ccss 09-10-1991 / / fA ~ SPECIAL MEETING OF THE CITY COUNCIL SEPTEMBER 10, 1991 The Schertz City Council convened in Special Session, Tuesday, September 10, 1991 at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe Potempa; Barbara Stanhope; Mary Marsh and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Kerry R. Sweatt and Deputy City Secretary Alice Austin. Mayor Sawyer opened the meeting and asked everyone to join him in the Pledge of Allegiance. #1 PUBLIC HEARING: Mayor Sawyer advised that the purpose of the public hearing was to receive citizen input on proposed tax increase. Mr. Sweatt advised that under terms of State law this would be the only item on the agenda. Mr. Sweatt explained that the final certified roll was $269,354,784.00 and that using a formula established by the State an effective tax rate of 37.779 per $100.00 evaluation was established predicated on the proposed budget. After changes were made to reduce the proposed budget, the was recalculated and established at 38.9 cents per $100.00 value. Cynthia Boeck 5035 Scenic Lake Drive: Advised that while they were in the City of San Antonio they had received no city services, but that since being annexed into the City of Schertz they had received adequate city services. She advised that she was in favor of a tax increase to maintain the level of city services. Shirley Baumann, 7036 Pfeil Road: Advised that she was in favor of a tax increase. She further stated that they had been told mail service would be curtailed if the streets were not repaired. She also said that she was concerned that the condition of the streets was hazardous for the children on the school buses. With all the potholes the children were being bounced around. Mrs. Baumann further advised that one of her concerns was the mowing of the right-of-ways. At intersections it was impossible to see approaching vehicles the high weeds. other some for 10 Jamie Clark, 1194 Ware-Seguin Road: Advised that she would like to address Mr. Brown's letter. As she understood, the contingency fund was only used for emergencies and was a very necessary fund. Concerning a cut in salary she said that Schertz employees were the lowest paid in the area. She advised that when they first arrived in the area, her husband had wanted to work for the city but the pay was too low. She said she could not see cutting pay. She also said that she felt that eliminating overtime, eliminated emergency services. She advised that she felt that these items were very important, and that if if took raising taxes she was for it. LeRoy Fenner, 6440 Pfeil Road: Advised that the tax was based on appraised value and the amount of money needed run the city. He advised that if the appraised value was the rate would be low, but if the appraised value was low rate would be high. Mr. Fenner presented a graph showing tax rate for the last ten years. rate to high the the Michelle Tereletsky, 705 Marilyn: Advised that she had mixed emotions. She was not anti tax she was anti waste. She advised that if the people from Schermerville should have been at all the meetings. She advised that she knew the employees were low paid but did not feel it was right that a Meter Reader II could make more than a Police Dispatcher. Kenneth Brown, increase and efforts. The following members were present: Mayor Earl W. Sawyer, presidingi Joe Potempai Hal Baldwini Barbara Stanhopei Mary Marshi and Ken Greenwald. Staff present were Kerry R. Sweatt City Manager and Alice Austin Deputy City Secretary. #1 HEARING OF RESIDENTS: Bill Neller, 305 Koch Street: Mr. Neller asked why, with 3 Animal Control Officers, the shelter was not open on Sunday. He advised that the Valley News had listed three shelters in the area that were open on Sunday and that Schertz was not mentioned. He said further that he would like to know how many animals were picked up, how long they were kept, who disposed of the animals and at what cost. Mr. Sweatt advised that there are not three Animal Control Officers. The department is composed of one Foreman, one Animal Control Officer and one Shelter Operator. Mrs. Tereletsky advised that she could not answer all of Mr. Nellers questions but would like to address the question of disposal. She advised that the animals were disposed of by the Schertz Animal Hospital. She further advised that disposal is done in a humane manner and at a reasonable rate. Mr.Kenneth Brown asked if tax. Mayor Sawyer advised Mr. Brown that we currently had with Diamond Shamrock to purchase gas and although the FM 78 was not in the city limits it was the closest. advised Mr. Brown that we receive no sales tax on purchases. a contract station on He also gasoline #2 Hear Presentation regarding Police establishment of Citizens Police Academy Program. Department Mr. Sweatt advised Police Academy and advised that Chief Council. that this program was identified as the City is a tool which can be very effective. He Agee was here to discuss the program with Chief Agee advised that this program was originally developed in Florida and now many departments in Texas are participating. He advised that the program was designed to familiarize the citizens with the duties of a police officer. He said that they hope to process a class of approximately 25. 