ccreg 09-17-1991 15 REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17, 1991 The Schertz City Council convened in Regular Session, Tuesday, September 17, 1991 at 6:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe Potempa; Barbara Stanhope; Mary Marsh and Ken Greenwald. Member absent was Hal Baldwin. Staff present were City Manager Kerry R. Sweatt and Deputy City Secretary Alice Austin. Mayor Sawyer opened the meeting and asked everyone to join him in the Pledge of Allegiance. PUBLIC HEARING: Mayor Sawyer opened the public hearing at 7:02 p.m. and explained that the purpose of the public hearing was to receive citizen input on fiscal 1991-92 proposed budget. He asked those citizens present if they had anything to say. Cynthia Boeck, 5035 Scenic Lake Drive; Shirley Baumann, 7046 Pfeil Road; Jamie Clark, 11940 Ware-Seguin Road; and Coralee Fenner, 6440 Pfeil Road addressed council concerning the need to increase budget item number 59122 STREET/MAINTENANCE MATLS. Each citizen was concerned that the condition of the streets in the Schermerville area would deteriorate more than they already were. They all advised that they were very concerned with the safety of their children on the school buses and with the repairs that they have made to their vehicles due to the condition the streets are already in. Mrs. Baumann also advised that they had been told that mail service would be curtailed if the condition of the streets did not improve. Drawer I City of Schertz Mayor Sawyer: I wish to express my THANKS to you and the City Council for the support given to the Economic Development of Schertz. In my opinion, it is one of the more important efforts in which a city government can become involved. As you know, business and industry is critical to the economic health of a community and the development of a strong and diversified business sector brings the jobs and capital investment necessary for a financially sound city. Over the past three (3) years, you have made a lot of progress 16. which puts the city in the running for attracting business and industry. Following are some of the results of the efforts directed to development and enhance the city's economic growth: 1. The creation of the Economic Development Task Force 2. The development of an information base 3. The development of contacts in the Economic Development Industry. 4. Tax Abatement Ordinance 5. The employment of an Economic Development Coordinator 6. The recent approval of the Schertz Development Foundation 7. Trade Show participation 8. Participation in the IH-35 Corridor Council 9. LCRA Certification for "Team Readiness", representing the City with prospects 10. Participation City Manager Corporation in LCRA Certified Development Corporation with serving on the Board of Cen-Tex Development This list is certainly not all inclusive, but does indicate the city's progress in the area of economic development. I have enclosed two (2) articles from a recent issue of the Corridor Business Journal just to evidence the fact that we are not alone in this effort. The Seguin article certainly has some parallels to our efforts in Schertz. Also please note, resultant from their development program are also involved. that Seguin has located a California firm, trade show involvement and the LCRA economic known as "Grand Central Texas" in which we As a city a lot of progress has been made, but we still have a lot to do and I am confident that the program the Council and Staff has placed into being will bring success and benefit to the City of Schertz. Sincerely, Lewis Borgfeld Chairman Economic Development Task Force" Mr. Borgfeld further advised that Seguin was very serious about economic development and had hired Jim Gandy as Economic Development Director and their focus was to create new jobs. Mr. Sweatt displayed graphic charts showing taxes collected and tax rates for the last 10 years. He also displayed graphs showing the percentage of usage for the general fund income and expenditures. He advised that the total revenues and 17 expenditures were proposed as follows: General Fund: Revenues: $2,487,261.00 Expenditures: $2,479,396.00 Water & Wastewater: Revenues: $1,860,278.00 Expenditures: $1,833,443.00 Fleet Services: Revenues: $66,166.00 Expenditures: $66,166.00 Capital Recovery: Revenues: $180,350.00 Expenditures: $180,350.00 S.A.F.E.S: Revenues: $344,723.00 $344,723.00 Mrs. Marsh said that Schermerville residents asked if there was any that are safety hazards. she would not like to see the leave without some commitment. She way we could give priority to potholes Mr. Sweatt advised that we did not have the capital to rebuild the road but that we patch as many potholes as possible in the order they are reported. Mrs. Marsh asked if there was some way we could have