ccreg 11-02-1993 5 REGULAR MEETING OF THE CITY COUNCIL NOVEMBER 2, 1993 The Schertz City Council convened in Regular Session Tuesday, November 2, 1993 at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presidingi Joe Potempai Hal Baldwini Barbara Stanhopei Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry Sweatt and City Secretary June Krause. Mayor Sawyer welcomed everyone to the meeting and asked them to rise and join him in the Pledge of Allegiance. Mayor Sawyer then had the pleasant duty of reading and presenting a proclamation to several students of the Samuel Clemens High School DECA Chapter, proclaiming the week of December 6-10, 1993 as "Free Enterprise Week" in Schertz. Mr. Baldwin then introduced their sponsor Sharon Pope, who in turn introduced the students to the Council. Another pleasurable duty the Mayor had was announcing that Danny Stift was the Schertz "Star of the Month" for October. He then presented him with the plaque, the "Star" pin and a gift certificate. B. D. #1 APPROVAL OF MINUTES: A. Public Hearing 9-15-93; C. Regular Meeting 9-21-93 and E. Regular Meeting 9-7-93. Special Meeting 9-15-93; Special Meeting 9-29-93. Mrs. Marsh moved to approve the presented. Mr. Greenwald seconded carried as follows: listed minutes as the motion, which AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #2 HEARING OF RESIDENTS: Mr. George Mower of 501 Brooks Avenue advised that he had a little problem with the doors at the Municipal Building. One side was locked and when you approached the door and pushed that door, you could possibly sprain your wrist. He strongly recommended unlocking both of the double doors; or at least, as an alternative, use traffic cones to signify that that door was locked. Mayor Sawyer assured him we would do something about this. #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ~~ AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING CHAPTER 19 - WATER, SEWERS AND SEWAGE DISPOSAL; PROVIDING AN EFFECTIVE DATE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT. Mr. Baldwin moved to approve the first readinq of an ordinance amendinq the Code, by revisinq Chapter 19 - Water, Sewers and Sewaqe Disposal. Mrs. Stanhope seconded the motion, which carried as follows: AYES: Councilmembers Baldwin, Stanhope, Marsh and Greenwald NAYS: Mr. Potempa #4 BID AWARD: Consider and take action on awardinq bid on a new ambulance. Mr. Sweatt advised that bids were solicited and opened on September 30, 1993. Bids were received from four reputable companies to provide this equipment. After review and backqround check, staff recommends the bid from McCoy Miller, includinq the trade-in of 1986 vehicle, in the amount of $55,345. Mrs. Stanhope moved to award the ambulance bid to McCoy Miller in the amount of $55,345 includinq trade-in. Mrs. Marsh seconded the motion, which carried as follows: AYES; Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #5 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: RESOLUTION NO. 93-R-9 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CASTING THE CITY'S 183 VOTES FOR GUADALUPE COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS. Mayor Sawyer explained that the resolution named Sylvia Schlather as the City's selection. Mr. Baldwin moved to approve the resolution castinq the City's 183 votes for SylVia Schlather for Guadalupe County Appraisal District Board of Directors. Mr. Greenwald seconded the motion, which carried with the followinq vote: .----/ "I AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #6 CITY MANAGER'S REPORT: A. Reminder of the Annual Conference starting Wednesday in San Antonio. General Opening Session will be Thursday morning at a.m. TML The 10:00 #7 ITEMS BY COUNCIL: Mr. PotemDa announced that the Schertz Parkway Reinvestment Zone members met for the first time, with representatives from the School District, County and City present. He mentioned that Mr. Mark Marquez is a very knowledgeable person and he looks forward to working on this committee for another year. Mrs. Stanhooe: Reported on the Housing Authority meeting the previous night. There were two gentlemen present who are buying property here and will be building apartments. They will build the units to meet the specifications the Housing Authority would desire for a retirement center at Elbel Road and Schertz Parkway. They are talking about fifty units on a 1.2 acres of land. They discussed HUD regulations and will give the complete management of the center to the Housing Authority, even to setting the rents. Mrs. Stanhope said she had talked with Mrs. Brannon about the wrong impression given out that the City required the Senior Citizen participants to pay for table rental. They will be getting out a correction on that. She asked for volunteer judges for this event and received three. Mr. Sweatt was asked to obtain the prizes. Mrs. Marsh said she just couldn't resist the opportunity to mention a very important program - the Voice of Democracy scholarship program sponsored by the Veteran's of Foreign Wars. She mainly addressed her comments to the students in the audience. The rules are very simple - write a three to five minutes speech on "My Commitment to America" and put it on a casette. She mentioned that Joyce Briscoe is the coordinator for this program. Mrs. Pope mentioned that she is scholarships for her students and was one. Mr. Sweatt reminded Council of the invitation to the City of Helotes qround breakinq on Sunday at 2:00 p.m. Mr. Sweatt advised that our City float will be in the Veteran's Day Parade in Universal City.
