REGULAR MEETING OF THE CITY COUNCIL
MARCH 1, 1994
The Schertz City Council convened in Regular Session Tuesday
March 1, 1994 at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Joe Potempa; Barbara Stanhope; Mary Marsh and
Ken Greenwald. Absent: Hal Baldwin. Staff present were
City Manager Kerry Sweatt and City Secretary June Krause.
Mayor Sawyer welcomed everyone to the meeting and asked them
to please rise and join him in the Pledge of Allegiance.
Before starting with the general business, Mayor Sawyer
asked Mr. Alfredo "Fred" Contreras to come forward and be
recognized as the Schertz "Star of the Month" for March.
Mr. Contreras received gift certificates from the Schertz
Business Association as well as the plaque from the City.
#1 PUBLIC HEARING: The purpose of the hearing was to
receive citizen input on a request by Earl Mayfield of 20180
F.M. 2252, for a Specific Use Permit to build a house
approximately 200 feet South of the barns at the Kitty Hawk
Flying Field.
Mayor Sawyer advised that Mr. Mayfield is the owner and
operator of the Flying Field and is asking permission to
build a house near the barns for security purposes.

As there were no comments or discussion by the Council,
Mayor Sawyer declared the public hearing closed at 7:05 p.m.

Mr. Potempa moved to approve Mr. Mayfield's request for a
Specific Use Permit to allow him to build a house on his
property. Mrs. Marsh seconded the motion, which carried

#4 HEARING OF RESIDENTS: None
#4-A POLICE RESERVES: Consider and take action on
appointing two members to the Schertz Police Reserve Force.
Chief Norman Agee stated that as Council knows there
been some vacancies in the police service and those
been filled from the Reserve Force. Therefore, we now
to replenish the Reserves. He then introduced Tamara
Clark and Thomas I. Shircliffe, as the two recommended
appointment. Both of these officers are graduates of
San Antonio College Law Enforcement Training Center.

Mrs. Marsh moved to appoint Tamara Clark and Thomas
Shircliffe to the Schertz Police Reserve Force. Mr.
Potempa seconded the motion, which carried as follows:

Mayor Sawyer thanked both officers for volunteering.
#5 AGREEMENT: Consider and take action on a lease
agreement with Buffalo Valley Youth Association.
Mr. Sweatt presented a draft of a lease agreement between
the City of Schertz and Buffalo Valley Youth Association for
the lease of a building for their maintenance equipment.
They propose to construct a 24 x 24 foot building on a 36 x
36 foot tract adjacent to our Public Works Maintenance yard.
The lease agreement is patterned after the agreement we have
for the Scout Hut only this one is proposed for a ten year
period. It was felt that at the end of ten years, they
would probably need a larger building.
Mayor Sawyer added that the building will be constructed in
accordance with City specifications.
Mr. Greenwald moved to approve the lease agreement between
the City of Schertz and Buffalo Valley Youth Association for
the construction of a maintenance building. Mrs. Stanhope
seconded the motion, which carried with the following vote:

Mrs. Stanhope moved to appoint Jack Tokar as Teen Court
Coordinator. Mrs. Marsh seconded the motion, which carried
as follows:

B. Two members to CRWA Board of Trustees.
Mr. Potempa moved to appoint Ken Greenwald and
Bierschwale to the Canyon Regional Water Association
of Trustees. Mrs. Stanhope seconded the motion,
carried with the following vote:

Mr. Greenwald moved to appoint Sam Willoughby to the Canyon
Regional Water Association Board of Managers. Mrs.
Stanhope seconded the motion, which carried as follows:

#7 CITY MANAGER'S REPORT - nothing to report
#8 ITEMS BY COUNCIL: Mr. Potemoa asked if staff ever
got a copy of Vernon's Civil Statutes 6252-17 for Mr.
Mower.
Mr. Sweatt said he could obtain a copy from any law library.
Mr. Mower said he had been informed that this type city, by
law, has to have a copy available to the citizens.
Mrs. Stanhooe mentioned the booklet put out by TML on the
open meeting law but Mr. Mower said that was shown to him
but it only tells how to get around the law.
Mrs. Stanhope then said she thought he was asking for
something that has been superceded, but she would check it
out.
Mrs. Stanhope then asked Mr. Mower several questions.
1. How long have you lived in Schertz? Four years
2. Have you served on any committees? No
3. Do you attend other local meetings you seem to be so
concerned about? No just Council meetings.

4. Do you intend to get involved actively in the City? Mr.
Mower said he was not going to run for Council but he was
interested in decent, open communication with people who are
spending his tax dollars.

#10 ADJOURNMENT: Mr. Potempa moved the meeting be
adjourned at 7:18 p.m., with Mrs. Marsh seconding the
