SPECIAL MEETING OF THE CITY ~OUNCIL
January 25, 1995
The Schertz City Council convened in Special Session
Wednesday, January 25, 1995 at 7:00 p.m. in the Conference
Room of the Municipal Complex, 1400 Schertz Parkway,
Schertz, Texas. The following members were present: Mayor
Hal Baldwin, presiding; Charles McDonald; Barbara
Stanhope; Mary Marsh and Ken Greenwald. Absent: Joe
Potempa. Staff present were City Manager Kerry Sweatt and
City Secretary Norma Althouse.
#1 RESOLUTION CANVASSING ELECTION RESULTS
Mayor Baldwin read the following Resolution:
RESOLUTION 95-R-l
A RESOLUTION CANVASSING THE RETURNS AIm DECLARING
THE RESULTS OF AN ELECTION CONCERNING THE
ADOPTION OF AN ADDITIONAL SALES AND USE TAX FOR
ECONOMIC DEVELOPMENT AS PERMITTED BY THE
PROVISIONS OF SECTION 4A, AS AMENDED, TEXAS
REVISED CIVIL STATUTES ANNOTATED ARTICLE 5190.6
AND AN ADDITIONAL SALES AIm USE TAX FOR PROPERTY
TAX RELIEF AS PERMITTED BY THE PROVISIONS OF
CHAPTER 32 1, AS AMENDED, TEXAS TAX CODE; AND
OTHER MATTERS IN CONNECTION THEREWITH.
Mayor Baldwin opened the Early Voting and Regular Voting
Day envelopes and distributed the Talley Sheets so the
Council could review the results.
A citizen present, Bob Barter of 508 Aero Ave., asked if he
could look at the contents of the envelope and if copies
could be made. Mrs. Stanhope informed him any citizen
wishing a list of voters can go to the Seguin Courthouse
and pay the fee and they will receive a list of registered
voters. Mayor Baldwin suggested to Mr. Barter that he
submit a request in writing to the City under the Open
Meetings Act. Mr. Sweatt advised he would have to ask for
a ruling from the City Attorney.
The results of the Special Election, January 21, 1995, were
verified as follows:

Mr. McDonald moved to adopt the resolution and accept
canvassing results of the Special Election of January
1995. Mrs. Marsh seconded the motion, which carried
the following vote:

NAYS: None.
# 2 ADJOURNMENT
On a motion by Mrs. Stanhope, seconded by Mrs. Marsh and
unanimously carried, the meeting adjourned at 7:10 p.m.
After adjournment, Mayor Baldwin allowed the citizens
present to speak:
A. Bill Neller of 305 Koch reported that for the
several years it has been his privilege to put up
along Main Street, but he will no longer be doing it.

Mayor Baldwin told Mr. Neller the City appreciates his
efforts over the years without recognition or accolades.
B. George Mower of 501 Brooks stated that at the Community
Center there was a dangerous thing going on. Voters and
others seemed to feel they could go backwards into the exit
lane on the south side of the City Complex. A lot were
coming in that way when it is supposed to be one way out.
Mr. Mower suggested installing a "Wrong Way Do Not
Enter" sign facing to the north so people can see it.
C. Bob Barter of 508 Aero asked Mr. Sweatt if he had any
comments on the election. Mr. Sweatt replied he had not
met with the Economic Development Commission yet, but
expects to meet with them sometime in the next 30 days and
have a report on the election results a ramifications.