12 He advised that since Sugarland and Duncanville had started their program the citizens knew more officers and what they do and the officers knew more citizens. Chief Agee introduced Lt. Steve Starr and advised that he would go into more detail about the program. Lt. Starr: He explained that all citizens who signed up for the program would be processed like any police applicant and would have a thorough background check. He advised that the class would contain approximately 25 people and would last approximately 13 weeks. They are hoping to hold 3 a year. He advised that cost for the class would be approximately $300.00 and would be funded mostly from donations. Lt. Starr explained the schedule of classes which would include city and department structure, Texas Penal Code, Texas Traffic Code, Use of Force, Vicarious Liability, Radio Communications, 911, Narcotics, Traffic Stops, Patrol Procedures, Accident Investigation, DWI Enforcement, Fingerprinting, Latent Prints, Print Lifting Techniques, Firearms, CIRT Team, Investigations, Family Violence, Juvenile Law, and Crime Prevention. Mr. Sweatt advised that the courses were intended to be fairly inclusive and we hope to help the community to understand the problems the police department faces. Chief Agee said they hope to begin the first class on November 7 with breaks for Thanksgiving and Christmas. Mayor Sawyer said he would like to encourage everyone to donate and would begin by donating $50.00. #3 BUDGET WORKSHOP: Mr. Sweatt advised that after reviewing the budget the net effect was to lower the proposed budget by $13,294. He advised that an additional $7,700 would be transferred from the Water Department in lieu of taxes and the sales tax and electrical permits are increased. Total increase in revenues is $13,546. Mr. Sweatt said that cuts were made in the Fire, Park, Street, Economic Development, Tax, Planning, Animal Control, City Manager, Library and Police Departments for a total decrease of $20, 170. Mr. Sweatt further advised that SAFES proposes to add 1 full- time person and will continue to use part-time for fill-ins and shift rotations. Mr. Wayne Hofferichter advised that he and Mr. Sweatt had met in May to discuss street repairs in the Schirmerville area. He asked if budget item number 59122 would be used to repair their streets. ~ .~' ( -' Mr. Sweatt advised that this item number would be used to cover repairs to all streets in the city. Mr. Hofferichter said that the mail service had inspected roads and advised that they needed to be upgraded or the could lose their mail service. the area Mayor Sawyer advised that H.B. Zachary is the contractor using the roads and tearing them up and that we intend to ask the base and Mr. Zachary to repave the roads after they have completed construction. Coralee Fenner asked if they could get priority status for funds. Mr. Sweatt advised that we would be going back for a block grant and that a meeting is scheduled with the County Commissioner concerning the streets in the Schirmerville area. Mr. Potempa said he did not remember Council giving the go ahead to service grade changes. Mrs. Stanhope said that one of her requests was that job enrichment be taken out. Mr. Potempa advised that he would like to see a freeze on everyone from 12 up and increase the lower grades. Mrs. Marsh advised the we needed a personnel study recommended that during the next year we take a look at overhaul salaries and bring them up to market value with a of living increase. and and cost #4 Consider and Take action, if any, on the above Mayor Sawyer announced that action had already been taken. item. #5 CITY MANAGER'S REPORT: A. SAFES proposes to construct a building at the end of the existing building which will contain 2 bays. They will use reserves and volunteer money. B. Region 7 meeting will be at RAFB this year. C. Residents are being asked to sweep the sidewalks in front of their own residence. D.
