#5 Discuss first reading of Ordinance regarding through streets .
designated as "stop" intersections.
Mr. Sweatt explained these are new intersections which need traffic regulation
signs. The intersections are Chapel Hill at Savannah Drive and Woodland Oaks
Drive at Schertz Parkway. They are still working on some other sedions of the
City where Yield signs need to be changed to Stop signs. Council indicated their
readiness for this item to be included on next Tuesday night's agenda.
#6 Discuss changes in rates and rental agreements for Community
Center.
Mr. Sweatt reminded Council they have a copy of a memo from him in their
packets regarding these changes. They have retained the current policy of
including maintenance and cost only for out-of-town rental rate calculations.
Included in the memo was a breakdown of costs as far as salaries, maintenance,
supplies, electric, and water. Those costs were reviewed as well as the
proposed rates for people in the City and out of the City.
Mayor Baldwin remarked we are still lower than the Knights of Columbus Hall,
but some of the fees are high. Mr. Greenwald commented the prices are kind of
high, especially for a wedding reception. Mrs. Agee asked if there is an
employee on duty and Mr. Sweatt replied no, the employee would come back
later. Mrs. Jarman asked if the time includes clean-up and set-up and Mr.
Sweatt answered the customer is still allowed four (4) hours. Mayor Baldwin
inquired when the new rates would be effective and was told by Mr. Sweatt they
would be effective November 1 sf.

Mr. Sweatt pointed out there will now be two rooms available because there is
also the SAFES training room. Mrs. Agee, in regard to that, wondered if there
would be two different prices. Have any fees been set up for meetings in the
training room? Mr. Sweatt pointed out they don't have a history to rely on for
that, so they will have to do some research to come up with prices for the
meeting room. He will mention it to Mr. De Leon.
Council affirmed their readiness for this item to be included on next Tuesday
night's agenda.
#7 Discuss appointment to Board of Adjustment.
Mr. Sweatt related the Board of Adjustment is recommending that Kathy Hill be
appointed to replace Anita 'Clark on that Board. Council had no objection to that
and was prepared for it to be included on next Tuesday night's agenda.

#8 Discuss nomination for Appraisal District Board of Directors.
Mayor Baldwin mentioned that two of the current people on the board are Malford
Brehm and Sylvia Schlather. He doesn't know for sure that both of them are
willing to serve again, but he also doesn't know of anyone else who is interested.
Mr. Sweatt pointed out this will have to be an action item for the October 13th
meeting to meet the deadline, so Council has a little time to think about it.
#9 CITY MANAGER'S REPORT
· Showed the maps to Council of the neighborhoods where the upcoming street
maintenance projects will take place. Any complaints are to be referred to
Public Works. Mr. Greenwald inquired if they will overlay Curtiss where the
sewer caved in and Mr. Sweatt replied no (it was patched), but maybe next
year.
· Distributed copies of proposed plaques for the emergency services buildings
and asked Council to let him know if there are any changes. A walk-through
of the new buildings will be scheduled for either the last meeting in October or
the first meeting in November.
. · Reported the library is 95% finished.
· Reminded everyone of the upcoming Annual Business Appreciation Dinner
on October 12th at the VFW. The theme this year is western.
#10 ITEMS BY COUNCIL
Mr. Greenwald:
· Remarked that a resident who works with him had complained about bicycle
safety. He saw a child who had a helmet on, but no reflectors.
· Questioned the status of FM 78. Mr. Sweatt said there might be a delay in
the letting of the contract by three or four months because the Universal City
right-of-way issue is unresolved. Mr. Sweatt went on to say the railroad is
hard to work with and the City is at their wit's end. If anyone has suggestions,
let Steve Simonson know because he will be on vacation next week. Mrs.
Jarman admitted she has gotten some questions about FM 78. Mr. Sweatt
added that the City has. spent approximately three-quarter of a million dollars
on this project. Mayor Baldwin wondered if some Congressional pressure
would help.

· Noted he briefed Planning and Zoning last night on the alternate water source .
project. Mayor Baldwin asked, if after all is said and done, do we know what
this will do to our water rates. Mr. Sweatt replied there would be an increase.
The Mayor then wondered if the possibility of another source would get us in
trouble with the Edwards. Mr. Sweatt pointed out this alternate source will
never backflow into the Edwards.
#11 ITEMS BY MAYOR
· Inquired about the status of the Cibolo Creek clean-up project. Mr. Sweatt
stated the federal agency has put some new requirements on the agreement
and he is hoping to have a report ready for Council by the next workshop
session.
· Reported sending a letter to the Regional Director of Post Offices about
Schertz getting a new facility and the Postmaster here said she thinks it, has
done some good. Speaking of the Post Office, Mrs. Agee said we need to
ask them to turn their lights in the lobby on at night.
