ORDINANCE NO.
AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, PROVIDING THAT THE CODE OF ORDINANCES,
CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING
ARTICLE IV, MANDATORY WATER CONSERVATION,
SECTION 19-96(a); PROVIDING A REPEALING
CLAUSE; PROVIDING AN EFFECTIVE DATE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS:
I
THAT Section 19-96 of the Code of Ordinances of the City
of Schertz, Texas is hereby amended to read as follows:
"Section 19-96 Demand and Emergency Water Management and
Surcharges.
(a) The City of Schertz Demand Reduction Measures attached and
identified as Exhibit 6A (Revised June 1996) is hereby adopted
in total the same as if printed in its entirety."

THAT all ordinances, or parts of ordinances, which are in
conflict or inconsistent with any provisions of this Ordinance
are hereby repealed to the extent of such conflict.
III
THAT the provisions of this Ordinance shall be in force
and effective from the date of final approval.
IV
THAT the Council hereby determines that an emergency
exists requiring immediate action, and this Ordinance is
hereby passed as an emergency measure to be effective
immediately upon its passage, and the enactment of this
Ordinance as an emergency measure in accordance with the
provisions of Section 4.09 (e) of the City's Home Rule Charter
will contribute to the preservation of the public peace,
health or safety.

STAGE I - INITIATED WHEN BEXAR COUNIT OBSERVATION WEll, IS AT
655 FEET.
This packet contains the Demand Reduction Measures required
Wlder Ordinance No. 90.F.22, passed on July 17,1990 with
an effective date of August 1, 1990 as amended by various
ordinance through JWle 18,1996.
There is a page for each Stage which may occur during water
conservation efforts. Please keep this packet and familiarize
yourself with the requirements, as there arc a number of
pena1typrovisions and other detailed explanations.
Pl~ase note that the designated days for landscape watering
are as follows using the last number of street address:
Residential: Odd number addresses on SWlday and Thursday.
Even number addresses on Tuesday and Saturday.
Commercial: Wednesday and Friday
The City will post signs at several high traffic locations
around the City to advise you of the conservation
stage in effect.
Water usage Wlder Stage I is on a volWltary basis with the
exception of certain mandatory requirements.

STAGE V - INTIlA TED BY ORDER OF CITY COUNCil.. TO PROTECT HUMAN
HEALTH AND SAFETY AND UVE STOCK WATERING. IT MAY BE A RESULT
OF NATURAL DISASTER OR MECHANICAL FAILURE.
Stage V is classified as a Water Emergency-MandatotyRationing.
Additional drought measures as detennined by the City of Schertz
and the Edwards Underground Water District will be implemented.
All non-essential water uses or uses not necessary to maintain
the public health and welfare are prohibited.
A water use surcharge and water rationing schedule will be
implemented.

SAVING WATER WI1HIN nm HOME:
KITCHEN AND LAUNDRY:
1. Keep a bottle of drinking water in the re1iigerator
Avoid mnning the water to get it cool
2. Do not clean fruits and vegetables under nmning
water. Fill the sink or use a bowl to save 5 gallons
per minute.
3. Rinse dishes in a sink filled with water. At 5
gallons per minute this could save over 30 gallons
per wash average. A filled sink uses less than 5
gallons of water.
4. Use dishwasher and clothes washer only when fully
loaded. On average these machines use 25-35
gallons per use.
5. Use the short cycle on dishwasher or clothes washer
whenever possible. Save 12.17 gallons.
6. Limit use of a garbage disposal. Save food scraps
and run the disposal once to conserve water. You
can use the disposal even less by saving food scraps
for a compost pile.
7. Avoid unnecessary rinsing of dishes that go into the
dishwasher for immediate washing.
8. When washing dishes by hand, use one pan of soapy
water for washing and a second pan of hot water
for rinsing., Rinsing in a pan uses less water than
rinsing under a running faucet
9. Teach your children to turn water faucets off quickly
and finn1y after each use. The next generation of
consumers, (your children), need water conservation
infonnation for their daily lives. .
10. When possible, wash you hands with a single ice cube.
It workS and saves water to.
11. Take shorter showers. Showers can use 5-10 gallons
per minute.
12. Take one less shower per week.
13. Take Ii "Navy" shower. Wet down, turn. the shower off
and soap up, then rinse off. Save up to 25 gallons. .
14. Install flow restrictors in shower heads. Save 2-5
gallons with every shower.
15. Fill the tub only half full, or take a shorter shower
instead.
16. Turn water offwhile broshing teeth. Save awn more
by rinsing with water from a glass. Running water
wastes 5 gallons per minute.
17. Rinse your razor in a sink partially filled with water.

save hundreds of gallons.
41. Run filter backwash from your pool or spa onto the lawn
rather than down the sewer.
REPAIR, REMODELING A.'ID NEW CONSTRUCTION:
42. When renovating, or designing your yard for a new house,
reduce the grsscd areas to only that amount needed for
actual recreation and entertainment Plant the remainder
of the yard in a water conserving xcriscape style.
43. Check faucets and couplings for leaks. A worn washer
ean waste 50 gallons evety day.
44. U$e aerator in your faucets. Produes a 50% reduction
in water use.
45. When remodeling or undertaking major renovations
install low-water using fixtures and appliances. These types
of modem fixtures use far less water. ,
46. Turn off water if you are going to be away from home on
a vacation or trip. l1tis prevents waste or damage by
vandalism to your outside water taps.
47. Che.ck to see how often your home water sofening
eqmpment regenerates and backwashes. TItis machine
consumes as much as 100 gallons of water per regeneration.
48. R~erve softened water for kitchen use, bathing and laundry.
This may require a bypass line but this is advisable under
any cirewpstanee. .'
49. Insulate h6t water pipe. Having to clear the "Hot" water line
of cooled water is wasteful.
