CITY COUNCIL SPECIAL MEETING
SEPTEMBER 27, 1997
The Schertz city Council met on Saturday, September 27,
1997 at 8:00 a.m. at the Municipal Complex, 1400 Schertz
Parkway, Schertz, Texas to tour the areas along FM 3009 and
Schertz Parkway. The following members were present:
Mayor Hal Baldwin presiding; Councilmembers Charles
McDonald; Joe Potempa; Norman Agee, Sr.; Timothy Swinney
and Ken Greenwald. Staff prtesent were City Manager Kerry
Sweatt and City Secretary Norma Althouse.
A tour of Schertz Parkway and FM 3009 was taken to observe
the possible need for sidewalks. Two side trips were also
taken - one to observe drainage in Ashley Place and another
to observe trash being dumped along Maske Road. After this
Council met in front of the Municipal complex for a brief
discussion.

Parkway and FM 3009 should be required to put in sidewalks.
Mr. Agee emphasized that along FM 3009 you're looking at
big bucks and expensive engineering. Mr. Greenwald noted
it's not the sidewalks that are the problem, but rather the
bridges. Mayor Baldwin asked what good a sidewalk is here,
then you skip an area there, and then you have sidewalk
again.

Mayor Baldwin then stated he is worried about Schertz
Parkway because the City has already let two subdivisions
and the Schertz Bank off the hook as far as requiring
sidewalks. Mr. McDonald indicated that's all the more
reason to have a policy requiring sidewalks for future
development.
Mr. Potempa mentioned they have an ordinance now that
requires sidewalks. Mr. Sweatt related that the
administrative interpretation has always been that Schertz

requirement. Mayor Baldwin suggested instructing
administration not to waive the sidewalk requirement.

Before the vote Mr. Swinney asked if a sidewalk includes a

the following votes:
