SPECIAL SESSION OF THE CITY COUNCIL
OCTOBER 27, 199j
The Schertz City Council convened in Special Workshop
Session Wednesday, October 27, 1993 at 7:00 p.m. in the
Conference Room of the Municipal Complex, 1400 Schertz
Parkway, Schertz, Texas. The following members were
present: Mayor Earl W. Sawyer, presiding; Joe Potempaj
Hal Baldwinj Barbara Stanhope; Mary Marsh and Ken
Greenwald. Staff present were City Manager Kerry Sweatt and
City Secretary June Krause.
*1 HEARING OF RESIDENTS: Jim Harris related problems
he had with obtaining his tax statements this year. Not
receiving his statements, he called City Hall and was told
his statement, at the request of his mortgage company, had
been sent to the company. He pays his own taxes and had to
make a call to California where his mortgage company is
located to get it straightened out.
Jerry Graham remarked that in the paper today, the City of
Cibolo mentioned that Alamo Waste was going to open a dump
along I-35.

*2 Discuss first reading of an ordinance amending the
Code, Chapter 19 - Water, Sewer and Sewage Disposal.
Mr. Sweatt referred to Section 19-69, which has the same
wording as in our present ordinance, stating that if you are
within-' 300 feet of a sewer line, you must connect. He
wanted to discuss this with reference to the Mobile Villa
Project. It was the City's intent to construct the sewer at
the same time as doing the water improvements and streets.
As you know, the owners in Mobile Villa, with the exception
of one or two and a business, are happy with their septic
systems. Their position is that it is the City's choice to
put in the sewer and they should not have to connect at this
time. We are about to go into this subdivision and resurvey
and that is obviously going to be a point of some concern.
The current city ordinance states they will connect if they
are within 300 feet of a sewer line. Mr. Sweatt suggested
Council may want to revise this section of the ordinance to
accommodate these people.
Mrs. Marsh felt these people definitely qualify for an
exception, since we are talking about a whole subdivision.
After much discussion by Council members, they agreed not to
change this ordinance but to have a letter of exception with
a five-year cap.

Mr. Potempa said he is now getting feed-back from his
neighbors that they do want Entex gas and that they were not
contacted the last time.
Mr. Sweatt would recheck the last survey to see how this
information was put to the people.
Going back to the proposed ordinance, Mr. Sweatt
the entire Section 19-15 was being deleted as

He stated the other significant changes in the ordinance
were the changes to the water and sewer rates. The water
rates are a block structure based on Living Unit Equivalent
(LUE). The base rate was increased from $6.50 to $7.00 for
one LUE service for the first 3,000 gallons. Then it moves
in 3,000 gallon increments from $1.11 per 1,000 gallons for
the second 3,000 gallons to $2.91 per 1,000 for 30,001 and
all additional gallons. The proposed estimate for bulk rate
customers we have one, which is GUADCO - would have no
minimum gallons and a Living Unit Equivalent of 80l.0. This
would start at the $1.11 per 1,000 gallons for 0 to
2,403,000 (which is the 801 LUEs). Mr. Sweatt advised that
we have notified GUADCO and they have raised some issues.
We have met with them on several occasions and will
continue. They have indicated that they would like to come
to Council if we cannot come to an agreement.
Mr. Sweatt said that new sewer rates have been established
in this ordinance. Residential base rate has increased from
$3.25 to $3.75 per month. The user charges are based on the
customers average water consumption as computed over the
winter months. The design of this structure is for the base
charge to pay for development and the operating costs and
readiness to serve, with the user charge being based on our
cost to CCMA and our own cost of maintenance. ~
Mr. Harris asked if these rates that are being proposed go
along with the budget just passed. When he was told they
do, he wanted to go on record as being opposed to this.

#3 Discuss awarding bid on new ambulance.
Mr. Sweatt remarked that we propose to trade a 1984 Ford
ambulance that has in excess of 90,000 miles on it. We
received four bids and after review, we recommend the low
net bid, in the amount of $55,345.00 of McCoy Miller. This
is a little better price than we paid for the last one.
This company has located in Duncanville, Texas, after doing
business in other states. We have reviewed the company and
other ambulances they have bid and recommend approval.

#4 CITY MANAGER'S REPORT: A. We are expecting to
have on the next action agenda the casting of our votes for
the Guadalupe County Appraisal District Board of Directors.
We have until November 15 to act.
B. November has two holidays that will result in an
additional holiday each. November 11, Veteran's Day, falls
on Thursday and our policy is that if the holiday falls on
Thursday, the next day is also a holiday. The same applies
to Thanksgiving. We will have that information on our
after-hours telephone message service.
C. Referred to the new bulletin board, which was donated by
Schertz Bank and Trust via Melvin Golla. The primary use
for this is for the Star of the Month; however we have
asked Wuest and the Bank, who also have one of these boards,
to display our newsletter and we have an informational flyer
we will display on our board.
D. He referred to a copy of a draft letter we propose to
send to Mobile Villa citizens. This will go to each
property owner in the subdivision via registered mail. He
then asked for any comments or suggestions for the letter.
E. Mr. Sweatt showed samples to the new badges for our
uniform service fire, police, animal control and
inspection. Each will be distinctly different.
F. He was very pleased to say that in Seguin, Texas, our
float won First Place at the Guadalupe County Fair.
G. Council awarded the street improvement bid to Clark
Construction and a Notice to Proceed has been issued.
fl.5 ITEMS BY COUNCIL
Mrs. Marsh - A. The Schertz Business Association met on
the 26th. One of the things discussed was a meeting at the
school on November 9th where Eastman Kodak will be promoting
how to motivate students to take more difficult courses. To
get the kids to look to the future and how they hurt
themselves by taking the easy courses.
The SBA also heard a City Hall report by Kerry Sweatt in
which he gave an update of Council actions and discussions.
The Nominating Committe presented the follow

Committee being Jackie Jones, Dennis Kusak and Dot

The Christmas Tree Lighting will be held on December 2nd at
6:30 p.m. and, weather permitting, it will be outdoors.

The Trail Riders will be on February 4th with dinner and
dance at the Randolph Country Roundup. The silent auction
will be at this time. Anyone having items they would like
to donate, please contact a member.
This year at the July 4th Jubilee, there will be a full
carnival, with adult rides as well as the kids rides.

Mr. Sweatt said the Sanitarian tries to work with the
businessesj but he can file charges. We have discussed and
he recommended a proposal to revise our process and require
the posting of the inspection report at the door to the
business. Council agreed to look at that suggestion.
fl.6 ITEMS BY MAYOR: Mayor Sawyer referred to our
nomination to the Guadalupe County Appraisal District,
saying that it is amazing that we could not find a person in
this city that would be willing to volunteer for this. He
said we need people who are willing to volunteer their time
for this board.
