ccss 09-25-1991 20 SPECIAL MEETING OF THE CITY COUNCIL SEPTEMBER 25, 1991 The Schertz City Council convened in Special Session, Wednesday, September 25, 1991 at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe Potempa; Hal Baldwin; Barbara Stanhope; Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry R. Sweatt and Deputy City Secretary Alice Austin. #1 HEARING OF RESIDENTS: Mr. Brown presented Mayor Sawyer with credit card application forms for Texico and Conoco. He said he would like the city to check on these companies and see if they are cheaper than Diamond Shamrock. #2 Discussion of P & Z recommendation to Adjustment Public Hearing regarding request Nelson, 503 Aero Avenue for a 4 foot exception setback requirement of the Zoning Ordinance. schedule Board of from Thomas A. to the side yard Mr. Sweatt advised that P & Z had forwarded information on the request and that if Council had no objection the hearing would be held on Tuesday. He advised that he did not have the file. #3 Discussion with Paragon Cable. Mr. Sweatt advised that he had been contacted by a Paragon Cable representative who requested they be scheduled as an agenda item to make a presentation. The representative insists they have an opportunity to talk about the franchise. He further advised that the City must hold a public hearing prior to expiration of the franchise to be in compliance. He further stated that the 18 month freeze to customers of Paragon Cable was coming to a close and that the company is requesting an increase to full basic charges. Mr. Potempa asked if we could ask for an increase in franchise fees. Mr. Sweatt advised that we could but it would be passed on to the customer. Mrs. Marsh said that we companies. should investigate other cable Mr. Sweatt advised that XL Cable had made overtures and their rates were lower. #4 Discussion of Public Hearing to be held October 1, 1991 regarding proposed establishment of the Schertz Business Park as a Reinvestment Zone. Mr. Sweatt advised that the Ordinance deals with creation of reinvestment zones in certain parts of the city. He said that we currently have a request and recommendation to approve a tax abatement to a business and that the first step is to create the reinvestment zone. He said that although we only have one request that we should create the entire area as a reinvestment zone. " .^.... .~;~ J Mr. Sweatt adviBed that Guadalupe County has requested the Economic Development Task Force serve as the reviewing committee for this part of the County. Mr. Baldwin asked what the advantages are to the buyer. Mr. Sweatt advised that the only advantage would be the tax abatement. Mrs. Marsh advised that the company has doubled their business in the last two years and that this would be a good business for the city. # 5 regarding Sr. on Place. Discussion of Public Hearing to be held October 1, 1991 a request for a tax abatement by Mr. Robert Vallance, the property and two buildings located at 3 Commercial Mr. Sweatt advised that the agreement was in final draft form. He said that this is actually two companies, an answering service and a security alarm service. He advised that the company would bring an estimated $10,000 annually in sales tax and that we are looking at approximately $400.00 per year abatement for a five year period. #6 Discussion of P&Z review of Capital Recovery Fee Ordinance. Mr. Sweatt advised that P & Z have conducted required annual review of the Capital Recovery Fee Ordinance and have recommended no changes be made. Mayor Sawyer requested this item be placed on next action agenda. #7 Discussion of Purchase of an info panel for the Old San Antonio Road Commemoration. Mr. Sweatt advised that the info panel was for sale from the State Department of Highways and as the price was relatively inexpensive we could put one in the lobby of city hall and one at the Library. Mayor Sawyer pointed out that Schertz was not identified on the panel. Consensus of Council was not to purchase the info panels. #8 Discussion regarding funding of paving project for Schirmerville area streets. Mr. Sweatt advised that the two CDBG Grant applications made to Bexar County for 1991-92 concerning work on Gray town Road and Scenic Lake and Boenig Drives was not approved. He advised that the reason was that the projects did not meet criteria required. 22 Mr. Sweatt for funding certificates for "system necessary and further advised that there were other alternatives street repairs which included a bond issue, of obligation, urban systems State/Federal funding connectors, or purchase additional equipment establishment of a force account paving program. Mr. Hofferichter advised that the Schirmerville area streets have been neglected for 14 years. He further stated that Bexar County cleaned the ditches about every 4 years but after San Antonio took over nothing was done. He said that he felt the first step would be to do decent drainage. Mrs. Marsh advised that street repairs were needed in Haven, Mobile Villa and Schirmerville. She said that we consider the whole package. Deer should Mr. Sweatt advised that there was no sense in paving Villa until the water and sewer lines are installed. Mobile #9 CITY MANAGER'S REPORT: Mr. Sweatt advised that the Chamber of Commerce Mixer would be held on September 26 at 5 p.m. at the NCNB Bank on Pat Booker Road. #10 ITEMS BY COUNCIL: Mary Marsh. 1. Business Club had met and the treasurers report shows they are in good shape. She advised that fireworks campaign was on and that cans had been put out at local businesses. She advised that they were planning two dances and the annual fund raising jamboree. She advised that next years grand marshall would be Ann Richards. Joe Potempa. 1. American Legion Post 610 would be having a coffee tour on october 5. 2. He advised that there was a 15,000 pound load limit on Schertz Parkway and that he had seen an 18 wheeler driving on the roadway. 3. He had heard comments regarding the Business Appreciation Dinner and that they were looking forward to next year. Barbara Stanhope. 1. Requested information on who to contact to get the Community Center for the Senior Citizen Bazaar. 2. Thanked Mr. Sweatt for having Rambo taken care of. Hal Baldwin. ditch. Thanked Mr. Sweatt for work done on drainage Ken Greenwald. 1. Asked why we haven't put in for park grants. 2.
