REGULAR MEETING OF THE CITY COUNCIL
JANUARY 21, 1992
The Schertz City Council convened in Regular Session,
Tuesday, January 21, 1992 at 7:00 p.m. in the Council
Chambers of the Municipal Complex, 1400 Schertz Parkway,
Schertz, Texas. The following members were present: Mayor
Earl W. Sawyer, presidingj Joe Potempaj Barbara Stanhope;
Mary Marsh and Ken Greenwald. Absent: Hal Baldwin and Mary
Marsh. Staff present were City Manager Kerry Sweatt and
City Secretary June Krause.
Mayor Sawyer welcomed everyone to the meeting and asked
everyone to join him in the Pledge of Allegiance.
Mayor Sawyer then read a proclamation congratulating the
1992 "Belles" Dance Team members for receiVing an invitation
to perform in the Encore 1992 Barcelona Olympic Dance/Drill
Team Festival and competition. Five members of the team
were present to receive the proclamation.
Mr. Sawyer then called on Police Chief Norman Agee to
introduce new members to his department.
Chief Agee said they have had some changes in his department
and he was proud to announce the addition of Toni COWley and
Ronnie Rutkowski as new dispatChers. Next was Beverly Todd,
who had been a Reserve Commander and is now a full-time
police officer. Cindy Pruitt, recently reSigned to return
to college, and now will be serving on the Reserve Battalion
and will help with clerical and dispatching duties. Chief
Agee then introduced Michael T. Carey, Larry Simmons and
James Armstrong as new officers. He then advised that Mike
Harris, having gone through the assessment process, has been
promoted to sergeant.
Mayor Sawyer expressed his congratulations to Sergeant
Harris on his aChieVing his promotion and welcomed all the
new officers.
#1 APPROVAL OF MINUTES: A. Special meeting of 1-2-92
Mrs. Stanhope moved to approve the minutes of the Special
Meeting of January 2, 1992 as presented. Mr. Greenwald
seconded the motion, which carried with the following vote:

#2 HEARING OF RESIDENTS: None
#3 ORDINANCE: Mayor Sawyer introduced an ordinance
and read the caption as follows:
ORDINANCE NO. 92-T-2
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, ADOPTING GUIDELINES AND
CRITERIA FOR TAX ABATEMENT AND RE-INVESTMENT
ZONES.
Mr. Greenwald moved to approve the final consideration of
an ordinance adopting guidelines and criteria for Tax
Abatement for 1992. Mrs. Stanhope seconded the motion,
which carried with the following vote:
AYES: Councilmembers Potempa, Stanhope and Greenwald.
NAYS: None
#4 ORDINANCE: Mayor Sawyer introduced an ordinance
and read the caption as follows:
ORDINANCE NO. 92-S-3
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS AMENDING THE ZONING
ORDINANCE NO. 87-S-1 BY REZONING AN 11.281
ACRE TRACT OF LAND OUT OF GUADALUPE COUNTY
AND REFLECTING SUCH CHANGES ON CERTAIN
ZONING MAPS IN ACCORDANCE WITH THE SCHERTZ
ZONING ORDINANCE.
Mr. Potempa moved to approve the final consideration of an
ordinance amending the zoning ordinance by rezoning 11.281
acres located on Elbel Road, from Neighborhood Services to
Public Use District. Mr. Greenwald seconded the motion,
which carried as follows:
AYES: Councilmembers Potempa, Stanhope and Greenwald.
NAYS: None
#5 RESOLUTION: Mayor Sawyer introduced a resolution
and read the caption as follows:
RESOLUTION NO. 92-R-2
A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS SETTING A TIME, DATE AND
PLACE FOR PUBLIC HEARINGS PURSUANT TO THE
PROPOSED ANNEXATION OF THREE TRACTS OF LAND
CONTAINING APPROXIMATELY 250.96 ACRES OF
LAND OUT OF GUADALUPE COUNTY.

Mr. Greenwald moved to approve the resolution setting
public hearings on the proposed annexation of three tracts
of land containing 250.96 acres of land out of Guadalupe
County. Mrs. Stanhope seconded the motion, which carried
as follows:
AYES: Councilmembers Potempa, Stanhope and Greenwald.
NAYS: None

construction of Lookout Road from Loop 1604 to FM 3009 and
put it on the next workshop for discussion. Mr. Greenwald
seconded the motion, which carried as follows:
AYES: Councilmembers Potempa, Stanhope and Greenwald.
NAYS: None
#7 EXECUTIVE SESSION: Mayor Sawyer called an
executive session at 7:13 p.m. under Article 6252-17
Vernon's Texas Civil Statutes, Section 2 (e) to discuss with
Attorney pending litigation.
The Regular Session was reconvened at 7:50 p.m.
#8 Consider and take action, if any, pertaining to the
above listed executive session.
Mayor Sawyer advised Council did meet with the attorney and
discussed pending litigation but no action was necessary.
#9 CITY MANAGER'S REPORT: Mr. Sweatt reminded
everyone that the February 4th meeting time has been changed
from 7:00 p.m. to 6:00 p.m. so that Council can
participate in the Central Texas Trail Ride dinner/dance.

#10 ITEMS BY COUNCIL: Mr. Potempa reminded Council
concerning the Trail Ride, they would be preparing the
February 3rd to be served at noon February 4th to the
Riders.
Mrs. Stanhope asked if there was any new information on the
scout's projects. Mr. Sweatt said nothing at this time.
#11 ITEMS BY MAYOR: Mayor Sawyer had received a
letter from Eric Crugnale pra~s~ng the Schertz Fire
Department - specifically Fire Fighters Hewlett, Haxwell and
Seiler - for their assistance during his power failure.

#12 ADJOURNMENT: Mr. Potempa moved the meeting be
adjourned at 7:55 p.m. with the motion being seconded by
Mrs. Stanhope and unanimously carried.
