it
up on computer and inserted the changes suggested by Council.
Most of the information had been taken from the City of Bedford, but Mayor Baldwin
suggested Items 12-1 through 12-6 be added to the document from the sample from the
City of Azel. It was also suggested also that a Table of Contents was needed. These
revisions and verification about Section 42.05 of Vernon's Annotated Penal Code and
those items which can be discussed in an Executive Session were assigned to the City
Secretary for research and inclusion in the Code of Conduct.
Council completed their review and asked that all changes be incorporated and then
submitted to Council for review at a future workshop.
#3 Adjournment
There being no further business to discuss, Mayor Baldwin adjourned the meeting at
11 :36 a.m.
