AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
PROVIDING THAT THE CODE OF ORDINANCES, CITY OF
SCHERTZ, TEXAS, BE AMENDED BY REVISING ARTICLE IV,
MANDATORY WATER CONSERVATION, SECTION 19-96(a),
SECTION 19-96(c) AND SECTION 19-96(d); PROVIDING A
REPEALING CLAUSE; PROVIDING AN EFFECTIVE DATE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:

THAT Section 19-96 of the Code of Ordinances of the City of
Schertz, Texas is hereby amended to read as follows:
"Section 19-96 Demand and Emergency Water Management and
Surcharges.
(a) The City of Schertz Demand Reduction Measures attached and
identified as Exhibit 6 (Revised May 1996) is hereby adopted in
total the same as if printed in its entirety.
(c) Staging Criteria for Water Management.
Stage 3. Water Warning. Initiated when the water level at J-17
well is at 640 feet. Terminated at the discretion of the City
Manager in consultation with the Edwards Underground Water
Authority considering the existing water level, current precipi-
tation and the outlook for additional precipitation. Upon termi-
nation, STAGE 2 becomes effective.
Stage 4A. Critical Period Phase I. Initiated at the discretion
of the City Council upon recommendation by the City Manager to
maintain the public health, safety and welfare. Terminated at the
discretion of the City Council upon recommendation by the City
Manager in consultation with the Edwards Underground Water
Authority considering the eXisting water level, current precipi-
tation, and the outlook for additional precipitation. Upon termi-
nation, STAGE 3 becomes effective.
Stage 4Bo Critical Period Phase II. Additional drought measures
as determined by the City of Schertz and Edwards Underground Water
Authority to protect human health and safety and livestock watering.
(d)
Stage 4A. An additional drought surcharge of one dollar ($1.00) per
thousand (1,000) gallons used per month in excess of fifteen
thousand (15,000) gallons for all residential users.

THAT all ordinances, or parts of ordinances, which are in
conflict or inconsistent with any provisions of this Ordinance are
hereby repealed to the extent of such conflict.
III
THAT the provlslons of this Ordinance shall be in force and
effective from the date of final approval.
IV
The Council hereby determines that an emergency exists requiring
immediate action, and this Ordinance is hereby passed as an
emergency measure to be effective immediately upon its passage,
and the enactment of this Ordinance as an emergency measure in
accordance with the provisions of Section 4.09(e) of the City's
Home Rule Charter will contribute to the preservation of the public
peace, health or safetyo

This packet contains the Demand Reduction Measures required under
Ordinance No. 90-F-22, passed on July 17, 1998 with an effective date
of Agust 1, 1999 as amended by Ordinance 94-F-17 with effective date of
July 5, 1994, There is a page for each Stage which may occur during
water conservation efforts. Please keep this packet and familiarize
yourself with the requirements, as there are a number of penalty
provisions and other detailed explanations.
Please note that the designated days for landscape watering are as
follows using the last number of street address:
Residential: Odd number addresses on Sunday and Thursday.
Even number addresses on Tuesday and Saturday.
Commercial: Monday and Friday
The City will post signs at serveral at several high traffic locations
around the City to advise you'of the conservation stage in effect.

STAGE I - INITIATED WHEN BEXAR COUNTY OBSERVATION WELL IS AT
655 FEET.
Water,usage under Stage I is on a voluntary basis with the exception of
eertal11 mandatory requirements.

Water usage is prohibited under Stage II Kandatory Water Coonservation
except under certain conditions. Pleas read the following and
familiarize yourself with those conditions which are permitted as there
is a penalty for violation.

CRITICAL PERIOD PHASE I
Water usage under Stage IV, Phase I is subject to a surcharge of $1.00
per thousand gallons for residential usage in excess of 15,999 gallons.
In addition to the surcharge a penalty for violation is in effect for
usage where prohibited.
AESTHETIC USE: (fountains, ~aterfalls, and landscape lakes
and ponds)
Inside or outside use is prohibited except with reused
water.
PENALTY: Under Mandatory Water Conservation Stage IV, Phase I violation
is punishable by a fine not to exceed $2B0.99 per day for eachday the
violation remains in affect.
OTHER OUTSIDE USES: Maintenance, cleaning and washing of structures or
mobile equipment, washing of streets, patios, sidewalks, parking lots
