REGULAR MEETING OF THE CITY COUNCIL
JUNE 1, 1993
The Schertz City Council convened in Regular Session Tuesday
June 1, 1993 at 7:04 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The fOllowing members were present: Mayor Earl W. Sawyer,
presiding; Joe Potempa, Hal Baldwin, Barbara Stanhope, Mary
Marsh and Ken Greenwald. Staff present were City Manager
Kerry R. Sweatt and City Secretary June Krause.
Before starting on the Regular Agenda, Mayor Sawyer
presented Coralee Fenner of the Water Department with a
plaque recognizing her as the "Employee of the Quarter", on
behalf of the Schertz Business Club and the City Council.

Mr. Greenwald moved to approve the minutes of the BOA
meeting of May 18th, the Regular Meeting of May 18th and the
Special Meeting of the Council of May 26, 1993. Mr.
Potempa seconded the motion, which carried with the
following vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#2 HEARING OF RESIDENTS: None
#3 ORDINANCE: Mayor Sawyer introduced an ordinance
and read the caption as follows:
ORDINANCE NO. 93-t-l0
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, CREATING REINVESTMENT
ZONE NUMBER ONE, CREATING A BOARD OF
DIRECTORS, ESTABLISHING AN EFFECTIVE DATE,
AND AUTHORIZING AN AGREEMENT.
Mrs. Marsh moved to approve the final consideration of an
ordinance creating Reinvestment Zone Number One. Mrs.
Stanhope seconded the motion, which carried as follows:
AYES: Councllmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.

#4 CONTRACT: Consider and take action on a contract
renewal for delinquent tax collections.
Mr. Sweatt stated we currently have a contract with
Stubblefield, Brister and Schoolcraft, who provide
delinquent tax service to us. After July each year they
begin the process of collecting delinquent taxes. They have
performed this work for us since 1989 and do the same work
for other entities in the area. We recommend Council
consider authorizing the extension of this contract for a
period of two years.
Mr. Baldwin moved to renew the delinquent tax contract with
Stubblefield, Brister and Schoolcraft. Mr. Greenwald
seconded the motion, which carried as follows:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#5 BUDGET REVISIONS:
mid-year budget revisions.
Consider and take action on
Mayor Sawyer reminded Council they had received and reviewed
the budget revisions at the last workshop.
Mr. Potempa moved to approve the mid-year budget revisions
as presented. Mrs. Stanhope seconded the motion, which
carried with the following vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#6 NEWSLETTER POLICY: Consider and take action on
Newsletter publication policy.
Mr. Sweatt reminded Council we have been printing
newsletter for approximately 4-1/2 years and have had
informal guidelines between the editor and himself. He
that recently a question came up about the need for
formal policy on the issue. The suggested guidelines

1) Only articles relating to City government and the
specific activities of departments of the City of Schertz
will be published.
2) No articles containing commercial advertising will
be published other than a one-time notice of a new business
or expansion of an existing business.
3) Rules to become effective August 1, 1993.

Mrs. Stanhope moved to approve the pOlicy as stated. Mrs.
Marsh seconded the motion, which carried as follows:

#7 CITY MANAGER'S REPORT: A. We have been notified
by the Texas Department of Transportation and contractor for
the FM 3009 project, they plan to close off Circle Oak the
second week of June for four to six weeks. We know that
Dean Word has been moving their equipment onto the Alamo
Waste property so should commence work soon. The railroad
crossing at FM 78 continuing to deteriorate. We have
notified Southern Pacific Railroad Company and they will
start work soon.

Mr. Bierschwale, who is in charge of this project, outlined
the work still to be done, who and when it would be done and
also assured Council, he felt it would be completed on time.
B. Mr. Baldwin announced that Tom Funk, ex-EMS Director,
was in the Northeast Hospital and had by-pass surgery but is
in pretty good shape right now.
C. He then reminded everyone that the next day was the last
day of school.
Mrs. Marsh reminded everyone that it is not very long until
the 18th Annual 4th of July Jubilee. Since the 4th is on
Sunday this year, the parade and opening ceremonies will be
held on Saturday the 3rd of July. The theme this year is
"Celebration of Music" and there will be choirs, dancing,
cloggers, games and refreshments galore. On Sunday, the
raffle drawing will be at 9:00 p.m. with the fireworks
following at about 9:30 p.m.
Mr. Greenwald announced that on June 12th at 10:00 a.m.,
BVYA will hold their closing ceremonies for
baseball/softball. They have been approaChed by Pony
Baseball to start a summer children's league to start in
August.

#9 ITEMS BY MAYOR: Mayor Sawyer reminded those who
missed the Memorial Service at the pavilion, sure missed a
good showing of pride of country. They did a fine job and
are looking forward to a bigger and better one next year.
#10 ADJOURNMENT: Mr. Potempa moved the meeting be
adjourned at 7:17 p.m., with Mrs. Marsh seconding the
motion which carried unanimously.
