REGULAR MEETING OF THE CITY COUNCIL
APRIL 20, 1993
The Schert2 City Council convened in Regular Session
Tuesday, April 20, 1993 at 7:00 p.m. in the Council
Chambers of the Municipal Complex, 1400 Schert2 Parkway,
Schert2, Texas. The following members were present: Mayor
Earl W. Sawyer, presiding; Hal Baldwin, Barbara Stanhope,
Mary Marsh and Ken Greenwald. Absent: Joe Potempa. Staff
present were City Manager Kerry Sweatt, City Attorney Mike
Spain and City Secretary June Krause.
Mayor Sawyer welcomed everyone to the meeting and asked them
to rise and join him in the Pledge of Allegiance.
He then asked the members of the Library Board that were
present to come forward and presented them a proclamation,
naming the week of April 19th through 23rd as "National
Library Week".
Mayor Sawyer then presented a proclamation to Coralee
Fenner, representing the Water/Waste Water Department,
proclaiming the week of May 2nd through 8th, 1993 as
"National Drinking Water Week".
Mrs. Fenner said they would be having a display at the
Library on May 8th and invited everyone to drop by.
#1 APPROVAL OF MINUTES: Special Meeting of 3-31-93
Mrs. Stanhope moved to approve the minutes of the Special
Workshop Meeting of March 31, 1993. Mr. Greenwald seconded
the motion that passed with the following vote:
AYES: Councilmembers Stanhope, Marsh and Greenwald
NAYS: None
ABSTAINING: Mr. Baldwin
#2 HEARING OF RESID.6&wA.: Rev. Lino Perales said he had been
working with young people for the past several years. He
said he is now the pastor of the Assembly of God Church and
had an idea that he passed on to the City Manager, who
suggested he discuss this with Council. He is working on a
youth program for the Schert2 area. The youth program would
involve different games, competitions and such with pri2es.
They would divide the youth into groups with one adult to
each group. After the games they would have songs and a
strong message on different topics, such as drugs, gangs,
dropouts and such. He said they would also be having a
gospel message but would not be pushing that. They plan to
have refreshments, such as hot dogs and sodas and would
clean up afterwards. They are asking for the large pavilion
at no charge for this. He said he did not know how this
would go over, but he was Willing to try it. If he had good
response, then he would be willing to have another one the
following month.

Mr. Sweatt said he and Rev. Perales had discussed this and
feel it has potential of serving the needs in our community.
They tentatively set the date for May 7th to begin at 6:00
p.m. and last until about 8:30 p.m. He said that because
of the possible liability, security, etc. this was
discussed and Rev. Perales is going to address that.
Mrs. Stanhope had several questions for Rev. Perales
concerning age span, was it interdenominational, sponsorship
and how he would get the word out.
Rev. Perales advised that this would be for youths from 12
to 18 years of age and it would be interdenominational and
they would not be pushing religion. They hoped to interest
businesses in the community to help with the programs and
food. They plan posters to be circulated in convenience
stores, schools and flyer handouts. Concerning the
liability, they would need the signature of each parent for
the youth to participate, so the bottom part of the flyer
would have room for that.
Mrs. Marsh asked that this item be put on the next agenda
for further discussion. She had not had time to think it
through at this time.
Mayor Sawyer thanked Rev. Perales and asked him to attend
the next Workshop.
#3 AGREEMENT: Consider and take action on a sub-lease
agreement with the Adolph Schertz Scouting Association.
Mr. Sweatt reported that he had included in the Council
packets a copy of the revisions of the sub-lease agreement
between the City of Schertz and Adolph Schertz Scouting
Association. The church has been unable to locate a
bUilding so the Scouting Association has asked to extend the
agreement for one year.
Mr. Baldwin moved to approve the sub-lease agreement with
the Adolph Schertz Scouting Association. Mrs. Stanhope
seconded the motion, which carried as follows:

#4 EXECUTIVE SESSION: Mayor Sawyer called an
executive session at 7:16 p.m. under Article 6252-17
Vernon's Texas Civil Statutes, Section 2 (e) to consult with
the city attorneys with respect to pending and contemplated
litigation.
The Regular Meeting was reconvened at 7:59 p.m.
#5 Consider and take action, if any, on the above
Executive Session.

Mayor Sawyer advised the Council had discussed with the
three attorneys pending litigation and decided to continue
on the same route.

Mr. Baldwin then made a few comments about the gas
incidents at the high school recently. There were two on
Monday and another incident on Friday. The Monday one
resulted in turning out school for the rest of the day.
They have a suspect who set off mace in the halls. Even
though it was reported to be carbon monoxide, it was mace.
They had people come out and make all kinds of tests to make
the determination. They had two witnesses that related the
kid said he did it and where to find the two empty
canisters. He is a Special Education student and they had a
hearing and he has been suspended. There were about 50
students and 15 employees that had to be treated at the
emergency room. The total cost to the School District was
about $60,000 for all the medical costs, testing of boilers
and other expenses. The student has not admitted anything.

enforced. He said apparently a bunch of kids are running up
and down the easement at Lone Oak at 2:00 or 3:00 in the
morning.
Mrs. Marsh asked for a breakout of the effectiveness of the
curfew ordinance.

but did not feel he would have much participation.
