SCHERTZ BOARD OF ADJUSTMENT
DECEMBER 21, 1993
The Schertz Board of Adjustment convened Tuesday, December
21, 1993 at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The following members were present: Chairman Earl W.
Sawyer, presiding; Joe Potempa; Hal Baldwin; Barbara
Stanhope; Mary Marsh and Ken Greenwald. Also present were
City Manager Kerry Sweatt and Secretary June Krause.
Before opening the Board of Adjustment hearing, Mayor Sawyer
called Mr. Bob Andrews, in charge of judging, and Steve
Simonson, Chairman of the Christmas Decorating Committee
forward to make the annual awards.
Mr. Andrews advised that the City had tremendous amount of
participation this year and many of the decorated homes and
businesses were not even registered. He added that each
year the decorations get bigger and better and this year it
was really difficult to judge the residences.
Mr. Andrews then presented awards to the following: First
Place for Business Inside went to Kountry Kitchen, with
owner, Marianne Bulgrin accepting. First Place for Business
Outside decorations went to Boswell-Niemietz Properties,
with Mr. Fred Niemietz accepting. Second Place for a
business inside went to the U.S. Post Office, Postmaster
Sharon Ricketts accepted. Second Place for a business
outside was awarded to the Val Verde Apartments.
The residential awards went to Clifford Brummett of 509
Mitchell First Place; Bobbie Hunter of 528 Curtiss
Second Place and two Honorable Mentions went to LeRoy
Cinnamon of 1208 Spicewood and Phyllis McNeal of 400 Brooks
Avenue.
Mr. Andrews thanked the people for all their hard work in
the decorations, adding that they just get bigger and better
each year.
Chairman Sawyer called the Board of Adjustment to order.
#1 BOA HEARING: The purpose of the hearing was to
receive citizen comments on a request by Marianne Bulgrin
for a Special Exception to the Zoning Ordinance allowing her
to enclose her carport to increase safety and security of
personal items.
Mr. Sawyer advised that the members had taken a close look
at this request and asked if there were any citizens wishing
to comment; but there were none.
Mr. Sweatt mentioned that 31 letters were mailed to
property owners within two hundred feet of this property.
Eight letters were answered, with all being in favor of this
request.

#2 Consider and take action on the above request by
Marianne Bulgrin.
Mr. Baldwin moved to approve the request by Marianne
Bulgrin for a Special Exception to allow her to enclose her
carport. Mrs. Marsh seconded the motion, which carried
with the following vote:
AYES: Mr. Potempa, Mr. Baldwin, Mrs. Stanhope, Mrs. Marsh
and Mr. Greenwald.
NAYS: None
#3 ADJOURNMENT: There being no further business to
come before the Board of Adjustment, Mr. Sawyer declared
the meetinq adjourned at 7.08 ~m. ~~~~~
