REGULAR MEETING OF THE CITY MANAGER
MARCH 2. 1993
The Schertz City Council convened in Regular Meeting
Tuesday, March 2, 1993 at 7:00 p.m. in the Council Chambers
of the Municipal Complex, 1400 Schertz Parkway, Schertz,
Texas. The following members were present: Mayor Earl W.
Sawyer, presiding; Joe Potempa, Hal Baldwin, Barbara
Stanhope, Mary Marsh and Ken Greenwald. Staff present were
Kerry Sweatt, City Manager and City Secretary June Krause.
Mayor Sawyer, after welcoming everyone to the meeting, ask
they join him in the Pledge of Allegiance.
Mayor Sawyer then made a special welcome to Bob Russell and
Danny Stiff of Boy Scout Troop 51, as well as the members of
the Samuel Clemens Key Club.
#1 APPROVAL OF MINUTES: Special Meeting 2-10-93.
Mrs. Stanhope moyed to approve the minutes of the Special
Meeting of February 2, 1993. Mr. Greenwald seconded the
motion, which carried with the following vote:
AYES: Council Members Stanhope, Baldwin and Greenwald.
NAYS: None
ABSTAINING: Mr. Potempa and Mrs. Marsh.

Mr. Sweatt presented an evaluation of the four bids
received for furnishing uniform service to the City.
Although he agreed with Mr. Bierschwale's statement that G
& K Service has overall better references, the offer by
Guess Uniform and Towel appears to meet our specifications.
He recommended Council accept the low bid of Guess Uniform
and towel.

RESOLUTION: Mayor Sawyer introduced a resolution,
read in its entirety, the caption of which is as

RESOLUTION NO. 93-R-3
A RESOLUTION URGING THE GOVERNOR AND
LEGISLATURE OF THE STATE OF TEXAS TO ADOPT
AND ENACT LEGISLATION PROVIDING CAPITAL
PUNISHMENT FOR PERSONS WHO ABUSE AND MURDER
CHILDREN; AND PROVIDING AN EFFECTIVE DATE.

AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.

Mayor Sawyer said that this is one resolution that he would
like all members of the Council to sign.
Mayor Sawyer then read a proclamation he

Key Club, proclaiming the week of February
"Child Abuse Prevention Week".

#5 CITY MANAGER'S REPORT: A. He announced the bid
letting for the FM 3009 project would take place the
following day at 1:00 p.m. in Austin.
Mr. Sweatt said the project should begin within thirty to
forty-five days and should start near FM 78.
B. He was pleased to announce that he and Mark Marquez had
attended the Guadalupe County Commissioner's Court on Monday
and the Commissioners voted to approve participation in the
Tax Increment Financing program.
C. He announced that the City Attorney Mike Spain should be
leaving the hospital the following day but he is still in
serious condition.
