ccss 09-03-1991 7 SPECIAL SESSION OF THE CITY COUNCIL SEPTEMBER 3, 1991 The Schertz City Council convened in Special Session, Tuesday, september 3, 1991, at 7:42 p.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe potempai Barbara Stanhopei Mary Marsh and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Kerry R. Sweatt and Deputy City Secretary Alice Austin. #1 BUDGET WORKSHOP: Council to continue discussing the fiscal 1991-92 proposed budget. Mayor Sawyer advised that we would continue from page 81 which is the Water/Wastewater revenues. Council continued with review of Water/Wastewater Department, Fleet Services Department, Capital Recovery Department and SAFES Department. After completing review Mrs. stanhope said that she would like to thank Mr. Sweatt for all of the information he had provided. Mayor forced if we items that that Sawyer advised that to support this budget we would be to raise taxes from 36 to 40 cents. He further said that do not want to raise taxes it would behoove Council to cut out of the budget or add to revenue income. He advised he felt some things could be cut out painlesslY. He said he did not agree with cutting employee salaries. Mrs. Stanhope advised that she would like to see Council reduce taxes down to no more than a 2 cent increase. She said that she felt it would be easier to ask the City Manager to come up with the figures as he would know better than any of Council which items could be cut. Mayor Sawyer said he would like to propose some suggestions and then he would agree with Mrs. Stanhope in letting the City Manager go back over and recommend the cuts. Mayor Sawyer said he would suggest that we get rid of one Meter Readeri that Budget line item number 75212 be cut by $3200.00i take $10,000 more from Water Department contingencies and add to In Lieu of TaxeSi and add $12,000 to Budget line item number 40022 Sales Tax. Mayor changed the one Meter Reader to one Groundskeeper. Mrs. Marsh said that no one knew the budget like the City Manager and that she felt he should be allowed to make the cuts. She said that Council could make the cuts, but they might cut something that is really necessary. Mrs. Stanhope asked what the dollar figure was on the upgrades requested. Mr. Sweatt advised that the total was $7,200.00. Mrs. Stanhope asked if we did not do the upgrades would be save that money. " 8 Mr. Sweatt advised that the total also includes some from Water and Sewer. Mr. Greenwald advised that he felt sales tax was estimated too low. Mr. Potempa said that there were a lot of bicycles within the city and suggested we look into a bicycle license program with a fee for registration. He also asked if there was any way we could generate revenues from narcotic arrests. Mr. Sweatt advised that there is a forfeiture law in which vehicles or personal property acquired in a drug arrest may become the property of the arresting agency. District Attorney's office has mandated that they receive a portion of any money derived in this manner. Funds are devoted exclusively for law enforcement purposes and are not money which can be co-mingled with the General Fund. Mr. Potempa said he would agree to the City Manager making the cuts as he knows the budget. # 2 Consider and take action, if any, on the above item. Mayor Sawyer said that the Council was agreeable to returning the proposed budget to the City Manager so that he could make the necessary cuts to reduce the tax increase to 2 cents. #3 ADJOURNMENT: Mayor Sawyer adjourned the meeting at 9:05 p.m. ATTEST: ~ k2~.: Deputy City Secretary, City of Schertz I ~
