ccreg 01-04-1994 46' REGULAR MEETING OF THE CITY COUNCIL JANUARY 4, 1994 The Schertz City Council convened in Regular Session Tuesday, January 4, 1994 at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Hal Baldwin; Barbara Stanhope; Mary Marsh and Ken Greenwald. Absent: Joe Potempa. Staff present were Assistant City Manager Steve Simonson and City Secretary June Krause. Mayor Sawyer welcomed everyone to the meeting and asked they join him in the Pledge of Allegiance. Mayor Sawyer then asked Chief Agee to come forward, saying we recently had an incident where we felt our officers acted very commendably. A young man tried to commit suicide with a knife and when the officers attempted to stop him, he attacked the officers. It was an incident where the officers had every right to use deadly force but they did not. He advised them that he, the City Council and City Manager all commended the gentlemen for that. Chief Agee then introduced Sergeant Reidy, who commander, Officers Jeff Leal and Ernie Zambrano the officers involved in this incident. He personally thought they did an excellent job. was the who were said he #1 APPROVAL OF MINUTES: A. Special Meeting 12-15-93 B. BOA Meeting 12-21-93 C. Regular Meeting 12-21-93 Mrs. Marsh moved to approve the minutes of the Special Meeting of December 15, the BOA Meeting of December 21 and the Regular Meeting of December 21, 1993. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Baldwin, Stanhope, Marsh and Greenwald NAYS: None #2 HEARING OF RESIDENTS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 94-M-1 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE AMENDED BY REPEALING CHAPTER 2, ARTICLE IV, ECONOMIC DEVELOPMENT TASK FORCE AND BY ADDING A NEW CHAPTER 2, ARTICLE IV ECONOMIC DEVELOPMENT COMMISSION 41 Mrs. Stanhope moved to approve the final consideration of an ordinance repealing the Economic Development Task Force and replacing it with the Economic Development Commission. Mrs. Marsh seconded the motion, which carried as follows: AYES: Councilmembers Baldwin, Stanhope, Marsh and Greenwald NAYS: None Mr. Simonson then read the list of names suggested for nomination to the Economic Development Commission as follows: W.J. Sweatt, Harold Smith, Charles McDonald, Harry Richburg, Michael Domqard, Bob Vallance, Sr., Tony Moreno, Mary Marsh, Jackie Jones, Eric White, Lew Borqfeld, Bruce Hammersla, Merwin Willman and Juan Thorn. Mr. Greenwald moved to appoint the above listed persons to the Economic Development Commission. Mrs. Stanhope seconded the motion, which carried with the following vote: AYES: Councilmembers Baldwin, Stanhope, Marsh and Greenwald NAYS: None #4 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING SECTION 7-1/2-54, EXHIBIT 2 GARBAGE RATE SCHEDULE; PROVIDING AN EFFECTIVE DATE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT. Mrs. Stanhope moved to approve the first reading of an ordinance amending the Code by revising Section 7-1/2-54, Exhibit 2 Garbage Rate Schedule. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Baldwin, Stanhope, Marsh and Greenwald NAYS: None #5 CITY MANAGER'S REPORT: Assistant City Manager Simonson reported that Mr. Dale Stein, Area Engineer for the Texas Department of Transportation in Sequin is being transferred to a San Antonio area office. His replacement has not been appointed as yet. #6 ITEMS BY COUNCIL: Mrs. Marsh reminded everyone of the Schertz Business Association sponsored Trail Ride dinner and dance on the 4th of February at the VFW. Also the night before is when we all meet at Ann Richard's to make the stew. This year the SBA Silent Auction will be held at this event. If anyone 4:8 has items they would contact either Mrs. where they make their 4th of July Jubilee. like to donate to the silent auction, Marsh or Anita Clark. This auction is money for the fireworks display at the #7 ITEMS BY MAYOR: Announced that we are starting another Police Academy on the 13th of January. It is not too late to sign up if you are interested.