the contractors, who are working on Randolph and using the roads, pay to have them resurfaced. Mr. Sweatt advised that the current contractor, when contacted, assured that repairs of the damage incurred would be done when they finished the job. Mayor Sawyer advised that we knew there was a problem in the Schermerville area and that we would do our best to solve the problem. He advised that is was too late to change the current proposed budget, but that it would be looked at before Christmas. Mayor Sawyer closed the public hearing at 7:30 p.m. Mayor Sawyer opened the Regular Meeting at 7:31 p.m. #1 HEARING OF RESIDENTS: none #2 ORDINANCE: Mayor Sawyer introduced an ordinance for consideration and read the caption as follows: ORDINANCE NO. 91-M-11 AN ORDINANCE PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1991 AND ENDING SEPTEMBER 30, 1992, BY APPROVING THE BUDGET FOR SAID PERIOD AND APPROPRIATING THE NECESSARY FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF THE CITY OF SCHERTZ, TEXAS, FOR SAID YEAR FOR THE MAINTENANCE AND OPERATION OF THE VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES AND IMPROVEMENTS OF THE CITY; AND DECLARING AN EMERGENCY. 18 Mrs. Marsh made the motion to approve the ordinance providing funds for the fiscal year beginning October 1, 1991 and ending September 30, 1992. Mr. Greenwald seconded the motion which carried with the following vote: AYES: Councilmember Potempa, Stanhope, Marsh and Greenwald NAYS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO.91-T-12 AN ORDINANCE LEVYING AND ASSESSING ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF SCHERTZ, TEXAS FOR THE YEAR 1991; PROVIDING THE BASIS OF ASSESSMENT OF 100% APPRAISED VALUE AND PROVIDING FOR THE COLLECTION THEREOF AT THE RATE OF $0.3889 ON THE ONE HUNDRED DOLLAR ($100.00) ASSESSED VALUATION AND DECLARING AN EMERGENCY. Mr. Greenwald made the motion to approve the ordinance setting the tax rate of $0.3889 on the one hundred dollar assessed valuation. Mrs. Stanhope seconded the motion which carried with the following vote: AYES: Councilmember Potempa, Stanhope, Marsh and Greenwald NAYS: None #4 PURCHASE: Mr. Sweatt advised that the State Department of Highways and Public Transportation had designed Infoboards to commemorate the 300th anniversary of the Old San Antonio Road. These boards would be placed at rest areas and were being offered to interested groups at a cost of $32.80 plus Shipping. Mrs. Marsh made the motion to schedule this item for the next workshop. Mr. Potempa seconded the motion which carried with the following vote: AYES: Councilmembers Potempa, Stanhope, Marsh and Greenwald NAYS: None #5 BONFIRE: Mayor Sawyer advised that this was a request by Samuel Clemens PTSA for permiSSion to hold a bonfire and to use the street. He advised that this is an annual event. Mr. Potempa made the motion to permit the PTSA to hold a bonfire and use the street. Mrs. Stanhope seconded the motion which carried with the fOllOWing vote: AYES: Councilmember Potempa, Stanhope, Marsh and Greenwald NAYS: None #6 CITY MANAGER'S REPORT: Mr. Sweatt advised that the Region 7 meeting of the TML would be held on Saturday the 21st and that he needed the names of those who would be attending. He also advised that the annual Business AppreCiation Dinner -~ 19 would be held on September 19 and the Chamber of Commerce Board meeting would be on the 18th. #7 ITEMS BY COUNCIL: Joe Potempa 1. Thanked the citizens who came to the budget workshops. 2. Thanked the department heads for their work on the budget and the budget cuts. Barbara Stanhope 1. Advised that she had a list of questions for Workshop. 2. Thanked the citizens for their involvement in the community. 3. Thanked the department heads. Mary Marsh 1. Thanked the citizens and the department heads. 2. Advised that the City Manager and done a beautiful job in presenting the budget and working to make the budget cuts requested. 3. Mrs. Marsh advised that the Business Club was already working on the 4th of July picnic and that they were going to try and outdo last year. She advised that they would be starting a campaign to fund fireworks. A nice display could be purchased for $2,500.00. She advised that they would have red,white and blue cans out at the businesses around the city and would have dances, raffles and contact business for donations to raise money to fund the fireworks. She advised that they were hoping to raise enough money to fund the next two years. Ken Greenwald none #8 ITEMS BY MAYOR: Mayor Sawyer said that he would like to thank the citizens for attending and that he felt they had learned something. If you demand service you have to pay for it. He said that he would like to thank Council and that this was one of the best budget sessions he had been involved in.
