ccreg 10-06-1992 l REGULAR MEETING OF THE CITY COUNCIL OCTOBER 6. 1992 The Schertz City Council convened in Regular Session, Tuesday, October 6, 1992 at 7:00 p.m. in the Council Chamber of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe Potempai Hal Baldwini Barbara Stanhope; Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry Sweatt and City Secretary June Krause. After calling the meeting to order, Mayor Sawyer asked everyone to rise and join him in the Pledge of Allegiance. Mayor Sawyer then introduced VFW Post 8315 Commander David Mazoch, who in turn introduced his fellow VFW members present. Mayor Sawyer read a proclamation designating October 11th as "Country Music Day" in the City of Schertz. Commander Mazoch thanked the Mayor for the proclamation and invited everyone to the Fifth Annual South Texas Country Music Showcase on October 11th at the VFW. He said they have worked long and hard to put this together and hoped everyone would come out and support them. Mayor Sawyer then read a proclamation and presented it to Joe Dale, designating the week of October 4th through 10th as "Voice Of Democracy Week" in Schertz. Mrs. Marsh, who is the 5th District VFW Voice of Democracy Scholarship Program Chairman, had a proclamation for the 5th District, which reads the same, and is signed by Guadalupe County Judge Sagebiel. Commander Mazoch said that on October 19th they have the first ever in the VFW in Schertz a meeting for the men starting at 7:00 p.m. and the ladies will also meet at 7:00 p.m., They will adjourn at 7:30 and will proceed to the Hall of Flags for a covered dish dinner and after that will have a joint meeting. They will be doing some awards, discuss some projects and he invited everyone to attend. #1 APPROVAL OF MINUTES: A. Special Meeting 8-26-92; B. BOA Meeting of 9-l-92; C. Regular Meeting of 9-1-92i D. Mr. Baldwin seconded the motion, which carried as follows: AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None ~ #2 HEARING OF RESIDENTS: Charles Bode, the Republican Candidate for Guadalupe County Sheriff, introduced himself and added he just wanted to say that if successful, he would assure cooperation between the City of Schertz and the Sheriff's office. #3 DEVELOPMENT FOUNDATION BUDGET: Consider and take action on the Development Foundation Budget for FY 92-93. Mr. Sweatt pointed out that revenues for the year were projected to total $31,349, with expenditures estimated to be $23, 425, with an establishment of a reserve of $7,924. Mrs. Marsh moved to approve the Development Foundation Budget. motion, which carried as follows: FY 92-93 budget for the Mrs. Stanhope seconded the AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #4 APPOINTMENT: Consider and take action on reappointment of members of the Board of Directors for the Schertz Development Foundation. Mayor Sawyer said he had found no fault with any member of the board and recommended reappointment. Mr. Sweatt listed the board members as Charles MacDonald, President; Torn Weaver, Lewis Borgfeld, Kerry Sweatt are members. They currently have a vacancy and are waiting for the recommendation from the Economic Development Task Force to fill the vacancy. Mr. Baldwin moved to appoint these four members to the Board of Directors, Schertz Development Foundation. Mr. Greenwald seconded the motion, which carried as follows: AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #5 BID AWARD: Shelter Bids. Consider and take action on Animal Mr. Sweatt said we solicited bids as a result of several false starts and have received bids on various portions of the construction. After review of all the bids, the bid of Harrison Construction Company, in the amount of $103,387 appears to be the lowest and most qualified bid. We recommend the bid be awarded to Harrison Construction Company for all except the paving of the parking lot. Mrs. Stanhope moved to award the bid on the Animal Shelter to Harrison Construction Company in the amount of $103,387. NAYS: None #6 EMS purchase of an VEHICLE: Consider and take EMS Director's vehicle. action on the Mr. Sweatt advised that the 1992-93 budget provided for the purchase of a replacement vehicle for the Director of SAFES. The Director has been driving a 1980 Chrysler Station Wagon for several years that was purchased used from the Department of Public Safety. We solicited bids for a used 3/4 Ton Suburban. We felt a suburban would help meet the needs of that department for transport in emergency, transport of equipment, etc. We recommend awarding the bid to Rush Pontiac for a 1988 3/4 Ton Suburban, in the amount of $11,700. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and Greenwald. We need to get with Mrs. Brannon to see if we need to purchase prizes. M;r$'___nu_kt2lX$h reminded everyone of the Combined Veterans Organizations'Fish Fry at the VFW Post 8315 on October 17th. #9 ITEMS BY MAYOR: A. He had an invitation from the Schertz-Cibolo-Universal City Independent School District Board of Trustees to attend the dedication of the Samuel Clemens High School Library, Science Wing, Counseling offices and ROTC facility at 6:30 p.m on Thursday, October 15, 1992. B. He also received a thank you from Mrs. Johns for the proclamation for their 50th Anniversary. C. Received a letter of thanks to the City Council for use of the small pavilion in the park by the Baptist Adult and Singles Class. l'1X~_~2lJ_gwin also extended an invitation for everyone to attend the dedication ceremonies at the High School and take a look at what is being done over there.
