SPECIAL WORKSHOP SESSION OF THE CITY COUNCIL
AUGUST 13, 1997
The Schertz City Council convened in Special Workshop Session
on Wednesday, August 13, 1997 at 7:00 p.m. in the Council
Chambers of the Municipal Complex, 1400 Schertz Parkway,
Schertz, Texas. (The meeting was convened in the Chambers
instead of the Conference Room because of the number of
visitors in the audience.) The following members were present:
Mayor Hal Baldwin, presiding; Councilmembers Charles
McDonald; Joe Potempa; Norman Agee, Sr.; Timothy Swinney
and Ken Greenwald. Staff present were City Manager Kerry
Sweatt and City Secretary Norma Althouse.
Mayor Baldwin asked everyone to rise and join him in the
Pledge of Allegiance to the Flag.

Tim Condor of 1113 MOssy Lane thanked Council for the action
taken on behalf of the homeowners in Woodland Oaks affected by
drainage from Berry Creek. It appears someone is trying to
correct the problem, but of course they won't know if it works
until it rains. Are they going to see anything as far as
plans for grading?
Don McCrary, engineer for Berry Creek, commented he was
prepared to address some of the findings tonight, but he has
not finished his evaluation of Ashley Place.

SWeatt advised him that both Mr. MCCrary and Mr. Ed

Mr. McCrary reported they had done some significant detail
surveying and one of the things they found were some high
spots which would not allow the water to drain properly. One
high spot in particular was between Berry Patch and Smokey
Creek. He is still looking at Ashley Place and suspects there
are some high spots there also. Mr. McCrary also mentioned
they had a good meeting about the problems and received help
from lots of people.

on construction could be lifted. Mayor Baldwin asked Council
if they had any problem with lifting the moratorium. Mr.
Greenwald, noting they won't see rain for a while, indicated
he had no problem lifting it.
Don Martin of 1016 Jasper Hill Lane congratulated Don McCrary
for acknowledging there was a problem, evaluating it and
solving it. He said he would like the option of bringing it

up later if the problem reoccurs.
Mayor Baldwin thanked the developers for their cooperation and
Don MCCrary thanked the citizens and staff for all their
input.
The consensus of Council was to lift the moratorium on
construction (all five members were in favor).

At this time Council canvassed the results of the Sales Tax
Election and the Bond Election. J.R. Perez, Guadalupe
County Elections Administrator, was unable to be present,
but had provided all the results for Council to review.
Mr. Swinney stated he was pleased at the turnout of

Interplastic is a distributor of resins used in the
plastics industry. These resins are used in the production
of a wide variety of products from sinks to bowling balls.
The company is currently in leased space in San Antonio.
The Commission unanimously recommended approval of a 35.66%
tax abatement on capital impr~.~_ents for a five-year
period.
Mark Marquez of the staff and Erv Nothnagel of Interplastic
were both present to answer questions. Mr. Nothnagel
passed out some brochures for Council to review.
Mr. Swinney asked, if in regard to fire safety, they are
required to have any special equipment. Mr. Nothnagel
responded they do not process the resin so he doesn't know,
but assumes they could handle a fire.
Mr. Swinney then asked if their trucks are required to
follow hazardous cargo roads and Mr. Nothnagel answered
they do follow hazardous cargo roads, but they are able to
use regular highways. Nashville is the only city where
they have had to obtain a permit.

.7 Discuss Water Supply Study Phase I report.
Crockett Camp reported they are at the end of Phase I and
have come back for a recommendation to go ahead with Phase
II. The study has gone well up to now and the results are
favorable. There was some concern about the mixing of
waters, but it appears there is no problem with that.
Mr. Camp went on to say they had cross sections showing
elevations in both Gonzales and Wilson counties. You are
looking at greater capital costs in Wilson County and they
are asking Council to extend some of Phase I to allow them
to study Wilson County.
Mayor Baldwin asked if Wilson County is also the same
aquifer and Mr. Camp replied it is under a different
underground water authority. He thinks Wilson County is a
little closer and the elevations are better.

designed gravel pack, sand should not be a problem.

Edwards, but this one is great and will be second best.

There was discussion about ways to acquire ownership, about
how to get the water up, and about where they would look in
Wilson County.
Mr. McDonald wanted to know if they are asking Council if
they should spend another $5,000 to look at Wilson County.
Mr. Sweatt replied it will be on next Tuesday night's
agenda for formal action if Council is ready. Mr.
McDonald then asked when Phase II will start and Mr. Camp
replied now. Council was ready to have this item placed on
next Tuesday night's agenda.
#5 Discuss renewal of terms for BOA members.
Mr. Sweatt noted the terms of Earl Hartzog, Ted Duigon and
Joe Potempa (alternate) are up for renewal. The official
letter from the BOA has not been received yet, but everyone
has agreed to serve.
When asked by Mayor Baldwin if they were ready for this
item to be placed on next Tuesday night's agenda, Council
agreed they were prepared.

Mr. Sweatt explained that a lot of the changes are merely
housekeeping items, but there are several points of
interest. One of those is that all developers of new
subdivisions will be required to submit a Traffic Impact
Analysis. Another is that in gated communities,
residential access systems shall be established in
accordance with City of Schertz requirements as outlined in
Ordinance 96-M-33 passed in November of 1996.

Mr. Sweatt reminded Council they have a copy of the budget
in their packets. There is a slight difference between
Comal County and Guadalupe County charges. He is not
always sure what the City's part is in this process.

for going out with him to look over the drainage problems.
Mr. Potempa: A. Reported there's still a smell over by
Metro Ambulance and Mr. Greenwald agreed. Mr. Sweatt
agreed to look into it.

B. Mentioned the Schertz Fire Department was on the news
tonight about something to do with old trailers being
pulled into the truck stop on 1-10. Mr. Sweatt
acknowledged the City has no control over this other than
the water - it's not in their ETJ, it's in Bexar County and
it's a real mess.
Mr. Aaee: Inquired if the parking situation at Corbett
has been solved. Mr. Sweatt commented according to the
ordinance parking is prohibited, but he thinks the
ordinance is doing just the opposite of what it intended.
They are currently working on an amendment to the
ordinance. In the meantime, complaints continue to come in
and some warning tickets have been issued.

wondered what it would cost to move the old shoe store near
the library. Mr. Sweatt admitted they may suggest
demolition of the old shoe store.
Mr. Potempa asked the time frame for starting new
construction on the emergency services facilities. Mr.
Sweatt answered they are looking at land, evaluating it and
should be bringing some information to Council.

will be in the hospital for a surgical procedure.
Council took a short break before moving to the Conference
Room for the Budget Workshop.
#11 BUDGET WORKSHOP
Although there was discussion about the tax rate, about
sales tax, about salary increases and about offering
increases for advanced certificates for the Police
Department, the majority of the time at the Budget Workshop
was spent talking about longevity pay. Mr. Sweatt, saying
there is no money in the budget this coming fiscal year for
an across the board salary increase for the employees,
proposed increasing the longevity pay from $4.00 per month
to $8.00 per month. He felt it was the least they could
do. Mr. McDonald disagreed and there was a lot of
discussion about it. He asked Mr. Sweatt to get some
figures together on how much that would cost the City
versus certain percentages of salary increases. Mr.
Sweatt agreed to have this information for the next Budget
Workshop.
