The Schertz City Council convened in Regular Session on
Tuesday, September 2, 1997 at 7:00 p.m. in the Municipal
Complex Council Chambers, 1400 Schertz Parkway, Schertz,
Texas. The following members were present: Mayor Hal Baldwin
presiding; Councilmembers Charles McDonald; Joe Potempa,
Norman Agee, Sr.; Timothy Swinney; and Ken Greenwald. Staff
present were City Manager Kerry Sweatt and Deputy City
Secretary Dolores Butler.
Mayor Baldwin asked everyone to rise and join him in the
Pledge of Allegiance to the flag.

regarding parking regulations at Main Street and Corbett
Junior High School.
Mayor Baldwin introduced an ordinance and read the caption as
follows:
AN ORDINANCE
BY THE CITY COURCIL OF THE CITY OF SCHERTZ, TEXAS,
PROVIDING THAT THE CODE OF ORDINANCES BE AJu.....'....... BY
REVISING SECTION 18-91, PARKING PROHIBITED; AND
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT.
Mr. Sweatt related this ordinance is proposed to revise
ordinances currently in place dealing with parking on Main
Street adjacent to Corbett Junior High School. Currently
there is a prohibition by ordinance of parking at the curb
line adjacent to Corbett and a prohibition of parking along
the side of Main Street adjacent to the park at signed
locations. We believe that should be changed and propose that
there be a prohibition of parking from Lindbergh to Curtiss
and a distance of 65' from Curtiss along the north side as
well as an area of 395' east from Oak Street, leaving the
remainder of the area (Corbett side of the street) open for
parking in front of the school and that the parking across
Main Street adjacent to the park be prohibited only during
school hours because of traffic circulation and perhaps the
bus traffic. That section of Main Street does have a double
yellow stripe. Generally, one of the problems has been U
turns out of the lanes parking in front of the school. There
are other city ordinances and state law that prohibit crossing
double yellow lines and U turns. Perhaps it is exacerbated by
parking in one lane and traffic stopping adjacent to that but
we would propose these revisions of signs and parking
prohibition. If in fact U turns continue to be a problem in
that area we will probably have to do some concentrated
enforcement. we would recommend these changes in the
ordinance to clarify enforcement efforts and sign posting at
this time and see what other items need to be done.

Consider and take action aJ:'J:'~_.ing changes
for Naming of Streets, Roads and Other
Mr. Sweatt called attention to a recommendation from the
Planning and Zoning (P & Z) Commission that proposes some
minor changes to the existing policy regarding naming streets,
roads and other public facilities. This policy was adopted in
1985. The P & Z recommended changes are relatively small
including wording 'major contributions to the city' and
clarifying the process by which the recommendations would be
made. Referring to items '7, 8, and 9 of the policy which
states 'after review of the request for a street/road name
change and all the related documents by P & Z Commission, and
it .-_ has ..been determined the request meets the established
criteria; a letter will be sent to all owners of property
adjacent to the street or road in question advising them of
the proposed name change and the date of the Public Hearing.
Following the Public Hearing, the Commission has 10 days in
which to make a recommendation to City Council. Following
receipt of the P & Z recommendation, City Council will
schedule a Public Hearing to consider the request for street
name change. upon adoption of a street name change,
notification of such change will follow procedures similar to
those used for notification of the result of the Public
Hearing with the addition of all utility companies'.
Basically this policy that has been used for some time
clarifies the steps and makes certain that it is clear P & Z
hearing are held upon request before recommendations are made
to City Council. Perhaps it would be appropriate to consider
adoption of these changes.

110 ITEMS BY COUNCIL: Mr. McDonald: A. Stated he read
in the paper that grand fathering clauses are out because of
the change in the Texas Legislature for construction purposes
and there is quite a scramble going on in some cities to get
ordinances passed to reinstate grandfathering until the
legislature comes back in session. It is strictly a boo-boo.
Mr. Sweatt said he didn't see the article but would like to
have a copy.

articles on traffic safety regarding item #6, etc.
C. Mentioned the city has another ordinance stating all
travel trailers and boat trailers that are parked have to have
a lock on the hitching mechanism.
Mr. Sweatt said that may be a state law but he didn't think
the city had such an ordinance.

separate contract with GBRA. As is written in the Minutes,
right now we are planning a separate contract.
